Ta del standarda IEC 61000 obravnava omejitev vrednosti kolebanja napetosti in flikerja v javnih nizkonapetostnih napajalnih sistemih. Določa omejitve vrednosti kolebanja napetosti, ki jih lahko proizvede oprema, preizkušena pod določenimi pogoji, in podaja smernice za metode ocenjevanja.
