Railway applications - Track - Railbound construction and maintenance machines - Part 2: Technical requirements for travelling and working

1.1   General
This European Standard defines the specific technical railway requirements for working with machines and other vehicles used for construction, maintenance and inspection of track, structures, track formation and fixed electric traction equipment as specified in EN 14033-1.
This European Standard applies to all railbound machines and other vehicles - referred to as machines - working exclusively on the railway (utilising adhesion between the rail and rail wheels) and used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric traction equipment.
This European Standard applies to machines that are intended to operate signalling and control systems. Other similar machines are dealt with in other European Standards, see Annex M.
Additional requirements can apply for working on infrastructures with narrow gauge or broad gauge lines, lines of tramways, railways utilising other than adhesion between the rail and rail wheels and underground infrastructures.
This European Standard is applicable to 1 435 mm nominal track gauge. Some requirements may be applicable for working on infrastructures with nominal narrow track gauge or nominal broad track gauge lines, lines of tramways, railways utilising other than adhesion between the rail and rail wheels and underground infrastructures.
This European Standard covers the safety requirements for the railway specific problems for working on different infrastructures. The application of these requirements is the object of a verification procedure, which does not form part of this European Standard, but an Annex J is included for information. In all cases an authorisation to work is required to access the infrastructure.
   This European Standard is also applicable for machines that in working position are partly supported on the ballast or the formation.
   This European Standard does not apply to
-   the requirements with regard to the quality of work, including the related measuring methods, and the performance of the machine; )
-   the specific requirements established by each railway infrastructure manager for the use of machines which will be the subject of negotiation between the manufacturer and the infrastructure manager.
   This European Standard does not deal with the following additional requirements:
-   working methods;
-   operation in severe working conditions requiring special measures (e.g. work in tunnels or in cuttings, extreme environmental conditions such as freezer applications, high temperatures, corrosive environment, tropical environment, contaminating environments, strong magnetic fields);
-   operation subject to special rules (e.g. potentially explosive atmospheres);
-   hazards due to errors in software;
-   hazards occurring when used to handle suspended loads which may swing freely;
-   hazards due to wind pressure greater than normal e.g. pressures caused by the passing of trains at speed in excess of 190 km/h.
1.2   Validity of this European Standard
This European Standard applies to all machines, which are ordered after one year from the publication date of this European Standard.

Bahnanwendungen - Oberbau - Schienengebundene Bau- und Instandhaltungsmaschinen - Teil 2: Technische Anforderungen an die Versetzfahrt und die Arbeitsstellung

1.1   Allgemeines
Diese Europäische Norm definiert die eisenbahnspezifischen technischen Anforderungen für Versetzfahrten und den Arbeitseinsatz mit Maschinen und anderen Fahrzeugen für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene) nach EN 14033 1.
Diese Europäische Norm gilt für alle nur auf Gleisen fahrenden schienengebundenen Maschinen und anderen Fahrzeugen mit Adhäsionsbetrieb — zusammengefasst Maschinen genannt — für Bau, Instandhaltung und Inspektion des Oberbaus, der Bauwerke, des Unterbaus und der Fahrleitungsanlagen (Oberleitung und Stromschiene).
Diese Europäische Norm gilt für Maschinen, die für den Einsatz mit Signal- und Zugleitsystemen gebaut sind. Andere spezielle Maschinen werden in anderen Europäischen Normen behandelt, siehe Anhang M.
Für den Arbeitseinsatz auf Infrastrukturen mit schmalen Spurweiten oder auf Breitspurstrecken, Straßenbahnlinien, von Eisenbahnen, die eine andere Haftreibung zwischen Schiene und Rad nutzen und Infrastrukturen im Untergrund können zusätzliche Anforderungen bestehen.
Diese Europäische Norm ist für die Nennspurweite 1 435 mm anwendbar. Besondere Anforderungen sind für den Arbeitseinsatz auf Eisenbahninfrastrukturen mit Breit- oder Schmalspurgleisen sowie für nicht durch Adhäsion angetriebene Eisenbahnen, für Gleise auf Straßen und im Untergrund anzuwenden.
Diese Europäische Norm behandelt die eisenbahnspezifischen Sicherheitsanforderungen bei Versetzfahrt und dem Arbeitseinsatz der Maschine auf den verschiedenen Eisenbahninfrastrukturen. Das Anwenden dieser Anforderungen ist Gegenstand eines Prüfverfahrens, das nicht Teil dieser Europäischen Norm ist, aber in Anhang J aufgezeigt ist. Für Arbeiten auf Eisenbahninfrastrukturen ist in allen Fällen eine Einsatz¬genehmigung erforderlich.
Diese Europäische Norm gilt auch für Maschinen, bei denen sich in Arbeitsstellung teilweise Maschinenteile auf dem Schotter oder auf dem Untergrund abstützen.
Diese Europäische Norm gilt nicht für
   Anforderungen in Bezug auf Arbeitsqualität der Maschine, einschließlich der erforderlichen Messverfahren, sowie der Leistungsfähigkeit der Maschine; )
   spezifische Anforderungen, die von jedem Eisenbahninfrastrukturbetreiber für den Maschineneinsatz aufgestellt werden, die Gegenstand von Verhandlungen zwischen Hersteller und Betreiber sind.
Diese Europäische Norm behandelt nicht die folgenden zusätzlichen Anforderungen:
-   Arbeitsmethoden;
-   schwierige Arbeitsbedingungen, die besondere Maßnahmen erfordern (z. B. Arbeiten in Tunneln oder in Einschnitten, externe Umgebungsbedingungen wie Eis, hohe Temperatur, korrosive, tropische oder kontaminierte Umgebung, starkes magnetisches Feld);
-   besonderen Regeln unterworfene Arbeiten (z. B. potenziell explosive Atmosphäre);
-   Gefährdungen durch Fehler der Software;
-   Gefährdungen durch die Bewegungen frei hängender Lasten;
-   Gefährdungen durch erhöhten Winddruck (z. B. durch das Vorbeifahren von Zügen mit einer Geschwindigkeit mit mehr als 190 km/h).
1.2   Beginn der Gültigkeit dieser Europäischen Norm
Diese Europäische Norm gilt für alle Maschinen, die ein Jahr nach dem Datum der Veröffentlichung dieser Europäischen Norm bestellt werden.

Applications ferroviaires - Voie - Machines de construction et de maintenance empruntant exclusivement les voies ferrées - Partie 2 : Prescriptions techniques pour le déplacement et le travail

1.1   Généralités
La présente Norme européenne spécifie les exigences techniques ferroviaires à respecter pour le déplacement et le travail des machines et autres véhicules utilisés pour la construction, la maintenance ou le contrôle de la voie, des ouvrages d'art, de la plate-forme et des installations fixes de traction électrique tels que spécifiés dans l'EN 14033-1.
La présente Norme européenne s'applique à toutes les machines et autres véhicules, ci-après désignés « machines », travaillant exclusivement sur les voies ferrées (utilisant l'adhérence rail/roue) et utilisés pour la construction, la maintenance et le contrôle de la voie, des ouvrages d'art, de l'infrastructure et des installations fixes de traction électrique.
La présente Norme européenne s'applique aux machines prévues pour actionner les systèmes ferroviaires de signalisation et de contrôle. D'autres machines semblables sont traitées dans d'autres Normes européennes, voir l'Annexe M.
La présente Norme européenne s'applique pour un écartement de voie nominal de 1 435 mm. Certaines exigences particulières peuvent être applicables pour le travail sur les infrastructures ferroviaires à voies larges ou étroites, sur des lignes de tramway, sur des chemins de fer autres que ceux à adhérence rail/roue et sur des infrastructures souterraines.
La présente Norme européenne couvre les exigences de sécurité ferroviaire spécifiques au déplacement et au travail sur différentes infrastructures ferroviaires. L'application de ces exigences fait l'objet d'une procédure de vérification qui ne fait pas partie de la présente Norme européenne, mais est indiquée à titre d'information en Annexe I. Le travail sur les infrastructures ferroviaires nécessite dans tous les cas une autorisation de travail.
La présente Norme européenne s'applique aussi aux machines qui, en position de travail, prennent partiellement appui sur le ballast ou sur la plate-forme.
La présente Norme européenne ne s'applique pas :
-   aux exigences relatives à la qualité du travail, y compris les méthodes de mesure associées, et aux performances de la machine ; )
-   aux exigences spécifiques fixées par chaque gestionnaire de l'infrastructure ferroviaire pour l'emploi des machines et qui font l'objet de négociations entre le fabricant et le détenteur responsable de la machine.
La présente Norme européenne n'aborde pas les exigences supplémentaires suivantes :
-   méthodes de travail ;
-   travail de la machine dans des conditions sévères nécessitant des mesures particulières (par exemple, travaux en tunnels ou en tranchées, conditions d'environnement extrêmes telles que températures très élevées ou très basses, environnement corrosif, tropical ou contaminant, fort champ magnétique) ;
-   travail de la machine dans des conditions faisant l'objet de règles spéciales (par exemple, atmosphères potentiellement explosives) ;
-   risques dus aux erreurs de logiciels ;
-   risques dus aux mouvements de charges librement suspendues ;
-   risques dus aux pressions du vent supérieures à la normale, par exemple celles provoquées par le passage d'un train à une vitesse supérieure à 190 km/h.
1.2   Validité de la présente Norme européenne
La présente Norme européenne s'applique à toutes les machines commandées un an ou plus après la date de publication de la présente Norme européenne.

Železniške naprave - Zgornji ustroj proge - Težka tirna mehanizacija za gradnjo in vzdrževanje - 2. del: Tehnične zahteve za vožnjo in delovanje

1.1Splošno
Ta evropski standard določa posebne tehnične zahteve v zvezi z železnicami za delo s stroji in drugimi vozili, ki se uporabljajo za gradnjo, vzdrževanje in pregledovanje zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko, kakor je določeno v standardu EN 14033-1.
Ta evropski standard se uporablja za vso tirno mehanizacijo in druga vozila, s skupnim imenom »težka mehanizacija«, ki delujejo izključno na železniških tirih (z izkoriščanjem oprijemljivosti med tirnicami in kolesi) ter se uporabljajo za gradnjo, vzdrževanje in pregledovanje zgornjega ustroja, struktur, tirnic in fiksne opreme za električno vleko.
Ta evropski standard se uporablja za mehanizacijo, ki je namenjena upravljanju signalizacijskih in nadzornih sistemov. Drugi podobni stroji so obravnavani v drugih evropskih standardih (glej dodatek M).

Introduction
This European Standard (EN) was prepared to meet the basic requirements of EU Directives to
facilitate an open market for goods and services.
This document is the second of a series of three parts of the European Standard: Railway
applications — Track — Railbound construction and maintenance machines:
 Part 1 covers the safety and technical requirements for the machines in running mode; this is a
harmonized standard with the Technical Specification for Interoperability (TSI) for Locomotives
and Passenger Rolling Stock, which itself meets the essential requirements to ensure the
interoperability of the rail system as described in Article 1 of European Directive 2008/57/EC;
 Part 2 covers the technical requirements for the machines in working and travelling modes;
 Part 3 covers the safety requirements for the machines in working and travelling modes; this is a
harmonized standard with the European Machinery Directive 2006/42/EC.
For deviations or special national conditions, see Annex A.
The risks which exist in all mechanical, electrical, hydraulic, pneumatic and other components of
machines and which are dealt with in the relevant European Standards are not within the scope of this
European Standard. If necessary, references are made to appropriate standards of this type.
If the provisions of this type C standard are different from those which are stated in type A or B
standards, the provision of this type C standard take precedence.

1 Scope
1.1 General
This European Standard defines the specific technical railway requirements for travelling and working
with machines and other vehicles used for construction, maintenance and inspection of track,
structures, track formation and fixed electric traction equipment as specified in EN 14033-1.
This European Standard applies to all railbound machines and other vehicles – referred to as
machines - working exclusively on the railway (utilising adhesion between the rail and rail wheels) and
used for construction, maintenance and inspection of track, structures, infrastructure and fixed electric
traction equipment.
This European Standard applies to machines that are intended to operate signalling and control
systems. Other similar machines are dealt with in other European Standards, see Annex M.
Additional requirements can apply for working on infrastructures with narrow gauge or broad gauge
lines, lines of tramways, railways utilising other than adhesion between the rail and rail wheels and
underground infrastructures.
This European Standard is applicable to 1435 mm nominal track gauge. Some requirements may be
applicable for working on infrastructures with nominal narrow track gauge or nominal broad track
gauge lines, lines of tramways, railways utilising other than adhesion between the rail and rail wheels
and underground infrastructures.
This European Standard covers the safety requirements for the railway specific problems for travelling
and working on different infrastructures. The application of these requirements is the object of a
verification procedure, which does not form part of this European Standard, but an Annex J is
included for information. In all cases an authorisation to work is required to access the infrastructure.
This European Standard is also applicable for machines that in working position are partly supported
on the ballast or the formation.
This European Standard does not apply to
 the requirements with regard to the quality of work, including the related measuring methods, and

the performance of the machine;
 the specific requirements established by each railway infrastructure manager for the use of
machines which will be the subject of negotiation between the manufacturer and the
infrastructure manager.
This European Standard does not deal with the following additional requirements:
 working methods;
 operation in severe working conditions requiring special measures (e.g. work in tunnels or in
cuttings, extreme environmental conditions such as freezer applications, high temperatures,
corrosive environment, tropical environment, contaminating environments, strong magnetic
fields);
 operation subject to special rules (e.g. potentially explosive atmospheres);
 hazards due to errors in software;

 hazards occurring when used to handle suspended loads which may swing freely;
 hazards due to wind pressure greater than normal e.g. pressures caused by the passing of trains
at speed in excess of 190 km/h.
1.2 Validity of this European Standard
This European Standard applies to all machines, which are ordered after one year from the
publication date of this European Standard.
