ISO/TS 3691-8, published by ISO, gives regional safety requirements for industrial trucks used in Australia, Canada, China, Japan, South Africa and the United States of America. It specifies where local rules add to or replace the base requirements in ISO 3691-1, ISO 3691-2, ISO 3691-3, ISO 3691-4 and ISO 3691-6, so manufacturers, importers and users can apply the right regional rules for design, verification and operation.
What does ISO/TS 3691-8 specify?
ISO/TS 3691-8 specifies regional requirements for the truck types covered by ISO 3691-1, ISO 3691-2, ISO 3691-3, ISO 3691-4 and ISO 3691-6. It is intended to be used together with those parts, not as a stand-alone safety code.
The document is organized into scope, normative references, terms and definitions, and a main clause on safety requirements and/or protective measures. Clause 4 then groups the regional topics by function, including electrical systems, travel speed, brakes, operation from alongside the truck, lift chains, fork arms, platforms, operator restraint, electromagnetic compatibility (EMC), visibility, overhead guard, user responsibilities, marking, noise emissions, standard load centre distance, truck modification, and freight container handling for Australia.
What are the key requirements of ISO/TS 3691-8?
ISO/TS 3691-8 sets region-specific rules where different countries require different approvals, performance limits or test methods. In practice, this means the same truck family may need different electrical, braking, visibility or guarding evidence depending on the market.
Electrical systems, speed and brakes
Clause 4.1.1 gives regional electrical requirements. For example, the United States of America uses hazardous-area approval requirements, while Australia, Canada, China and South Africa refer to specific electrical standards. This matters because the electrical design and certification route must match the intended country of use.
Clauses 4.1.2 and 4.1.3 set regional limits for travel speed and brakes. Some countries use maximum speeds taken from regional standards, while others set explicit limits for pedestrian-controlled and stand-on trucks. For users and buyers, this affects drive control settings, brake validation and machine acceptance.
Operation from alongside, operator protection and visibility
Clause 4.1.4 limits operation from outside the truck to 4 km/h and requires automatic braking when the control is released. Clauses 4.1.8 to 4.1.12 cover platforms, operator restraint, EMC, visibility and overhead guard requirements for specific regions. In practice, these clauses tell the manufacturer what protective devices, tests and documentation are needed for trucks with elevating operators or special operator positions.
Load structure and load handling
Clause 4.1.6 covers lift chains, clause 4.1.7 covers fork arms, and clause 4.2 replaces the standard load centre distance table used with ISO 3691-4 in the listed regions. This is important because chain strength, fork arm testing and load centre distance directly affect rated capacity and stability.
Modification, markings and special Australian freight container handling
Clause 4.4 restricts truck modification. Changes that can affect capacity, stability or safety need prior written approval from the manufacturer or, if the manufacturer is no longer available, documented engineering control by an expert and permanent records.
Clause 4.5 adds Australian requirements for trucks fitted with a freight container handling device. These cover stability, speed limits, tyre pressure monitoring, load checking and bypass-mode control. They matter because container handling creates higher loads and different risk conditions from ordinary pallet handling.
What terms does ISO/TS 3691-8 define?
ISO/TS 3691-8 uses the terms and definitions from ISO 5053-1, ISO 5053-2 and the relevant parts of ISO 3691. A few terms are especially important for reading the document.
- Industrial truck - A powered truck in the ISO 3691 series used to lift, carry or stack loads.
- Driverless industrial truck - A truck that operates without a human driver onboard, covered by ISO 3691-4.
- Operator restraint - A device or arrangement that keeps the operator in the intended protected position.
- Overhead guard - A protective structure above the operator space designed to reduce overhead hazards.
- Fall protection device - A harness, lanyard or similar system used to arrest a fall from an elevated platform.
- Standard load centre distance, D - The load-centre value used with rated load, Q, in the regional table in Clause 4.2.
- EMC - Electromagnetic compatibility, meaning the truck can function without unacceptable electromagnetic disturbance.
Who uses ISO/TS 3691-8?
ISO/TS 3691-8 is used by truck manufacturers, safety engineers, certification and test laboratories, importers, regulators, quality managers and buyers. It is relevant for warehouse logistics, manufacturing, container handling, and other industrial truck applications in the listed countries.
Users apply it when designing a truck for a regional market, selecting a compliant model, checking test evidence, writing instructions and labels, or reviewing modifications and fleet changes.
What changed in ISO/TS 3691-8 from the previous edition?
ISO/TS 3691-8 cancels and replaces ISO/TS 3691-8:2019, and this edition is technically revised. The main changes stated in the document are:
- Australian requirements were updated for electric counterbalance trucks with elevated forks, operator restraints, platform anchorage for fall protection, low level order-pickers, the reference to AS 5144.3 and freight container handling.
- North American requirements were updated for brakes, visibility and guarding for platforms.
- Canada-specific requirements were added for electrical systems, brakes, operation alongside pedestrian and stand-on trucks, fork arms, operator restraint, EMC, visibility, overhead guard and user responsibility.
- A standard load centre distance table was added.
- North America was split into Canada and the United States of America for clarification.
- The regional coverage was clarified throughout, and China was added.
Which standards are used with ISO/TS 3691-8?
ISO/TS 3691-8 is used with the core ISO 3691 parts for the relevant truck types: ISO 3691-1, ISO 3691-2, ISO 3691-3, ISO 3691-4 and ISO 3691-6. Those parts provide the base safety framework that this document regionalizes.
The main supporting standards named in the document are ISO 2330 for fork arms, ISO 5053-1 and ISO 5053-2 for vocabulary, ISO 6055 for overhead guards, ISO 6292 for brakes, ISO 13564-1 for visibility, and ISO 20898 for electrical requirements. Regional references such as ANSI/ITSDF B56 series, AS 2359 series, AS 5144.3, AS 22915.9, AS 22915.12, EN 1175, EN 12895, and CSA B335-15 supply the local rules used in the different countries.
What does the ISO/TS 3691-8 document contain?
ISO/TS 3691-8 contains region-by-region requirements for electrical equipment, speed, brakes, guarding, visibility, marking, operator protection and freight container handling. It also contains a replacement table for standard load centre distance in Clause 4.2, which supports capacity and stability-related decisions.
The document gives both prescriptive requirements and references to national or regional standards for test methods and approvals. It also includes modification rules and documentation duties, so it is useful for design review, conformity testing, fleet acceptance and post-sale changes.

Introduction
The ISO 3691 series has been developed to provide globally relevant International Standards for industrial
trucks. This goal was achieved with most of the issues. Where divergent regional requirements remain,
these are addressed by this document.
The EN 16307 series addresses legal requirements related to European Directives that are not accepted
worldwide. This document addresses requirements related to regulations and standards in force in Australia,
Canada, China, Japan, South Africa and the United States of America that are not applicable elsewhere.
This document does not repeat all the technical rules that are state-of-the-art and applicable to the material
used to construct the industrial truck. For these, see ISO 12100.
