Overview

SIST EN ISO 19135-1:2016/A1:2021 is a key amendment to the European and international standard ISO 19135-1:2015, titled "Geographic information - Procedures for item registration - Part 1: Fundamentals." Published by CEN in March 2021, this amendment refines and expands the foundational procedures for registering geographic information items within spatial data infrastructures. It is developed by ISO Technical Committee ISO/TC 211 and CEN TC 287, focused on geographic information and geomatics.

This amendment enhances the original standard to facilitate consistent and reliable processes for managing spatial data registers crucial for geoinformatics, geodesy, geography, and IT applications in scientific research and spatial data management.

Key Topics

  • Fundamental Procedures for Item Registration
The standard outlines the core principles and processes essential for registering geographical information items to ensure accurate identification, documentation, and management of spatial data assets.

  • XML Schema Implementation (Annex G)
A significant update introduced by this amendment is the inclusion of an XML schema implementation framework, enabling standardized encoding and data exchange. This supports interoperability and integration in geographic information systems (GIS).

  • Normative References Update
The amendment updates normative references, including the adoption of ISO 19103:2015 for conceptual schema language, ensuring alignment with current international terminology and frameworks.

  • Removal of Annex C and Other Editorial Changes
It deletes the previous Annex C, which described ISO/TC 211 register establishments, reflecting updated governance practices and directs users to online good practice resources. Some examples and clauses were revised or removed for clarity.

  • Conformance and Compliance Guidance
The amendment clarifies compliance requirements, endorses good practice guidelines for managing registers, and addresses potential patent rights involved in the implementation.

Applications

SIST EN ISO 19135-1:2016/A1:2021 applies broadly across organizations and sectors engaged in geographic information management, including:

  • National Mapping Agencies and Geospatial Data Providers who manage registers of geographic features, ensuring consistent item registration and metadata recording.
  • GIS Software Developers applying standardized XML schemas to enable robust data interoperability and exchange between systems.
  • Governmental Institutions and Environmental Agencies requiring authoritative registration processes for spatial data used in planning, resource management, and policy development.
  • Research and Scientific Communities employed in geodesy or geography, leveraging standardized spatial data registration for reproducibility and data sharing.
  • IT Solutions in Spatial Data Infrastructure focusing on register establishment, maintenance, and dissemination of geographic information.

By adhering to this standard, organizations enhance data quality, improve traceability of geographic items, and facilitate effective spatial data infrastructure governance.

Related Standards

This amendment closely relates to and builds upon several important geographic information standards, including:

  • ISO 19135-1:2015 - The original fundamental framework for procedures for item registration.
  • ISO/TS 19135-2:2012 - Now withdrawn, it previously provided XML schema for item registration; its provisions are incorporated into this amendment’s Annex G.
  • ISO 19103:2015 - Defines the conceptual schema language used for geographic information, referenced in this amendment.
  • ISO/TS 19139-1:2019 - Provides XML encoding rules supporting schema implementations.
  • ISO/TS 19115-3:2016 - Defines XML schema implementation for geographic metadata, influencing the schema components referenced in this amendment.

These standards work collectively to provide a comprehensive framework for geographic information management, ensuring international conformity and interoperability.
