This document is applicable to the design, information for use, maintenance and testing of power driven hoists, compact or open construction, with or without trolleys for which the prime mover is an electric, hydraulic or pneumatic motor. They are designed for the lifting and lowering of loads that are suspended on hooks or other load lifting attachments. Hoists can be used either in cranes, in other machines, e.g. rail dependent storage and retrieval equipment, monorail conveyors or by itself.
This document is applicable to the following types of hoist:
a) rope hoist;
b) chain hoist;
c) belt hoist, except belt hoist with steel belts as hoisting media;
d) NGL building hoists including supporting structures;
e) Winches used for lifting operation.
This document is not applicable of the following hazards:
f) this document does not cover hazards related to builders hoists for the transport of goods as defined in Noise Outdoor Directive (OND) 2000/14/EC;
g) this document does not cover hazards related to the lifting of persons.
This document does not specify additional requirements for hazards related to the use of hoists in explosive atmospheres in underground mines.
The significant hazards covered by this document are identified in Clause 4.
This document is not applicable to power driven hoists that are manufactured before the date of publication of this document by CEN.

CEN/TC 147 “Cranes-Safety”, the secretariat of which is held by DIN.
This document is currently submitted to the CEN Enquiry.
This document has been prepared under a Standardization Request given to CEN by the European
Commission and the European Free Trade Association and supports essential requirements of
EU Directive(s) / Regulation(s).
For relationship with EU Directive(s) / Regulation(s), see informative Annex ZA, which is an integral part

requirements and changes in standards referenced; the main topics are:

2 Modifications to the Introduction
Replace the whole clause with the following:
"This document is a harmonized standard to provide one means for power driven hoists to conform to
the essential health and safety requirements of the EU Directive 2006/42/EC (Machinery) and essential
safety requirements of EU Directive 2014/34/EU (ATEX).
This document is a type C standard as stated in EN ISO 12100.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations and events are covered
are indicated in the scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or
type-B standards, the provisions of this type-C standard take precedence over the requirements of the
other standards, for machines that have been designed and built according to the requirements of this
type-C standard.".

"All safety related functions of control systems shall fulfil the performance level of EN ISO 13849-1:2015
as follows:
— control circuits built with electromechanical, hydraulic and pneumatic components shall fulfil at least
Performance Level c and category 1;
— control circuits built with electronic or programmable components, respectively, shall fulfil at least
Performance Level c and category 2.
At least the following safety related functions shall be addressed:
— overload protection;
— limiting of motions (hoisting, traversing);
— emergency stop function;
— over speed control of variable speed hoisting drives, see EN 60204-32:2008, 9.4.4.
In the following applications, all safety-related functions of control systems shall conform to at least
Performance Level d:

— lifting operations above pipes and tubes where the destruction of those pipes and tubes by a falling
load can cause the escape of combustible gases or fluids;
— handling of hot molten masses or other goods with comparable hazards, such as acid or base.
The stop function in cable-less control systems, as laid down in Annex C of EN 13557:2003+A2:2008
(C.3.1) shall fulfil at least Performance Level c and category 3.
The control system, as defined in EN ISO 12100:2010 Annex A, shall be taken to end at the output of the
power control elements. By this definition, e.g. mechanical brakes, load holding valves, gearboxes and
other comparable elements shall be taken to belong to the operating part of the system and not to the
safety related control system. In general, warning, indicating and monitoring systems need not be
considered to be safety related control functions.
In determining the required performance level, account shall be taken also of other risk reduction
measures than the control system, such as mechanical protecting devices (e.g. end stops, buffers, force
limiters) and duplication of protective systems.".

"In case an electrical braking is provided (e.g., by pole switching or by inverter powered motors) the
mechanical brakes shall be capable, under rated capacity, to stop the lowering movement in minimum 4
times within 10 min (emergency switch off or power loss situations).
The reaction time of the braking shall be such that any hoist load will not accelerate to a lowering speed
greater than 1,5 times the rated lowering speed of that particular hoist load. This requirement shall be
fulfilled for the most unfavourable load/speed combination, taking into account also variable speeds
possibly available.".
In 5.5, replace the clause with the following:
"Gearboxes shall be designed in accordance with the EN 13135:2013+A1:2018.
Gearboxes shall be supported and connected to the driving and driven mechanisms so that no
impermissible stresses or deformations are produced in the gears or bearings.".
In 5.6, replace the clause with the following:
"The proof of competence of forged and cast hooks shall be in accordance with
EN 13001 3-5:2016+A1:2021.
Hooks shall be designed in accordance with EN 13135:2013+A1:2018.".
In 5.7.1, replace the first paragraph with the following:
"Rope drives with steel wire ropes shall be classified and dimensioned in accordance with
EN 13001 3-2:2014, with the exceptions given for traction hoists, see 5.7.10. The design number of ropes
used during the total design life of the hoists shall be provided.".

"Ropes sheaves shall be in accordance with EN 13135:2013+A1:2018. Rope sheaves shall be provided
with means of preventing the rope from jumping out of the grooves (e.g. when the rope is slack).
In working and traffic areas to which personnel have unlimited access, the components of the rope
systems and rope run-on points shall be installed or guarded so that crane operations can be conducted
with a minimized risk of trapping or drawing-in of hands or arms into jamming-prone areas.".
In 5.7.9, replace the whole clause with the following:
"The rope-end terminations shall withstand, without permanent deformation, the rope force equal to 2,5
times the static rope force resulting from the rated capacity of the hoist. The following rope end
terminations of steel wire ropes fulfil this requirement and should be used:
a) asymmetric wedge socket clevis, see EN 13411-6:2004+A1:2008;
b) symmetric wedge socket clevis, see EN 13411-7:2006+A1:2008. This method of socketing shall be
used only for rope diameters up to 8 mm;
c) metal and resin socketing, see EN 13411-4:2011;

Wire rope grips and rope eyes in conjunction with wire rope grips shall not be used as rope-end
terminations.".
In 5.7.10, replace the whole clause with the following:
"5.7.10 Traction hoists
The traction capacity shall be such that during intended use, tests and verification in accordance with
Clause 6, the rope does not slip or creep.
The traction capacity shall be proven either by calculation or by test, for 1,5 times the rated capacity for
the intended number of working cycles. Wear and tear shall be taken into account, e.g. in case of hoists
where the traction depends on the state of wear of the groove. Where the proof of traction capacity is
done by calculation, the method given in EN 81-50:2020, 5.11 shall be used.
Devices having the ability to prevent the ropes from running off the sides of the traction sheave shall be
provided.
Where traction sheaves made of steel are grooved, the grooves shall correspond to the type and diameter
of the rope intended to be used together with the hoist. The groove surfaces made of steel should have a
roughness of not more than Ra = 6,3.
The undercut grooves base profile width B of the traction sheave grooves shall not exceed 0,8 times the
rope diameter or, if the rope diameter is less than 8 mm, 0,75 times the rope diameter (see Figure 3).

Where the sheave groove profile does not fulfil the requirements of EN 13001-3-2:2014, the design life
of the rope shall be, differently from 5.7.1, proven by other methods, e.g. by tests.".
In 5.8.2, replace “EN 818-1”, “EN 818-7” and “ISO 606” with “EN 818-1:1996+A1:2008”,
“EN 818-7:2002+A1:2008” and “ISO 606:2015”.
In 5.10.1, replace the clause with the following:
"Pneumatic equipment shall be in accordance with EN ISO 4414:2010, EN 13135:2013+A1:2018 and the

All components and materials of equipment shall be compatible and suitable for the specified ambient

Sufficient air pressure shall be available for all operating modes at any point of the equipment in order to
fulfil all functions. A loss in pressure shall not result in hazards.
NOTE Due to the pneumatic drive characteristics, significant differences of lowering and lifting speed may
occur.".
