This part of IEC 61000 focuses on the immunity requirements and test methods for electrical
and electronic equipment, under operational conditions, with regard to:
a) repetitive slow damped oscillatory waves occurring mainly in power, control and signal
cables installed in high voltage and medium voltage (HV/MV) substations;
b) repetitive fast damped oscillatory waves occurring mainly in power, control and signal
cables installed in gas insulated substations (GIS) and in some cases also air insulated
substations (AIS) or in any installation due to high-altitude electromagnetic pulse (HEMP)
phenomena.
The object of this document is to establish a common and reproducible reference for
evaluating the immunity of electrical and electronic equipment when subjected to damped
oscillatory waves on supply, signal, control and earth ports. The test method documented in
this part of IEC 61000 describes a consistent method to assess the immunity of an equipment
or system against a defined phenomenon.
NOTE As described in IEC Guide 107, this is a basic EMC publication for use by product committees of the IEC.
As also stated in Guide 107, the IEC product committees are responsible for determining whether this immunity
test standard is applied or not, and if applied, they are responsible for determining the appropriate test levels and
performance criteria. 1

– calibration and verification procedures of test equipment;

Ta del standarda IEC 61000 se osredotoča na zahteve glede odpornosti ter preskusne metode za električno in elektronsko opremo pri obratovalnih pogojih v zvezi z naslednjim:
a) ponavljajoči se počasni pridušeni nihajni valovi, ki se pojavljajo predvsem v napajalnih, krmilnih in signalnih kablih v visokonapetostnih ter srednjenapetostnih (HV/MV) postajah;
b) ponavljajoči se hitri pridušeni nihajni valovi, ki se pojavljajo predvsem v napajalnih, krmilnih in signalnih kablih v s plinom izoliranih postajah (GIS) ter v nekaterih primerih tudi v z zrakom izoliranih postajah (AIS) ali v kateri koli inštalaciji zaradi pojava elektromagnetnih impulzov z velikih višin (HEMP).
Cilj tega dokumenta je vzpostaviti skupno in ponovljivo sklicevanje za oceno odpornosti električne ter elektronske opreme, podvržene pridušenim nihajnim valovom na napajalnih, signalnih, krmilnih in ozemljitvenih vratih. Preskusna metoda, dokumentirana v tem delu standarda IEC 61000, opisuje skladno metodo za oceno odpornosti opreme ali sistema proti opredeljenemu pojavu.
OPOMBA: To je osnovna objava o elektromagnetni združljivosti, ki jo uporabljajo tehnični odbori v okviru Mednarodne elektrotehniške komisije (IEC), kot je opisano v vodilu 107 Mednarodne elektrotehniške komisije.
Poleg tega je v vodilu 107 navedeno, da so tehnični odbori v okviru Mednarodne elektrotehniške komisije odgovorni za določitev morebitne uporabe tega standarda s preskusom odpornosti, v primeru uporabe pa so odgovorni za določitev ustreznih preskusnih ravni in meril učinkovitosti. 1

1 Scope
This part of IEC 61000 is concerned with the emission of voltage changes, voltage
fluctuations and flicker produced by equipment and impressed on the public low-voltage
supply system.
It specifies the limits of voltage changes produced by equipment tested under specified
conditions.
This document is primarily applicable to electrical and electronic equipment having a rated
input current from 16 A up to and including 75 A, which is intended to be connected to public
low-voltage distribution systems having nominal system voltages of between 220 V and
250 V, line-to-neutral at 50 Hz, and which is subject to conditional connection.
This document is also applicable to equipment within the scope of IEC 61000-3-3 that does
not meet the limits when tested or evaluated with reference impedance Z and is therefore

subject to conditional connection. Equipment which meets the requirements of IEC 61000-3-3
is excluded from this part of IEC 61000.
Equipment tests made in accordance with this document are type tests.
NOTE 1 The flicker limits specified in this document, being the same as those in IEC 61000-3-3, are based on the
subjective severity of the flicker imposed on the light from 230 V/60 W coiled-coil filament lamps when subjected to
fluctuations of the supply voltage. For systems with nominal voltages less than 220 V, line-to-neutral and/or
frequency of 60 Hz, the limits and reference circuit values are under consideration.
NOTE 2 The limits in this document relate to the voltage changes experienced by consumers connected at the
interface between the public supply low-voltage network and the equipment user’s installation. Therefore, it cannot
be guaranteed that the users of equipment compliant with this standard will not experience supply disturbance
within their own installation due to the operation of this equipment alone, as the impedance at the point of
connection of the equipment to the supply within the installation can have an impedance greater than the maximum
permissible impedance as determined by the procedures in this document.

line voltage.
4 Requirements
The assessment of voltage changes and flicker shall be conducted in accordance with the
methods specified in IEC 61000-3-3.
If equipment with a rated current above 16 A complies with the requirements of IEC 61000-3-3
and therefore is not subject to conditional connection, it may be declared so by the
manufacturer in documentation made available to users before purchase.
Equipment which does not meet the limits of IEC 61000-3-3, when tested or evaluated with
reference impedance Z , is subject to conditional connection, and the manufacturer shall

b) test the equipment in accordance with 6.4 and declare in the equipment instruction
manual that the equipment is intended for use only in premises having a service current
capacity ≥ 100 A per phase, supplied from a distribution network having a nominal voltage
of 400/230 V, and instruct the user to determine in consultation with the supply authority,
if necessary, that the service current capacity at the interface point is sufficient for the
equipment.
The equipment shall be clearly marked as being suitable for use only in premises having a
service current capacity equal to or greater than 100 A per phase.
NOTE 1 In the case of option a), restrictions to connection can be imposed by the supply authority on the use of
equipment if the actual system impedance at the interface point on the user’s premises, Z , exceeds Z .

5 Limits
The limits shall be applicable to voltage fluctuations and flicker at the supply terminals of the
equipment under test, measured or calculated according to Clause 4 under test conditions
described in Clause 6. Tests made to prove compliance with the limits are considered to be
type tests.
The following limits apply:
a) the value of the short-term flicker indicator, P shall not be greater than 1,0;

b) the value of the long-term flicker indicator, P shall not be greater than 0,65;

3) shall apply, depending on the rate of switching.

6 Test, measurement and evaluation procedures
6.1 Overview
Except where specified otherwise in this document, the general test conditions, measurement
and evaluation procedures specified in IEC 61000-3-3 shall apply. For equipment that meets
the conditions specified in 6.2.1 the test impedance in 6.2.1 shall be used.
An overview in the form of a flow chart showing the evaluation and test procedures used in
the assessment of equipment and leading to connection is given in Annex B (see Figure B.1).
In the calculations described in the following subclauses 6.2 to 6.4 the modulus values of
complex impedances shall be used.
In order to evaluate equipment and determine the maximum permissible system impedance
from a type test, some auxiliary quantities are necessary. These auxiliary quantities have
been given suffixes to facilitate their application in formulae and calculations; see Table 1.

NACIONALNI PREDGOVOR
Evropski standard EN IEC 61000-3-11:2019 je pripravil tehnični odbor Evropskega komiteja za
standardizacijo v elektrotehniki CENELEC CLC/TC 210 Elektromagnetna združljivost (EMC). Slovenski
standard SIST EN IEC 61000-3-11:2019 je prevod evropskega standarda EN IEC 61000-3-11:2019. V
primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC EMC –
Elektromagnetna združljivost.
Odločitev za privzem tega standarda je v novembru 2019 sprejel tehnični odbor SIST/TC EMC –
Elektromagnetna združljivost.

Predgovor
1) IEC (Mednarodna elektrotehniška komisija) je svetovna organizacija za standardizacijo, ki združuje vse nacionalne
elektrotehniške komiteje (nacionalni komiteji IEC). Cilj IEC je pospeševati mednarodno sodelovanje pri vseh vprašanjih
standardizacije s področja elektrotehnike in elektronike. V ta namen poleg drugih aktivnosti izdaja mednarodne standarde,
tehnične specifikacije, tehnična poročila, javno dostopne specifikacije in vodila (v nadaljevanju: publikacije IEC). Za njihovo
pripravo so odgovorni tehnični odbori (TC). Vsak nacionalni komite IEC, ki ga zanima obravnavana tema, lahko sodeluje v
tem pripravljalnem delu. Prav tako lahko v pripravi sodelujejo mednarodne organizacije ter vladne in nevladne ustanove, ki
so povezane z IEC. IIEC deluje v tesni povezavi z mednarodno organizacijo za standardizacijo ISO skladno s pogoji,
določenimi v sporazumu med obema organizacijama.
2) Uradne odločitve ali sporazumi IEC o tehničnih vprašanjih, pripravljeni v tehničnih odborih, v katerih so prisotni vsi nacionalni
komiteji, ki jih tema zanima, izražajo, kolikor je mogoče, mednarodno soglasje o obravnavani temi.
3) Publikacije IEC imajo obliko priporočil za mednarodno uporabo ter jih kot takšne sprejmejo nacionalni komiteji IEC. Čeprav
IEC skuša zagotavljati natančnost tehničnih vsebin v publikacijah IEC, IEC ni odgovoren za način uporabe ali za možne
napačne interpretacije končnih uporabnikov.
4) Da bi pospeševali mednarodno poenotenje, so se nacionalni komiteji IEC zavezali, da bodo v svojih nacionalnih in
regionalnih standardih čim pregledneje uporabljali mednarodne standarde. Vsako odstopanje med standardom IEC in
ustreznim nacionalnim ali regionalnim standardom je treba v slednjem jasno označiti.
5) IEC sam ne izvaja potrjevanja skladnosti. Storitve ugotavljanja skladnosti in na nekaterih območjih dostop do oznak
skladnosti IEC zagotavljajo neodvisni certifikacijski organi. IEC ne prevzema odgovornosti za nobeno od storitev, ki jih
izvajajo neodvisni certifikacijski organi.
6) Vsi uporabniki naj si zagotovijo zadnjo izdajo te publikacije.
7) IEC ali njegovi direktorji, zaposleni, uslužbenci ali agenti, vključno s samostojnimi strokovnjaki ter člani tehničnih odborov
in nacionalnih komitejev IEC, ne prevzemajo nobene odgovornosti za kakršnokoli osebno poškodbo, škodo na premoženju
ali katerokoli drugo škodo kakršnekoli vrste, bodisi posredne ali neposredne, ali za stroške (vključno z zakonitim lastništvom)
in izdatke, povezane s publikacijo, njeno uporabo ali zanašanjem na to publikacijo IEC ali katerokoli drugo publikacijo IEC.
8) Opozoriti je treba na zveze s standardi v tej publikaciji. Uporaba referenčnih standardov je nujna za pravilno uporabo te
publikacije.
9) Opozoriti je treba na možnost, da bi lahko bil kateri od elementov tega mednarodnega standarda predmet patentnih pravic.
IEC ni odgovoren za identificiranje nobene od teh patentnih pravic.
Mednarodni standard IEC 61000-3-11 je pripravil pododbor 77A EMC – Nizkofrekvenčni pojavi pri
tehničnem odboru IEC 77 Elektromagnetna združljivost.
Ta druga izdaja razveljavlja in nadomešča prvo izdajo, izdano leta 2000. Ta izdaja pomeni tehnično
revizijo.
Ta izdaja vključuje naslednje pomembne tehnične spremembe glede na prejšnjo izdajo:
a) dodan je nov dodatek A, ki pojasnjuje mejne vrednosti in učinkovitost standarda IEC 61000-3-11
glede priključitve večkratnih kosov podobne opreme na isti lokaciji v napajanem omrežju.

1 Področje uporabe
Ta del IEC 61000 obravnava oddajanje napetostnih sprememb, napetostnih kolebanj in flikerja, ki jih
proizvede oprema in se odražajo v javnem nizkonapetostnem napajalnem sistemu.
Določa mejne vrednosti napetostnih sprememb, ki jih proizvede oprema, preskušena pod določenimi
pogoji.
Ta dokument se primarno uporablja za električno in elektronsko opremo, katere naznačeni vhodni tok
je od 16 A do vključno 75 A in je namenjena priključitvi v javne nizkonapetostne distribucijske sisteme z
nazivnimi omrežnimi napetostmi med 220 V in 250 V med linijskim in nevtralnim vodnikom pri 50 Hz in
je priključena pod posebnimi pogoji.
Ta dokument se uporablja tudi za opremo, ki spada v področje uporabe IEC 61000-3-3, ki pri preskusu
ali vrednotenju z referenčno impedanco Z ne ustreza mejnim vrednostim in je zato potrebna pogojna

priključitev. Oprema, ki izpolnjuje zahteve IEC 61000-3-3, je izključena iz tega dela IEC 61000.
Preskusi opreme, opravljeni v skladu s tem dokumentom, so preskusi tipa.
OPOMBA 1: Mejne vrednosti flikerja v tem dokumentu, ki so enake kot vrednosti v IEC 61000-3-3, temeljijo na subjektivnem
dojemanju jakosti flikerja, ki ga proizvaja žarnica z dvospiralno žarilno nitko 230 V/60 W zaradi kolebanj napajalne
napetosti. Pri sistemih z nazivnimi napetostmi pod 220 V med linijskim in nevtralnim vodnikom in/ali frekvenco
60 Hz so mejne vrednosti in referenčne vrednosti tokokrogov so še v obravnavi.
OPOMBA 2: Mejne vrednosti v tem dokumentu se nanašajo na napetostne spremembe, ki so jim izpostavljeni uporabniki,
priključeni na vmesnik med javnim nizkonapetostnim omrežjem in inštalacijo uporabnika opreme. Zato ni mogoče
zagotoviti, da uporabniki opreme, skladne s tem standardom, ne bodo imeli motenj v napajanju znotraj lastnega
postroja zaradi delovanja samo te opreme, saj je lahko impedanca na mestu priključitve opreme na napajanje
znotraj postroja večja od največje dopustne impedance, kot jo določajo postopki v tem dokumentu.

OPOMBA 1: Zadostitev mejnim vrednostim napetostnih sprememb ni edini pogoj za priključitev; morda bo treba zadostiti tudi
oddajnim mejam za druge pojave, kot so npr. harmoniki.

amperih (VA), se lahko fazni tok za enofazne priključke izračuna z deljenjem volt-amperov z nazivno fazno
napetostjo, za trifazne priključke pa z deljenjem s √3-kratnikom nazivne fazne napetosti omrežja.
4 Zahteve
Napetostne spremembe in fliker je treba oceniti v skladu z metodami, določenimi v IEC 61000-3-3.
Če oprema z naznačenim tokom nad 16 A izpolnjuje zahteve IEC 61000-3-3 in zato priključitev ni
predmet pogojne priključitve, jo proizvajalec lahko navede v dokumentaciji, ki je uporabnikom na voljo
pred nakupom.
Oprema, ki po preskusih ali vrednotenju z referenčno impedanco Z ne ustreza mejnim vrednostim iz

IEC 61000-3-3, sme biti priključena pod posebnimi pogoji, proizvajalec pa mora:
a) ugotoviti največjo dopustno impedanco sistema Z na vmesni točki uporabnikovega napajanja v

skladu s 6.3, v navodilih za uporabo opreme pa navesti Z in naročiti uporabniku, naj se po potrebi

posvetuje z upravljavcem omrežja, da bi ugotovil, ali je oprema priključena samo na to ali nižjo
impedanco, ali
b) preskusiti opremo v skladu s 6.4 in v navodilih za uporabo navesti, da je oprema namenjena za
uporabo samo v inštalacijah z uporabno tokovno zmogljivostjo ≥ 100 A na fazo, ki se napaja iz
distribucijskega omrežja z nazivno napetostjo 400/230 V, in naročiti uporabniku, naj se po potrebi

posvetuje z upravljavcem omrežja, da bi ugotovil, ali uporabna tokovna zmogljivost na vmesni točki
zadošča za opremo.
Na opremi mora biti jasno označeno, da je primerna za uporabo samo v inštalacijah, katerih
uporabna tokovna zmogljivost je enaka ali večja od 100 A na fazo.
OPOMBA 1: Pri možnosti a) lahko upravljavec omrežja določi omejitve pri priključitvi glede uporabe opreme, če dejanska
impedanca sistema na vmesni točki uporabnikove inštalacije Z presega Z .

5 Mejne vrednosti
Mejne vrednosti veljajo za napetostna kolebanja in fliker na priključnih sponkah preskušane opreme,
izmerjene ali izračunane v skladu s poglavjem 4 pod preskusnimi pogoji, opisanimi v poglavju 6.
Preskusi, ki so opravljeni za dokazovanje skladnosti z mejnimi vrednostmi, veljajo za preskuse tipa.
Veljajo naslednje mejne vrednosti:
a) vrednost kratkotrajnega kazalnika flikerja P ne sme biti večja kot 1,0;

b) vrednost dolgotrajnega kazalnika flikerja P ne sme biti večja kot 0,65;

c) T , akumulirani čas d(t) z odstopanjem nad 3,3 % med napetostno spremembo, ne sme

napajanja;
