CLC IEC/TS 63457-1:2026 is a CENELEC Technical Specification for household and similar appliances. It specifies subsequent safety testing after repair, refurbishment, remanufacturing and upgrade of appliances already placed on the market, and it is aimed at qualified persons and supervised technicians who verify that safety has not been impaired. The document also sets out the service-manual, inspection, test and reporting information needed to carry out that work in a controlled way.

What does CLC IEC/TS 63457-1:2026 specify?

CLC IEC/TS 63457-1:2026 is a product family standard for safety after repair, refurbishment, remanufacturing and subsequent testing of appliances within the scope of IEC TC 61 and its subcommittees. It takes precedence over horizontal and generic standards that cover the same subject, and it is used together with the relevant Part 2 documents for specific appliance types.

The document is organized into:

  • Scope
  • Normative references
  • Terms and definitions
  • General requirement
  • General conditions for the tests
  • Inspection and tests
  • Report of inspection and tests
  • Informative annexes A to D
AnnexWhat it covers
Annex AUse of reused components
Annex BUpgrade of appliance
Annex CInspection and test documentation
Annex DGuidance on preparing a service manual by the manufacturer or remanufacturer

What are the key requirements of CLC IEC/TS 63457-1:2026?

CLC IEC/TS 63457-1:2026 requires the manufacturer to make a service manual available to qualified persons once the application is reviewed and accepted. That matters in practice because the person doing the work must know the test conditions, any special equipment, and any foreseeable risks before the appliance is tested.

The document requires appliances to be tested after repair, refurbishment, remanufacturing or upgrade so that safety is not impaired. If extra tests or special test equipment are needed because of the appliance function, the service manual has to state this, and the test procedure has to warn about foreseeable risk.

Component control and work records

Only new or reused components specified by the manufacturer may be used for repair, refurbishment, remanufacturing and upgrade. Repair is to be carried out in ESD-protected conditions, and work records have to be kept for safety purposes, with upgrade records traceable to the history of the appliance.

This is important because the standard treats component choice and traceability as part of safety control, not just workshop practice. If a part is replaced or an upgrade is made, the record has to show what was done and why.

Inspection before electrical tests

After repair, refurbishment or remanufacturing, a qualified person is to carry out visual inspection before the electrical safety tests. The inspection looks for damage, contamination, overheating, corrosion, improper component changes, unreadable safety markings, blocked cooling inlets, defective strain relief, damaged housings, and other visible conditions that could affect safety or intended use.

In practice, this means the test process starts with a physical check, not a meter reading. The point is to catch obvious hazards before power is applied or measurements are taken.

Electrical safety checks

The document requires checking protective earthing bonding, insulation resistance, protective earthing conductor current, touch-current, SELV/PELV output voltage where applicable, correct polarity of rewireable non-reversible connectors and rewireable plugs, and any additional safety measures stated by the manufacturer. It also allows alternative tests if they give an equivalent safety level, but those alternatives must be recorded in the inspection and test report.

For example, the standard gives example circuits for measuring protective earth resistance, insulation resistance, protective earthing conductor current and touch-current, and it sets limits in Table 1 and Table 2. In practice, the person testing the appliance must choose the right method for the appliance type and document the highest measured value and the operating condition that produced it.

Markings, functional checks and reporting

If safety-related markings are missing or unreadable, they have to be replaced with appropriate durable marking. Refurbished or remanufactured appliances also have to be marked with information on the refurbisher or remanufacturer, or with an "R" label when the appliance is too small for the full marking.

A functional test is required after repair, refurbishment, upgrade or remanufacturing, following the manufacturer’s instructions. The inspection and test report has to include the appliance identification, personnel involved, date and time, tests performed, measured values, observations, any modified tests, applied test equipment, updated markings and any unresolved unsafe condition; if the appliance fails, it has to be rendered inoperative until the unsafe condition is solved.

What terms does CLC IEC/TS 63457-1:2026 define?

  • Repair - the process of returning a faulty product to a condition where it can fulfil its intended use.
  • Refurbishment - functional or aesthetic maintenance, and if needed repair, to restore a used appliance to its original or another predetermined form and functionality.
  • Remanufacturing - the process of producing a new appliance from used appliances, where at least one change affects safety, original performance, purpose or type.
  • Upgrade - a change that enhances functionality, capacity or aesthetics while staying within the original testing basis for the appliance.
  • Reused component - a component taken from one appliance and installed in another, where its safety properties are equal to a new component for the same purpose.
  • Qualified person - a person with the relevant education, training, knowledge and experience to perceive risks, avoid danger and conduct appropriate tests.
  • Technician for specified activities - a person who performs repetitive engineering work according to instructions and under the supervision of a qualified person.

Who uses CLC IEC/TS 63457-1:2026?

CLC IEC/TS 63457-1:2026 is used by appliance manufacturers, remanufacturers, refurbishers, repair service providers, service technicians and test personnel working on household and similar appliances. It is also relevant to quality managers and buyers who need a clear basis for accepting repaired or remanufactured appliances and for specifying the safety checks required after service work.

In practice, these users apply it when they:

  • prepare or review service manuals
  • decide whether a reused component may be installed
  • perform post-repair electrical safety tests
  • document inspection results and traceability
  • verify that an upgraded appliance remains safe for use

Which standards are used with CLC IEC/TS 63457-1:2026?

CLC IEC/TS 63457-1:2026 is built around IEC 60335-1:2020 and the IEC 60335-2 series. IEC 60335-1 provides the general safety framework, definitions and test references used throughout this document, while the IEC 60335-2 series provides the product-specific safety requirements that apply to particular appliance types.

The document is intended to be used with the appropriate Parts 2 of the IEC TS 63457-2 series, which will add or modify clauses for specific appliances. Annex A also points to IEC 62309:2024 for additional assessment of reused components.

What does the CLC IEC/TS 63457-1:2026 document contain?

CLC IEC/TS 63457-1:2026 contains test methods, limit values, example circuits, reporting requirements and service-manual guidance for post-service safety verification. The body of the document includes the inspection sequence, the electrical safety measurements, the functional test and the report content.

Figures 1 to 4 give example circuits for measuring protective earth resistance, insulation resistance, protective earthing conductor current and touch-current. Table 1 gives minimum insulation resistance limits, and Table 2 gives maximum touch-current limits.

Annex C gives a structured inspection and test documentation format that can be used for records and audits, while Annex D lists the topics that a manufacturer or remanufacturer’s service manual should cover, including warnings, troubleshooting, spare parts and the method for testing after service work.

the inspection and test report.
For remanufacturing (3.5) additional tests apply as given in IEC 60335-1 and its product
specific Parts 2 as per local requirements.
NOTE If enclosures are replaced with a different type of enclosures, safety implications will be considered and
additional tests can be necessary.
6.1.2 Visual inspection
The visual inspection shall be conducted to detect any damage or contamination on the
appliance which could impair safety and fulfill the requirements of their intended use, and
include the following, as far as applicable:
– condition of all cables and connectors;
– condition of the mains plug and the mains connectors and conductors;
– defects of the strain relief and cord guard of the mains supply cord;
– condition of anchorage, cable clip, accessible fuse insert;
– condition of the housing and protective cover that can give access to live parts or
dangerous moving parts;
– signs of overload or overheating or unintended use;
– signs of improper component change;
– identification of components and parts that are not provided by the manufacturer;
– signs of corrosion and improper ageing;
– condition of thermal or acoustic insulation materials;
– condition of cooling inlets (e.g. contamination, blockage);
– condition of air filter;
– integrity of container for water, air, or other medium,
– condition of pressure control valve;
– usability of switches, control and setup of appliance;
– readability of all safety relevant markings or symbols, of the ratings and of the position
indicators;
– all fuses accessible from the outside are complying with the data given by the manufacturer
(rated current, characteristics);
– the integrity of mechanical parts;
– condition of the accessories (e.g. detachable or fixed power supply cords tubing);
– signs of over-bending of cords, cables, hoses and tubing.
6.1.3 Markings
If markings affecting safety are not legible or missing and therefore need replacement or
following a remanufacturing (3.5) new safety markings are needed, this shall be done with the
appropriate marking. It shall be ensured the markings are durable as described within 7.14 of
IEC 60335-1:2020 and the relevant IEC 60335-2 series.

Appliances that are refurbished or remanufactured shall be marked by the refurbisher or
remanufacturer on the appliance with information on the entity that conducted the operation.
For appliances having limited dimensions not allowing this marking, a label consisting of the
label "R" shall be put on while the information related to the entity may be included in the
appliance accompanying documentation.
NOTE Examples of markings which are important to correct are missing warning labels on covers and worn
indications on control knobs for the direction of rotation.
6.1.4 Testing of electrical safety of appliance after repair, refurbishing or
remanufacturing
6.1.4.1 General
After repair (3.1), refurbishment (3.4) or remanufacturing (3.5) of an appliance, the following
points shall be checked:
a) protective earthing bonding to all accessible conductive parts connected for safety reasons
to protective earth, as specified in 6.1.4.2;
b) insulation by measuring the insulation resistance between live parts and conductive
accessible parts:
– connected to protective earth (primarily on class I appliance);
– protected by double or reinforced insulation and not connected to protective earth;
– protected by SELV/PELV:
as specified in 6.1.4.3;
c) compliance with the limits for leakage currents by measuring of:
– the protective earthing conductor current, as specified in 6.1.4.4;
– the touch-current of accessible conductive parts not connected to protective earth, if
applicable, as specified in 6.1.4.5;
NOTE 1 The measurement of touch current can be omitted on supply cords and cord sets.
NOTE 2 In general this document does not address the measurement of DC leakage currents.
d) compliance with the requirements for the protective measure SELV/PELV by measuring the
output voltage, if the output voltage is access
