FprEN IEC 60335-2-10:2026 is a CENELEC draft European Standard for the safety of household and similar electric floor treatment machines and wet scrubbing machines. It applies to appliances with rated voltage not more than 250 V, including direct current (DC) supplied appliances and battery-operated appliances. The document adds particular safety requirements to the general rules in IEC 60335-1, so manufacturers, test laboratories and compliance teams can check construction, instructions, temperature, moisture and mechanical safety.

What does FprEN IEC 60335-2-10:2026 specify?

FprEN IEC 60335-2-10:2026 specifies safety requirements for electric floor treatment machines and wet scrubbing machines intended for household and similar purposes. It is written as a Part 2 document, so it supplements and modifies the corresponding clauses of Part 1 rather than standing alone.

The scope includes familiar household-style machines such as floor buffers, floor polishers, floor waxers, floor scrubbers, rug shampooers and upholstery shampooers. It also covers appliances used by laymen in places such as shops, hotels, offices, schools, hospitals, light industry and farms when they can present a danger to the public.

The standard excludes several other appliance groups, including vacuum cleaners and water suction cleaning appliances, industrial appliances, appliances for corrosive or explosive atmospheres, floor sanding machines, and floor treatment machines for commercial use. It also states that use by children or by people who cannot use the appliance safely without supervision or instruction is not generally taken into account.

The document follows the IEC 60335 Part 2 structure, with clauses from Scope through Radiation, toxicity and similar hazards, plus Annex C and a bibliography. Annex C is normative and covers the ageing test on motors.

AnnexWhat it covers
CAgeing test on motors

What are the key requirements of FprEN IEC 60335-2-10:2026?

FprEN IEC 60335-2-10:2026 focuses on how these machines are tested, marked and built so that common risks from moving parts, heat, moisture and electrical faults are controlled. The most practical points are the test conditions for normal use and the extra instructions and construction measures for brush-type and wet-cleaning machines.

Scope, test basis and use conditions

Clause 1 sets the appliance types and rated voltage range, and it makes clear which related products are outside scope. Clause 3 adds the operating conditions used for testing different machine types, which matters because the laboratory setup depends on whether the product is a floor treatment machine, floor scrubber, rug shampooer or upholstery shampooer.

For example, the machines are run on specified surfaces and at specified movement rates, and liquid dispensing systems are operated in the relevant test configurations. In practice, this means the test lab does not choose a generic setup - it uses the surface and motion conditions that match the product’s real use.

Marking and instructions

Clause 7.12 requires instructions for appliances with rotating brushes to warn that the supply cord can be hazardous if the machine runs over it. For appliances with a liquid dispensing system, the instructions have to specify the amount and type of liquid to be used.

The instructions must also tell the user to remove the plug from the socket-outlet before cleaning or maintenance. In practice, this is the user-information part of the safety case, so the manual has to support safe use and service.

Heating and accessible surfaces

Clause 11 adds requirements for temperature rise, including limits for specified external accessible surfaces. It also introduces a probe in Figure 101 for measuring surface temperatures where access and geometry allow it.

The test is continuous, and the surface limits depend on the surface material and whether the appliance is portable or hand-held. For designers, this means enclosure materials, handles, and outer surfaces have to stay within the applicable temperature-rise limits during normal operation.

Moisture resistance and abnormal operation

Clause 15.2 adds a moisture-resistance test that uses spillage solution and specific positions for liquid containers and hand-held parts. Wet scrubbing machines are also operated under defined conditions that reflect wet use.

Clause 19 adds abnormal-operation tests, including operation without brushes in contact with a surface. In practice, these clauses check what happens if the appliance is tipped, spilled on, or driven in an abnormal condition that can reasonably occur in use.

Stability, brushes and starting prevention

Clause 20 adjusts the stability and mechanical-hazard requirements. Hand-held appliances that are also supported by the cleaning surface are exempt from the stability test, and the moving-parts requirement does not apply to brushes and similar devices in the way it does for other moving parts.

Clause 22.101 requires appliances with single-disc brushes and rated power input exceeding 300 W to have a means of preventing starting in addition to the motor switch. That means the product needs an extra safeguard against accidental start-up, not just an ordinary switch.

Clause 22.101 also includes a durability check for that starting-prevention means. In practice, the safeguard has to keep working after repeated use.

Insulation and fire-related construction

Clause 29.2 sets the microenvironment as pollution degree 3 unless the insulation is enclosed or protected from pollution during normal use. This matters for clearances, creepage distances and insulation design because contamination can change electrical safety performance.

Clause 30.2 directs the fire-resistance evaluation to the relevant subclause for these appliances. Clause 31 and Clause 32 then keep the usual checks for rusting and radiation, toxicity and similar hazards.

What terms does FprEN IEC 60335-2-10:2026 define?

FprEN IEC 60335-2-10:2026 uses several product and test terms in a technical sense.

  • Floor treatment machines - Electric machines such as floor buffers, floor polishers and floor waxers used to treat floors in household and similar settings.
  • Wet scrubbing machines - Electric machines such as floor scrubbers, rug shampooers and upholstery shampooers used with liquid or wet cleaning action.
  • Direct current (DC) - A supply type explicitly included in the scope, alongside battery-operated appliances.
  • Liquid dispensing system - The liquid feed arrangement on a machine, which the instructions must identify by amount and type of liquid.
  • Biased-off switch - A switch arrangement that returns to off and can be paired with an interlock or other device to prevent unintended starting.
  • Pollution degree 3 - The insulation environment used by the document unless the insulation is enclosed or protected from pollution during normal use.
  • Spillage solution - The liquid used in the moisture-resistance test where containers are filled and the appliance is positioned for worst-case exposure.

Who uses FprEN IEC 60335-2-10:2026?

FprEN IEC 60335-2-10:2026 is used by appliance manufacturers, design engineers, test laboratories, certification bodies and quality managers working on floor treatment and wet scrubbing machines. It is also useful to buyers and compliance teams who need to specify safety expectations for household and similar cleaning equipment.

The document is relevant to products sold for home use and to similar-use appliances placed in shops, hotels, offices, schools, hospitals, light industry and farms. It is written for qualified and experienced persons who apply the safety requirements through design review, testing and technical documentation.

What changed in FprEN IEC 60335-2-10:2026 from the previous edition?

The underlying IEC text is the sixth edition of IEC 60335-2-10, which cancels and replaces the fifth edition published in 2002 and Amendment 1:2008. The draft European Standard will supersede EN 60335-2-10:2003 and EN 60335-2-10:2003/A1:2008.

The significant technical changes stated in the document are:

  • alignment of the text with IEC 60335-1:2020;
  • conversion of some notes into normative text;
  • new limits on temperature rise of external accessible surfaces;
  • relocation of the cord reel modification to match Part 1;
  • a revised moisture-resistance test;
  • clarification of the stability test.

Which standards are used with FprEN IEC 60335-2-10:2026?

FprEN IEC 60335-2-10:2026 is built on IEC 60335-1, which provides the general safety requirements that Part 2-10 supplements and modifies. The document also says it is read in conjunction with prEN IEC 60335-2-10:2024/prAA:2024, which carries the European adaptation and the EU-law linkage in Annexes ZZA and ZZC.

IEC 60584-1 is added as a normative reference and is used for thermocouple EMF specifications and tolerances, which supports the temperature-measurement probe in Figure 101. Related IEC 60335 parts named in the document are IEC 60335-2-2 for vacuum cleaners and water-suction cleaning appliances, IEC 60335-2-67 for commercial floor treatment machines, and IEC 60335-2-72 for commercial floor treatment machines with or without traction drive.

What does the FprEN IEC 60335-2-10:2026 document contain?

The document contains the Part 1-based clause structure plus the Part 2 additions and modifications for floor treatment and wet scrubbing machines. It includes the special test conditions for normal operation, moisture resistance and abnormal operation, so labs can reproduce the intended use case.

It also contains Table 101 for surface temperature-rise limits and Figure 101 for the surface-temperature probe. These are used in design verification and safety testing to check accessible surfaces under operating conditions.

Annex C gives the ageing test on motors for this appliance family. The bibliography names related IEC 60335 parts that help place the scope of this document alongside other household and commercial cleaning appliance standards.

1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC Publication(s)”). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence between
any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
services carried out by independent certification bodies.
