This European Standard specifies the technical requirements to deal with the significant hazards, hazardous situations and events, common to trailers, as defined in the scope of EN 15954-1, including machinery, attachments and equipment permanently fixed to the trailer, intended for construction, maintenance and/or inspection of the railway infrastructure, emergency rescue and recovery.
This European Standard specifies the technical requirements to deal with the common hazards during transport, assembly and installation, commissioning, running on track, use (including setting, programming, and process changeover), operation, cleaning, fault finding, maintenance and de-commissioning of the trailers when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer; see Clause 4.
NOTE   Specific measures for exceptional circumstances are not dealt with in this European Standard. They can be the subject of negotiation between manufacturer and the machine operator.
The common hazards dealt with include the general hazards presented by the trailers, as well as the hazards presented by the following specific trailer functions:
-   track renewal;
-   rail maintenance;
-   craning;
-   catenary renewal / maintenance;
-   maintenance of the components of the infrastructure;
-   inspection and measurement of the components of the infrastructure;
-   tunnel inspection / ventilation;
-   emergency rescue and recovery
during commissioning, use, maintenance and servicing.
This European Standard applies to trailers that are not intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards; see Annex D.
It is assumed that a finished standard automotive chassis used as a host for a road-rail trailer will offer an acceptable safety level for its designed functions before conversion. This specific aspect is not dealt with in this European Standard.
This European Standard does not deal with:
a)   requirements with regard to the quality of work and the performance of trailers;
b)   specific requirements established by a railway infrastructure manager;
c)   negotiations between the manufacturer and the trailer operator for additional or alternative requirements;
d)   requirements for use and running of the trailer on public highway;
e)   hazards due to air pressure caused by the passing of high-speed trains at more than 200 km/h;
f)   requirements which could be necessary in case of use in extreme conditions, such as:
1)   extreme ambient temperatures (below – 20°C or above + 40°C);
2)   highly corrosive or contaminating environment, e.g. due to the presence of chemicals;
3)   potentially explosive atmospheres.
This European Standard applies to all trailers that are ordered one year after the publication date by CEN of this standard.

Diese Europäische Norm behandelt Anhänger, die nicht für das Auslösen von Signal- und Steuerungs-systemen vorgesehen sind. Andere ähnliche Maschinen werden in anderen Europäischen Normen behandelt, siehe Anhang D.
Es wird angenommen, dass ein standardisierter fertig gestellter Autochassi als Basis-Fahrzeug für einen
Zwei-Wege Anhänger ein akzeptables Sicherheitsniveau für seine Basisfunktionen bietet. Dieser spezielle Aspekt wird nicht in dieser Europäischen Norm behandelt.
Diese Europäische Norm behandelt nicht:
a)   Anforderungen an die Qualität der Arbeiten und an die Leistung des Anhängers;
b)   besondere Anforderungen vom Eisenbahninfrastrukturunternehmer festgelegt;
c)   Vereinbarungen zwischen Hersteller und Anhängerbediener für zusätzliche oder alternative Anforderungen;
d)   Anforderungen an den Einsatz und an das Fahren des Anhängers auf öffentlichen Straßen;
e)   Gefahren verursacht durch aerodynamische Lasten von vorbeifahrenden Hochgeschwindigkeitszügen mit mehr als 200 km/h;
f)   Anforderungen, die im Falle von extremen Bedingungen notwendig sein könnten, wie:
1)   extreme Umgebungstemperaturen (unter - –20 ° C oder über + 40 ° C);
2)   hohe korrosive oder kontaminierte Umgebung, z. B. aufgrund des Vorhandenseins von Chemikalien;
3)   potentielle explosive Umgebung.
Diese Europäische Norm gilt für alle Anhänger, die ein Jahr nach dem Veröffentlichungsdatum bei CEN dieser Norm bestellt werden.

Applications ferroviaires - Voie - Remorques et éléments associés - Partie 2 : Prescriptions générales pour la sécurité

La présente Norme européenne spécifie les prescriptions techniques pour traiter les phénomènes dangereux significatifs ainsi que les situations et événements dangereux, communs aux remorques, définis dans le domaine d'application de l’EN 15954-1, y compris les machines, accessoires et équipements fixés en permanence à la remorque, destinés à la construction, à la maintenance et/ou au contrôle de l'infrastructure ferroviaire, aux opérations de secours et de sauvetage d'urgence.
La présente Norme européenne spécifie les prescriptions techniques pour traiter les risques communs qui se produisent durant le transport, l'assemblage et l'installation, la réception, le déplacement en voie, l'utilisation (y compris montage, programmation et changement des procédés), l'exploitation, le nettoyage, la localisation des défauts, l'entretien et la radiation des remorques lorsqu'elles sont utilisées dans les conditions prévues par le fabricant et dans les mauvaises conditions d’utilisation pouvant être raisonnablement prévisibles par le fabricant, voir l’Article 4.
NOTE   Les mesures spécifiques en cas de circonstances exceptionnelles ne sont pas traitées dans la présente Norme Européenne. Celles-ci peuvent faire l'objet de négociations entre le fabricant et l'opérateur de la machine.
Les risques, les plus communs, traités incluent les risques généraux que présentent les remorques, mais aussi les risques spécifiques à l’utilisation de ces dernières:
   renouvellement de voie;
   maintenance du rail;
   levage;
   renouvellement / maintenance de la caténaire;
   maintenance des constituants de l'infrastructure;
   inspection et mesure des constituants de l'infrastructure;
   inspection / ventilation des tunnels;
   secours d'urgence et sauvetage;
pendant la mise en service, l’utilisation, l’entretien et la maintenance.
La présente Norme européenne s'applique aux remorques qui ne sont pas prévues pour actionner les systèmes ferroviaires de signalisation et de contrôle. D'autres machines similaires sont traitées dans d'autres Normes européennes; voir l'Annexe D.
On admet qu'un châssis standard de véhicule routier utilisé comme véhicule hôte pour une remorque rail-route offre un niveau de sécurité acceptable pour ses fonctions de conception avant conversion. Cet aspect spécifique n’est pas traité dans la présente Norme européenne.
La présente Norme ne traite pas:
a)   des prescriptions relatives à la qualité du travail et aux performances des remorques;
b)   des prescriptions spécifiques établies par le gestionnaire de l'infrastructure;
c)   des négociations entre le fabricant et l'opérateur de la remorque pour des prescriptions additionnelles ou alternatives;

2)   environnement hautement corrosif ou contaminant, par exemple provoqué par la présence de produits chimiques;
3)   atmosphères potentiellement explosibles.
La présente Norme européenne s'applique à toutes les remorques dont la commande a lieu un an après la publication de la présente Norme européenne par le CEN.

The trailers concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this European Standard. When provisions of this type C standard are different from those which are stated in type B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for trailers that have been designed and built according to the provisions of this type C standard. This standard gives the general/common requirements for trailers and the machinery permanently affixed to them. Specific machinery, such as cranes, used with the trailers shall comply with relevant standards for these specific machines as modified by the requirements of this standard. When a standard for the specific machinery is not available or does not fully cover the significant hazards, the manufacturer should carry out a complete risk assessment to identify the specific hazards for the particular trailer and the corresponding protective measures that may be required. These additional hazards and requirements will be outside the scope of this standard. Additional requirements for specific machinery functions are given in, for example:  for “road” earth moving machinery: series EN 474;  for cranes: EN 13001-1;  for cranes on trucks: EN 12999;  for mobile elevating work platforms: EN 280. Where there is a conflict between the requirements of this European Standard and another European Standard giving requirements for specific machinery fixed to trailers, such as those listed above, then this standard shall take precedence. Where this European Standard requires the application of type B standards (e.g. EN 60204-1, EN ISO 4413 and EN ISO 4414) but the applicable specific requirements are not identified, the manufacturer shall carry out a risk assessment to determine which requirements apply. If a road-rail trailer is constructed on the basis of a host vehicle this host vehicle shall comply with one of the following:  the European Standard for machinery safety relevant for that host vehicle (as far as not explicitly required otherwise in specific clauses of this European Standard);
or  this European Standard. It is assumed that a finished automotive chassis or a chassis complying with the same rules, used as a host for a road-rail trailer will offer an acceptable safety level for its designed functions before conversion. Unless otherwise specified this specific aspect is not dealt with in this European Standard. Where modifications are made to the original standard automotive chassis, the manufacturer shall carry out an appropriate risk assessment of the effects and consequences of the modifications on the whole trailer. Where a cab is provided with a pressurisation system, the system shall be tested according to ISO 10263-3 and shall provide an interior positive pressure of at least 50 Pa. 5.4.7 Visibility from cabs 5.4.7.1 General Where trailers are fitted with cabs for controlling movement along the track, this subclause (5.4.7) shall be applicable in all cases. NOTE Driving cabs are not normally fitted to trailers, however they can in special cases be fitted to protect the operator controlling the movement of a powered vehicle in a group of trailers. From working cabs and cabs combined for work and running, as well as from permanent work places outside of cabs, operators shall have a direct or indirect view, e.g. by means of a monitor in accordance with ISO 16001, of the working tools that they control and along the track as far as needed for safe operation. This includes that the operator shall have direct or indirect visibility of any part of the track where persons can be endangered during intended use, and as far forward as necessary to stop before an obstacle.
