CEN/TS 45545 specifies:
- measures on railway vehicles for fire protection;
- verification of these measures.
CEN/TS 45545 specifies prevention measures. The measures and requirements specified in CEN/TS 45545 are intended to protect passengers and staff in railway vehicles in the event of a fire on board. This protection of passenger and staff is essentially based on the ability of the rolling stock to allow for evacuation in safety, satisfying conditions (according to the objectives in Clause 4) in the frame of a guided transportation system which includes in particular vehicles, infrastructure and operation rules.
The present Technical Specification describes the measures to be taken in the design of the vehicles in the context of the infrastructure within which they operate. It is not within the scope of CEN/TS 45545 to describe measures that ensure the preservation of the vehicles in the event of a fire. This Technical Specification is valid for railway vehicles as defined in 3.1. Freight transportation vehicles are not covered by CEN/TS 45545. This part of CEN/TS 45545 covers:
- principal definitions;
- operation categories;
- design categories;
- fire safety objectives;
- general requirements for fire protection measures and their evaluation of conformity.

Bahnanwendungen - Brandschutz in Schienenfahrzeugen - Teil 1: Allgemeine Regeln

In dieser Norm werden - Maßnahmen für den vorbeugenden Brandschutz für Schienenfahrzeuge und - der Nachweis dieser Maßnahmen festgelegt. Die in dieser Europäischen Norm beschriebenen Maßnahmen und Anforderungen haben zum Ziel, Fahrgäste und Personal in Schienenfahrzeugen im Falle eines Brandes an Bord zu schützen. Maßnahmen, die die Erhaltung der Fahrzeuge im Brandfall sicherstellen sollen, gehören nicht zum Anwendungsbereich dieser Norm. Diese Norm gilt für Schienenfahrzeuge nach Definition in 3.1. Diese Norm gilt nicht für Güterwagen.

⎯ les mesures concernant la protection contre les incendies dans les véhicules ferroviaires ;
⎯ la vérification de ces mesures.
La CEN/TS 45545 spécifie les mesures préventives. Les mesures et les exigences spécifiées dans la
CEN/TS 45545 ont comme objectif de protéger les voyageurs et le personnel de bord dans les véhicules
ferroviaires en cas d’incendie à bord. Cette protection des voyageurs et du personnel de bord s’appuie
essentiellement sur la capacité du matériel roulant à permettre une évacuation en sécurité, satisfaisant aux
conditions (conformément aux objectifs de l’Article 4) dans le cadre du système de transport guidé, lequel
inclut, en particuliers, les véhicules, l’infrastructure et les règles d’exploitation.
La présente Spécification Technique décrit les mesures qui doivent être prises en compte dans la conception
des véhicules, dans le contexte de l’infrastructure sur laquelle ils fonctionnent.
La description des mesures de conservation du matériel ferroviaire lors d’un incendie n’est pas un objectif de
la CEN/TS 45545.
La CEN/TS 45545 s’applique aux véhicules ferroviaires tels que ceux définis en 3.1.
Les wagons de marchandises ne sont pas couverts par la CEN/TS 45545.

Železniške naprave - Požarna zaščita na železniških vozilih - 1. del: Splošno

CEN/TS 45545 določa:
– ukrepe za požarno zaščito na železniških vozilih;
– verifikacijo teh ukrepov.
CEN/TS 45545 določa preventivne ukrepe. Ukrepi in zahteve, določeni v CEN/TS 45545, so namenjeni zaščiti potnikov in vlakovnega osebja na železniških vozilih v primeru požara na vozilu. Zaščita potnikov in vlakovnega osebja v bistvu temelji na sposobnosti železniških vozil za varno evakuacijo ob izpolnjevanju pogojev (glede na cilje v 4. točki) na področju vodenega transportnega sistema, ki obsega posamezna vozila, infrastrukturo in obratovalna pravila. Ta tehnična specifikacija opisuje ukrepe, ki jih je treba uporabiti pri konstrukciji vozil v okviru infrastrukture, v kateri obratujejo. V dokumentu CEN/TS 45545 niso opisani ukrepi, ki zagotavljajo zaščito vozil v primeru požara. Ta tehnična specifikacija velja za železniška vozila, kot je določeno v 3.1. Tovorna vozila niso zajeta v CEN/TS 45545. Ta del CEN/TS 45545 obravnava:

This Technical Specification (CEN/TS) was approved by CEN on 8 June 2008 for provisional application.

The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN/CENELEC will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.

CEN and CENELEC members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the
CEN/TS available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.

Introduction
CEN/TS 45545 is based on existing fire safety regulations for railway vehicles from the International Union of
Railways (UIC) and different European countries.
In using the operation and design categories defined in this part, the requirements laid down in the different
parts of CEN/TS 45545 will take into account the current operating conditions for European public rail
transport.
1 Scope
CEN/TS 45545 specifies:
 measures on railway vehicles for fire protection;
 verification of these measures.
CEN/TS 45545 specifies prevention measures. The measures and requirements specified in CEN/TS 45545

3 Terms and definitions
For the purposes of this document, the terms and definitions given in EN ISO 13943:2000 and
ISO 8421-1:1987, and the following apply.

track guided public passenger land transport vehicles such as:
 locomotives and dedicated power vehicle (self-propelled);
 multiple units;
 coaches, including driving trailers;

The following vehicles are also considered as railway vehicles:

state at which a person, as a result of exposure to the products of fire within a defined passenger and staff
area, would be unable to leave the defined passenger and staff area unaided

4 Objectives
4.1 General
The objectives of this Technical Specification are to minimize the probability of a fire starting, to control the
rate and extent of fire development and through this, to minimize the impact of the products of fire on
passengers and staff. The objectives are considered in the context of the operation and design categories of
the train.
The different ignition models within the scope of the Technical Specification are described in Annex A.

Trajanje veljavnosti te CEN/TS je omejeno na tri leta. Po dveh letih se bo od članic CEN/CENELEC zahtevalo posredovanje njihovih komentarjev, zlasti o vprašanju preoblikovanja CEN/TS v evropski standard.

Skladno z notranjimi predpisi CEN/CENELEC morajo to tehnično specifikacijo obvezno uvesti nacionalne organizacije za standardizacijo naslednjih držav: Avstrije, Belgije, Bolgarije, Cipra, Češke republike, Danske, Estonije, Finske, Francije, Nemčije, Grčije, Madžarske, Islandije, Irske, Italije, Latvije, Litve, Luksemburga, Malte, Nizozemske, Norveške, Poljske, Portugalske, Romunije, Slovaške, Slovenije, Španije, Švedske, Švice in Združenega kraljestva.

CEN/TS 45545 temelji na veljavnih predpisih o požarni varnosti za železniška vozila Mednarodne železniške zveze (UIC) in na predpisih različnih evropskih držav.
Z uporabo obratovalnih in konstrukcijskih kategorij, opredeljenih v tem delu, so v zahtevah v različnih delih CEN/TS 45545 upoštevani sedanji pogoji obratovanja v evropskem potniškem železniškem prometu.

Področje uporabe
CEN/TS 45545 določa: – ukrepe za požarno zaščito na železniških vozilih; – verifikacijo teh ukrepov.
CEN/TS 45545 določa preventivne ukrepe. Ukrepi in zahteve, določeni v CEN/TS 45545, so namenjeni zaščiti potnikov in vlakovnega osebja na železniških vozilih v primeru požara na vozilu. Zaščita potnikov in vlakovnega osebja v bistvu temelji na sposobnosti železniških vozil za varno evakuacijo ob izpolnjevanju pogojev (glede na cilje v 4. točki) na področju vodenega transportnega sistema, ki obsega posamezna vozila, infrastrukturo in obratovalna pravila.
Ta tehnična specifikacija opisuje ukrepe, ki jih je treba uporabiti pri konstrukciji vozil v okviru infrastrukture, v kateri obratujejo.
V dokumentu CEN/TS 45545 niso opisani ukrepi, ki zagotavljajo zaščito vozil v primeru požara.
Ta tehnična specifikacija velja za železniška vozila, kot je določeno v 3.1.
Tovorna vozila niso zajeta v CEN/TS 45545.

3.1 železniška vozila (railway vehicles) kopenska potniška in tovorna vozila, ki vozijo po tirih: – lokomotive in namenska vlečna vozila (z lastnim pogonom), – večdelne enote, – vagoni, vključno z vlečnimi prikolicami, – lahka železniška vozila, – vozila podzemskih železnic, – tramvaji, – prtljažni in poštni vagoni, ki vozijo v sklopu s potniškimi vlaki, – transporterji z motornimi vozili, v katerih je osebje.
