IEC 61968-11:2010(E) specifies the distribution extensions of the Common Information Model (CIM) specified in IEC 61970-301. It defines a standard set of extensions of common information model, which support message definitions in Parts 3 to 9 of IEC 61968, IEC 61968-13 and IEC 61968-14. The scope of this document is the information model that extends the base CIM for the needs of distribution networks, as well as for integration with enterprise-wide information systems typically used within electrical utilities. The information model is defined in UML which is platform-independent and electronically processable language that is then used to create message payload definitions in different required formats.

Ta mednarodni standard določa priključke za distribucijo v skupnem informacijskem modelu (CIM), določenem v IEC 61970-301. Opredeljuje standardni nabor priključkov skupnega informacijskega modela (CIM), ki podpirajo definicije sporočil iz od 3. do 9. dela IEC 61968, IEC 61968-13 in IEC 61968-141. Področje uporabe tega standarda je informacijski model, ki razširja osnovni CIM za potrebe distribucijskih omrežij in za integracijo s informacijskimi sistemi na ravni celotnega podjetja, ki se običajno uporabljajo pri elektropodjetjih. Informacijski model je opredeljen kot UML, ki je od platforme neodvisen jezik, katerega je mogoče elektronsko obdelati, in se nato uporablja za kreiranje definicij sporočil s koristno vsebino v različnih zahtevanih formatih. Na ta način na ta standard ne vplivajo specifikacija, razvoj in/ali namestitev infrastruktur za naslednje generacije, bodisi z uporabo standardov bodisi lastniških sredstev. Za namene tega dokumenta se distribucijski CIM (DCIM) model nanaša na IEC TC 57 CIM model, kot je opredeljen v IEC 61970-301 in IEC 61968-11 (ta dokument). Skupni informacijski model (CIM) je abstraktni model glavnih objektov v elektropodjetju, ki je običajno vključeno v postopke storitev zagotavljanja javnih dobrin. Z zagotavljanjem standardnega načina predstavitve virov sistemov napajanja kot objektnih razredov in atributov, skupaj z njihovimi povezavami, CIM olajšuje integracijo programske opreme, ki so jo neodvisno razvili različni prodajalci. CIM pospešuje integracijo z opredelitvijo skupnega jezika (tj. semantike in sintakse), osnovanega na CIM, ki omogoča, da imajo te aplikacije ali sistemi dostop do javnih podatkov in izmenjujejo informacije neodvisno od tega, kako so te informacije izražene interno. IEC 61970-301 opredeljuje CIM jedro za aplikacije sistema upravljanja z energijo (EMS), vključno s številnimi razredi, ki so uporabni za bolj raznolike aplikacije. Zaradi njegove velikosti so CIM razredi razvrščeni v logične pakete, zbirke teh paketov pa so ohranjene kot ločeni mednarodni standardi.
