kSIST FprEN ISO 9994:2026 is the SIST publication of ISO 9994 on lighter safety specifications. It specifies safety requirements and test methods for cigarette lighters, cigar lighters and pipe lighters intended for normal use and reasonably foreseeable misuse. Manufacturers, test laboratories, quality teams and buyers use it to check flame behavior, fuel containment, instructions and product marking.

What does kSIST FprEN ISO 9994:2026 specify?

kSIST FprEN ISO 9994:2026 sets safety rules for flame-producing lighters and explains how to verify them. The scope covers lighters for cigarettes, cigars and pipes, and excludes matches and flame-producing products intended only for lighting other materials.

The document is organized into these main parts:

  • Clause 1 - Scope
  • Clause 2 - Normative references
  • Clause 3 - Terms and definitions
  • Clause 4 - Functional requirements
  • Clause 5 - Structural integrity requirements
  • Clause 6 - Test methods
  • Clause 7 - Instructions and warnings
  • Clause 8 - Product marking
AnnexWhat it covers
Annex ATest sequencing and minimum sampling size
Annex BReported distribution of maximum flame heights of postmixing adjustable refillable and non-refillable lighters

What are the key requirements of kSIST FprEN ISO 9994:2026?

kSIST FprEN ISO 9994:2026 focuses on three practical controls: the lighter must be hard to ignite by accident, the flame must stay within safe limits, and the body and fuel system must survive common abuse. It also requires clear warnings and product identification so users know how to handle the lighter safely.

Flame generation and flame control

Clause 4.1 requires deliberate manual operation to produce a flame. That means the lighter must not light too easily in a pocket or bag, and the user must either make a positive action, carry out two independent actions, or apply at least 15 N of actuating force.

Clause 4.2 limits flame height according to lighter type. Non-adjustable fluid lighters are limited to 120 mm, while non-adjustable gas lighters are limited to 50 mm. Adjustable lighters have separate limits for first ignition and for user-set maximum flame height, and automatically adjusting pipe lighters are limited to 100 mm in any position.

Clause 4.3 requires the user to deliberately change the flame height, and the direction of movement must be shown near the control. If the control projects from the body, it must need at least 1 N over the full adjustment range. In practice, this reduces accidental flame changes and makes the control direction clear to the user.

Clause 4.4 requires gas lighters at maximum flame height to avoid spitting, sputtering or flaring. Clause 4.5 sets extinction times after the lighter is shut off in the intended way, so the flame goes out quickly enough to reduce afterburn and burn injury risk.

Fuel containment and structural integrity

Clauses 4.6 and 4.7 limit filled gas lighters shipped with fuel. The liquid portion of the fuel may not exceed 85 % of reservoir volume, and the mass of liquefied fuel may not exceed 10 g. That matters because excess fill increases leakage and pressure risk.

Clause 5.1 requires no dangerous sharp external edges, and a suspect edge is checked against UL 1439. Clauses 5.2 and 5.3 cover fuel compatibility and fuel loss: parts in contact with the recommended fuel must not deteriorate, and refillable gas lighter seals and valves must keep gas escape within the stated limit. For buyers and quality teams, this is the section that protects against leaks, seal failure and material attack over time.

Clause 5.4 requires lighters to survive three drops from 1.5 m in different orientations without rupture, leakage or sustained self-ignition. Clause 5.5 adds a 65 °C elevated-temperature check, and Clause 5.6 checks gas lighter reservoirs against internal pressure based on the fuel vapour pressure at 55 °C. These tests simulate heat, handling and transport stresses that can trigger failures in use.

Clause 5.7 checks burning behaviour at 45° below horizontal, Clause 5.8 checks cyclic burning for repeated short burns, and Clause 5.9 checks continuous burning for 2 min. These clauses matter because a lighter may be used in awkward positions or held lit longer than expected, and the document asks whether that causes distortion, component ejection or other hazardous conditions.

User information and marking

Clause 7 requires safety information with every lighter, either as text or as approved signs. The information must be easy to notice and placed on the lighter, the consumer package, a leaflet, or, for tray and display sales, on the selling display itself.

The text warnings cover general cautions such as keeping the lighter away from children, lighting away from face and clothing, not exposing it to heat or sunlight, and not puncturing or burning it. Type-specific warnings add instructions for gas lighters, fluid lighters, premixing burners, postmixing burners and non-self-extinguishing lighters.

Clause 8 requires each lighter to carry a permanent logo, brand or name that identifies the manufacturer or distributor. That supports traceability when products are audited, recalled or investigated.

What terms does kSIST FprEN ISO 9994:2026 define?

  • Lighter - a manually operated flame-producing article that uses a petrochemical derivative as fuel and is normally used to light cigarettes, cigars and pipes.
  • Fluid lighter - a lighter with an exposed wick that uses liquid hydrocarbons as fuel.
  • Gas lighter - a lighter that uses liquefied hydrocarbons such as n-butane, isobutane or propane as fuel.
  • Postmixing burner lighter - a gas lighter in which fuel and air meet at the point of combustion.
  • Premixing burner lighter - a gas lighter in which fuel and air are mixed before combustion.
  • Adjustable lighter - a lighter with a user-accessible mechanism for changing flame height.
  • Flame height - the visible linear distance used to measure how high the flame reaches above the shield, wick or burner valve orifice.
  • Self-extinguishing lighter - a lighter that needs continuous positive action to keep the flame burning and goes out when that action stops.

Who uses kSIST FprEN ISO 9994:2026?

kSIST FprEN ISO 9994:2026 is used by:

  • lighter manufacturers and component suppliers who design the flame, fuel system and control mechanism
  • test laboratories that perform flame-height, drop, pressure, burning and leakage tests
  • quality managers who set acceptance checks for production and incoming parts
  • importers and distributors who need evidence of product safety and correct marking
  • packaging and label teams who prepare warnings, refilling instructions and product identification
  • retailers selling consumer packs, trays or display formats that must carry safety information

What changed in kSIST FprEN ISO 9994:2026 from the previous edition?

kSIST FprEN ISO 9994:2026 is the sixth edition and cancels and replaces ISO 9994:2018. The document states these main changes:

  • Annex B was added

Which standards are used with kSIST FprEN ISO 9994:2026?

  • ISO 7941, Commercial propane and butane - Analysis by gas chromatography - used when the fuel type and formulation must be identified to calculate density or vapour pressure for the fuel-volume and internal-pressure checks.
  • UL 1439, Tests for Sharpness of Edges on Equipment - used if a possible sharp edge is found during the external finish check.

What does the kSIST FprEN ISO 9994:2026 document contain?

The document contains the test apparatus and step-by-step procedures for flame-height measurement, spitting/sputtering/flaring observation, flame extinction, fuel compatibility, refilling, volumetric fuel displacement, drop testing, elevated-temperature testing, internal-pressure testing, cyclic burning and continuous burning. It also includes the calculation steps used to compare fuel volume with reservoir capacity and to interpret pressure-related results.

Figures support the practical test set-ups, including the actuation force for flame generation, flame-control force, test positioning and the boards used to read flame behavior. Figures 5 to 9 present the safety signs and the website or code-based route to safety information.

Annex A gives the sampling plan and test sequencing, which matters for laboratories planning a conformity test program. Annex B provides reported market data on maximum flame heights for postmixing adjustable refillable and non-refillable lighters, giving context for the flame-height limits in Clause 4.

4  Functional requirements
4.1  Flame generation
In order to minimize the possibility of inadvertent ignition, or self-ignition, lighters shall require a
deliberate manual operation to produce a flame. This operation shall conform to at least one of the following
requirements:
a) positive action on the part of the user shall be required to generate and maintain a flame;
b) two or more independent actions by the user shall be required to generate a flame;
c) an actuating force equal to, or greater than, 15 N shall be required to generate a flame (see Figure 1).

4.2  Flame heights
NOTE During the review process prior to the adoption of this version of this document, lighter industry experts
analysed the maximum flame heights of lighters present in the market in a sampling of countries (see Annex B). As a
result of that analysis, the maximum flame heights of certain lighter types were reduced from the prior version of this
document.
In some countries, maximum flame height requirements vary from the requirements defined in this document.
The following parameters should be taken into account when considering further maximum flame height reduction in
future versions of this document:
— Safety,
— Consumers' varying expectations and needs, including those based on their geographical location,
— Industrial constraints of lighter manufacturers in line with widely available, royalty-free state-of-the-art
technology.
4.2.1  Non-adjustable lighters
4.2.1.1  Non-adjustable fluid lighters shall not be capable of producing a flame height greater than 120 mm
when tested in accordance with 6.2.

oSIST prEN ISO 9994:2026

4.2.1.2  Non-adjustable, postmixing and premixing burner lighters shall not be capable of producing a
flame height greater than 50 mm when tested in accordance with 6.2.
4.2.2  Adjustable lighters
4.2.2.1  For adjustable lighters as defined in 3.8, the maximum flame height that a user will obtain under
different conditions of use shall comply with the following requirements when tested in accordance with 6.2.
4.2.2.2  Adjustable (refillable or non-refillable) postmixing burner lighters shall have the flame height
adjusted by the manufacturer in such a manner that the lighter, when first ignited by the user — without
changing the adjustment — will not produce a flame height greater than 90 mm.
4.2.2.3  Adjustable refillable postmixing burner lighters shall not be capable of producing a flame height
greater than 107 mm when deliberately adjusted by the user to the manufacturer’s design limit for maximum
flame height.
4.2.2.4  Adjustable non-refillable postmixing burner lighters shall not be capable of producing a flame
height greater than 90 mm when deliberately adjusted by the user to the manufacturer’s design limit for
maximum flame height.
4.2.2.5  Adjustable premixing burner lighters shall have the flame height adjusted by the manufacturer in
such a manner that the lighter, when first ignited by the user — without changing the adjustment — will not
produce a flame height greater than 60 mm.
4.2.2.6  Adjustable premixing burner lighters shall not be capable of producing a flame height greater than
75 mm when deliberately adjusted by the user to the manufacturer’s design limit for maximum flame height.
4.2.2.7  Adjustable postmixing and premixing burner lighters shall not be capable of producing a flame
height greater than 50 mm when set at the lowest possible flame height.
4.2.2.8  Automatically adjusting pipe lighters shall not be capable, in any position, of producing a flame
height greater than 100 mm.
4.2.2.9  The maximum attainable flame height for lighters shall be limited by pre-setting or by product
design, or both.
4.2.3  Dual flame type lighter
For each type of flame of a dual flame type lighter, the flame height shall comply with the corresponding
requirement for that type of flame provided in 4.2.1 or 4.2.2.
4.2.4  Multiple flame type lighter
For multiple flame type lighters, the flame height of each flame shall comply with the corresponding
requirement provided in 4.2.1 or 4.2.2.
4.3  Flame-height adjustment
4.3.1  Adjustable lighters as defined in 3.8 shall require a deliberate action on the part of the user either to
decrease or to increase the flame height when used in the normal manner. Adjustable lighters shall bear an
indication showing the direction of movement of the adjusting mechanism required to produce a higher or
lower flame.
oSIST prEN ISO 9994:2026
ISO/DIS 9994:2025(en)
4.3.2  On lighters whose adjusting mechanisms conform to 4.3.3 and 4.3.4, the direction of movement shall
be permanently imprinted or engraved on the lighter in the vicinity of the adjusting mechanism and readily
visible and understandable.
4.3.3  Gas lighters having rotary-movement flame-control actuators approximately at right-angles to the
flame shall perform as follows:
a) when the flame-control actuator is at the top of the lighter and the lighter is held so that the flame is
oriented vertically upward, and the user is facing the flame-control actuator, moving the actuator to the
left shall produce a decrease in flame height;
b) when the flame-control actuator is at the bottom of the lighter, and the lighter is held so that the user is
facing the actuator, a clockwise movement shall produce a decrease in flame height.
4.3.4  For gas lighters requiring movement of the flame-control actuator approximately parallel to the
flame axis, the flame height shall decrease or increase in accordance with the direction of the movement.
4.3.5  If the flame-control actuator protrudes from the body of the lighter, it shall require a minimum
actuating force of 1 N applied over the entire range of adjustment in a tangential direction (see Figure 2).
4.4  Resistance to spitting or sputtering and flaring
Gas lighters as defined in 3.3, when set at the maximum flame height, shall exhibit no spitting or sputtering
as defined in 3.19, or flaring as defined in 3.17, when tested in accordance with 6.3.

1) after a 10 s burn when set at a flame height of 50 mm, or the maximum flame height the adjustment
allows if lower than 50 mm;
2) after a 5 s burn when set at maximum flame height.
c) In the case of postmixing burner lighters that have shields, an additional 2 s afterburn (i.e. continuous
burning) is acceptable if the flame, during this additional 2 s period, does not extend above the shield.
d) Non-adjustable premixing burner lighters, at their permanently set flame heights, when tested in
accordance with 6.4, shall have any flame completely extinguished in no more than 5 s after a 10 s burn.
e) Adjustable premixing burner lighters, when tested in accordance with 6.4, shall have any flame
completely extinguished in no more than 5 s:
