Railway applications - Track - Railbound construction and maintenance machines - Part 3: General safety requirements

1.1   General
This European Standard specifies the significant hazards, hazardous situations and events, common to rail bound machines and arising due to the adaptation for their use on railways. These machines are intended for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment, when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer, see Clause 4.
This European Standard applies to railbound machines and other vehicles - referred to as machines - working exclusively on the railway (utilising friction adhesion between the rail and rail wheels) but including machines that in working position are partly supported on the ballast or the formation and used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment. This European Standard applies to machines that are intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards, see Annex D.
This European Standard specifies the common hazards, in normal circumstances, during running, assembly and installation, commissioning, use (including setting, programming, and process changeover), operation, cleaning, fault finding, maintenance and de-commissioning of the machines. Additional safety measures can be required by exceptional circumstances, such as extreme ambient temperatures (less than - 20 °C or greater than + 40 °C), highly corrosive or contaminating environment; e.g. due to the presence of chemicals, and potentially explosive atmospheres. Air pressure caused by the passing of high-speed trains at more than 190 km/h is also not dealt with.
NOTE 1   Specific measures for exceptional circumstances are not dealt with in this European Standard. The specific measures for exceptional circumstances introduced by a railway infrastructure manager and requirements introduced by the manufacturer and/or machine operator as referred to in the scope are not dealt with in this European Standard. When such additional measures are necessary, they should be agreed between the manufacturer and the machine operator. The manufacturer will be responsible for compliance with the Directive(s) concerned independent of this European Standard for additional hazards created by any additional or alternative requirements.
NOTE 2   This European Standard deals only with the additional hazards from the adaptation of a machine for its use on rail. Other standards specific to the particular machine as far as available will need to be used in addition to this European Standard to give the complete requirements.
The common hazards specified include the general hazards presented by the machines, and also the hazards presented by the following specific machine functions, common to two or more machine types:
-   ballast excavation, ballast cleaning, ballast regulating, ballast consolidating;
-   tamping;
-   track renewal;
-   craning;
-   maintenance of the components of the infrastructure;
during commissioning, use, maintenance and servicing.
This European Standard does not deal comprehensively with specific machine functions other than the common functions listed in the previous paragraph, or with all possible hazards presented by complete machines or by the combination of functions.
NOTE 3   For such specific functions or hazards, the use of specific European Standards is recommended.
This European Standard does not deal with:
-   requirements with regard to the quality of work and the performance of the machine;
-   machines that utilise the catenary for traction purposes;
-   specific requirements introduced by a railway infrastructure manager;
-   additional or alternative requirements introduced by the manufacturer and/or operator.
1.2   Validity of this European Standard
This European Standard applies to all machines, which are ordered after one year from the publication date

Bahnanwendungen - Oberbau - Schienengebundene Bau- und Instandhaltungsmaschinen - Teil 3: Allgemeine Sicherheitsanforderungen

Diese Europäische Norm legt die signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungs-ereignisse fest, die von schienengebundenen Maschinen ausgehen können und während ihres Einsatzes auf Eisenbahnstrecken entstehen können. Diese Maschinen sind für den  Einsatz bei Bau, Instandhaltung und Inspektion von Gleisen, Bauwerken, Infrastrukturanlagen und Fahrleitungsanlagen (Oberleitung und Stromschiene) bei bestimmungsgemäßer Verwendung vorgesehen sowie unter Bedingungen der vom Hersteller vorhersehbaren missbräuchlichen Verwendung, siehe Abschnitt 4.
Diese Europäische Norm gilt für schienengebundene Maschinen und andere Fahrzeuge — nachfolgend Maschinen genannt — für Arbeiten ausschließlich auf dem Gleis (unter Ausnutzung der Reibung zwischen Schiene und Rädern) sowie für Maschinen, die sich in Arbeitsstellung teilweise auf dem Schotter oder auf dem Planum abstützen und für Bau, Instandhaltung und Inspektion von Gleisen, Bauwerken, Infrastrukturanlagen und Fahrleitungsanlagen (Oberleitung und Stromschiene) verwendet werden. Diese Europäische Norm gilt für Maschinen, die für die Beeinflussung  von Signal- und Steuerungssystemen gebaut sind. Anforderungen an ähnliche Maschinen sind in anderen Europäischen Normen festgelegt.
Diese Europäische Norm legt die gemeinsamen Gefährdungen unter üblichen Bedingungen während des Fahrens, des Zusammenbaus, der Aufrüstung, der Inbetriebnahme (einschließlich Einstellung, Program-mierung und Prozessumstellung), Arbeitseinsatz, Reinigen, Fehlersuche, Instandhaltung und Außerbetrieb-setzung der Maschinen fest. Bei außergewöhnlichen Umständen können zusätzliche Sicherheitsmaßnahmen erforderlich sein, z. B. extreme Umgebungstemperaturen (weniger als  20 °C oder mehr als  40 °C), hoch korrosive oder kontaminierte Umgebung, z. B. verursacht durch  Chemikalien, und potentiell explosive Atmosphäre. Durch die Vorbeifahrt von Hochgeschwindigkeitszügen mit mehr als 190 km/h verursachte Luftdrücke werden nicht behandelt.
ANMERKUNG 1   Besondere Maßnahmen für außergewöhnliche Bedingungen werden in dieser Europäischen Norm nicht festgelegt. Die besonderen Maßnahmen für außergewöhnliche Bedingungen, festgelegt vom Betreiber der Eisenbahninfrastruktur und vom Hersteller und/oder Maschinenbetreiber festgelegte Anforderungen, wie  im Anwendungsbereich genannt, werden in dieser Europäischen Norm nicht festgelegt. Wenn solche zusätzlichen Maßnahmen notwendig sind, sollten sie zwischen dem Hersteller und dem Maschinenbetreiber vereinbart werden. Unabhängig von dieser Europäischen Norm ist der Hersteller für die Einhaltung der Richtlinie(n) verantwortlich, die für zusätzliche Gefahren gelten oder zusätzliche  Anforderungen enthalten.
ANMERKUNG 2   Diese Europäische Norm behandelt die Gefahren beim Einsatz der Maschinen auf dem Gleis. Andere Normen für besondere Maschinen, so weit vorhanden, müssen zusätzlich zu dieser Europäischen Norm berücksichtigt werden, um die vollständigen Anforderungen zu erhalten.
Die behandelten gemeinsamen Gefährdungen berücksichtigen allgemeine Gefährdungen, die durch die Maschinen verursacht werden und auch Gefährdungen durch die folgenden maschinenspezifischen Funktionen, die bei zwei oder mehr Maschinenarten vorhanden sind:
-   Schotter ausheben, Schotter reinigen, Schotter planieren, Schotter verdichten;
-   Stopfen;
-   Gleis erneuern;
-   Kranarbeiten;
-   Instandhalten der Infrastruktur;
während Aufrüstung, Einsatz, Instandhaltung und Wartung.
Diese Europäische Norm behandelt nicht alle  spezifischen Maschinenfunktionen, ausgenommen die im vorherigen Absatz angeführten und auch nicht die  Gefährdungen, die bei kombinierten  Maschinen oder bei Kombination verschiedener Funktionen entstehen können.
ANMERKUNG 3   Für solche spezifischen Funktionen oder Gefährdungen wird die Anwendung spezieller Europäischer Normen empfohlen.

Applications ferroviaires - Voie - Machines de construction et de maintenance empruntant exclusivement les voies ferrées - Partie 3 : Prescriptions générales pour la sécurité

1.1   Généralités
La présente Norme européenne spécifie les risques significatifs, situations et événements dangereux, communs aux machines empruntant exclusivement les voies ferrées et consécutifs à leur utilisation en voie ferrée. Ces machines sont destinées à la construction, la maintenance et l’inspection de la voie, des ouvrages d’art, des infrastructures et des installations fixes de traction électrique. La présente norme s’applique aux machines empruntant exclusivement les voies ferrées lorsqu’elles sont utilisées dans les conditions prévues et dans des mauvaises conditions d’emploi qui peuvent être raisonnablement prévisibles par le fabricant, voir l’Article 4.
La présente Norme européenne s’applique aux machines et autres véhicules, ci-après désignés « machines », travaillant exclusivement sur les voies ferrées (utilisant l’adhérence rail/roue), y compris les machines qui, en position de travail, prennent partiellement appui sur le ballast ou la plate-forme et utilisées pour la construction, la maintenance, et l’inspection de la voie, des ouvrages d’art, des infrastructures et des installations fixes de traction électrique. La présente Norme européenne s’applique aux machines prévues pour actionner les systèmes ferroviaires de signalisation et de contrôle. D’autres machines semblables sont traitées dans d’autres Normes européennes, voir l’Annexe D.
La présente Norme européenne spécifie les risques communs qui se produisent en circonstances normales, durant la circulation, l’assemblage et l’installation, la mise en service, l’utilisation (y compris montage, programmation et changement des procédés), le nettoyage, la localisation des défauts, l’entretien et la mise hors service des machines. Des mesures de sécurité supplémentaires peuvent être exigées dans des circonstances exceptionnelles telles que des températures ambiantes extrêmes (températures inférieures à - 20 °C ou supérieures à + 40 °C), un environnement hautement corrosif ou contaminant, par exemple provoqué par la présence de produits chimiques, et des atmosphères potentiellement explosives. La pression de l’air causée par le passage des trains à grande vitesse supérieure à 190 km/h n’est pas traitée.
NOTE 1   Les mesures spécifiques en cas de circonstances exceptionnelles ne concernent pas la présente Norme européenne. Des mesures spécifiques en cas de circonstances exceptionnelles prévues par le gestionnaire d’infrastructure et les exigences fixées par le fabricant et/ou l’exploitant de la machine, indiquées dans le domaine d’application ne sont pas traitées dans la présente Norme européenne. Lorsque de telles mesures sont nécessaires, il convient que celles-ci fassent l’objet de négociations entre le fabricant et l’exploitant de la machine. Le fabricant est responsable de la conformité à la (aux) Directive(s) concernée(s), indépendamment de la présente Norme européenne pour les risques supplémentaires créés par des exigences supplémentaires ou différentes.
NOTE 2   La présente Norme européenne traite uniquement des risques supplémentaires consécutifs à l’utilisation de la machine en voie ferrée. En complément de la présente Norme européenne, il est nécessaire d’utiliser d’autres normes spécifiques aux machines particulières, si disponibles, afin d’obtenir des exigences complètes.
Les risques communs spécifiés traitent des risques généraux représentés par les machines, ainsi que ceux dus aux fonctions spécifiques, communs à deux types de machines ou plus :
-   excavation, criblage, régalage et consolidation du ballast ;
-   bourrage ;
-   renouvellement de voie ;
-   levage ;
-   maintenance des constituants de l’infrastructure ;
pendant la mise en service, l’utilisation, l’entretien et la maintenance.

Železniške naprave - Zgornji ustroj proge - Težka tirna mehanizacija za gradnjo in vzdrževanje - 3. del: Splošne varnostne zahteve

1.1 Splošno
Ta evropski standard določa pomembne nevarnosti, nevarne razmere in dogodke, ki so pogosti pri težki tirni mehanizaciji in so posledica njenega prilagajanja za uporabo na železnicah. Ta mehanizacija je namenjena gradnji, vzdrževanju in pregledovanju zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko, kadar se uporablja v skladu s svojim namenom in pod pogoji pričakovane nepravilne uporabe, ki jih določa proizvajalec (glej točko 4).
Ta evropski standard se uporablja za tirno mehanizacijo in druga vozila, s skupnim imenom »težka mehanizacija«, ki delujejo izključno na železniških tirih (z izkoriščanjem oprijemljivosti med tirnicami in kolesi) in vključno z mehanizacijo, ki jo v delovnem položaju delno podpira gramozna greda ali formacija, ter se uporabljajo za gradnjo, vzdrževanje in pregledovanje zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko. Ta evropski standard se uporablja za mehanizacijo, ki je namenjena upravljanju signalizacijskih in nadzornih sistemov. Druga podobna mehanizacija je obravnavana v drugih evropskih standardih (glej dodatek D).
Ta evropski standard določa običajne nevarnosti pri normalnih pogojih med vožnjo, montažo in namestitvijo, začetkom obratovanja, uporabo (vključno z nastavljanjem, programiranjem in spremembo procesa), delovanjem, čiščenjem, iskanjem napak, vzdrževanjem in izločitvijo mehanizacije iz uporabe. Dodatne varnostne ukrepe je mogoče zahtevati v izjemnih okoliščinah, kot so izredne temperature okolja (pod –20 °C ali nad 40 °C), močno korozivno ali onesnažujoče okolje, npr. zaradi prisotnosti kemikalij, in potencialno eksplozivne atmosfere. Zračni tlak, ki ga povzroči vožnja mimoidočih vlakov s hitrostjo nad 190 km/h, ni obravnavan.
OPOMBA 1: V tem evropskem standardu niso obravnavani posebni ukrepi v izrednih razmerah. Posebni ukrepi v izjemnih razmerah, ki jih je uvedel upravitelj železniške infrastrukture, in zahteve, ki jih je uvedel proizvajalec in/ali upravljavec mehanizacije, kot je navedeno v razdelku z opisom področja uporabe, niso obravnavani v tem evropskem standardu. Če so takšni dodatni ukrepi potrebni, se morata o njih dogovoriti proizvajalec in upravljavec mehanizacije. Proizvajalec je odgovoren za skladnost z ustreznimi direktivami neodvisno od tega evropskega standarda glede dodatnih nevarnosti, ki so posledica kakršnih koli dodatnih ali nadomestnih zahtev.
OPOMBA 2: Ta evropski standard obravnava samo dodatne nevarnosti zaradi prilagajanja mehanizacije za uporabo na železniških tirih. Za popolne zahteve je poleg tega evropskega standarda treba uporabiti tudi druge standarde, ki se nanašajo na to mehanizacijo.
Med navedene splošne nevarnosti sodijo tudi splošne nevarnosti, ki jih predstavlja mehanizacija, in nevarnosti, ki jih predstavljajo naslednje posebne funkcije, značilne za dve ali več vrst mehanizacije:
– izkopavanje, čiščenje, uravnavanje in utrjevanje železniških prog;
– gramoziranje;
– obnova zgornjega ustroja;
– premikanje/dvigovanje;
– vzdrževanje sestavnih delov infrastrukture;
med usposabljanjem za obratovanje, uporabo, vzdrževanjem in servisiranjem.
Ta evropski standard ne predstavlja celovite obravnave specifičnih funkcij mehanizacije, ki niso skupne funkcije, naštete v prejšnjem odstavku, ali vseh možnih nevarnosti, ki jih predstavlja popolna mehanizacija ali kombinacija funkcij.
OPOMBA 3: Za take specifične funkcije ali nevarnosti je priporočljiva uporaba posebnih evropskih standardov.
Ta evropski standard se ne uporablja za:
– zahteve glede kakovosti dela in lastnosti mehanizacije;
– mehanizacijo, ki uporablja vozno mrežo za vleko;
– posebne zahteve, ki jih določi upravitelj železniške infrastrukture;
– dodatne ali nadomestne zahteve, ki jih določi proizvajalec in/ali upravljavec.
1.2 Veljavnost tega evropskega standarda
Ta evropski standard se uporablja za vso mehanizacijo, ki je naročena eno leto po datumu objave.

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by November 2017, and conflicting national standards shall be withdrawn at the latest by November 2017.
