Safety requirements for bonded abrasive products

Amendment:
During revision of EN 12413:1999 an editorial simplification of the table with the scope of inspection (EN 12413:1999, Table 14) had been decided (see meeting report, document CEN/TC 143/WG 2 N 132). However this simplification led to a tightening of the scope of inspection for "all other abrasive products" in EN 12413:2007, Table 7 which was not covered by the compilation of comments table (document CEN/TC 143/WG 2 N 133) and no technical reason can be seen for this tightening of requirements.
Scope of EN 12413:2007:
This standard is applicable to rotating bonded abrasive products. It specifies requirements and/or measures for the removal or reduction of hazards resulting from the design and application of the abrasive products.
This standard also contains procedures and tests for verification of compliance with the requirements as well as safety information for use, which is to be made available to the user by the manufacturer.
The hazards taken into consideration are listed in Clause 4 of this standard.
This standard does not apply to superabrasives and coated abrasive products.

Overview

SIST EN 12413:2007/kprA1:2010 is an important European standard developed by CEN that specifies safety requirements for bonded abrasive products. This amendment focuses on clarifying and adjusting the scope of inspection for various abrasive products, ensuring enhanced safety protocols without imposing unnecessary tightening of requirements. The standard is applicable specifically to rotating bonded abrasive products, addressing hazards related to their design and usage.

This document builds on the previous EN 12413:1999 and EN 12413:2007 editions by refining inspection scopes and test procedures. It is crucial for manufacturers, safety regulators, and users aiming to comply with safety norms and optimize the risk management of abrasive tools in industrial settings.

Key Topics

  • Scope of Application
Applicable exclusively to rotating bonded abrasive products, SIST EN 12413:2007/kprA1:2010 excludes superabrasives and coated abrasive products. It defines safety requirements to reduce hazards arising from product design and operational use.

  • Hazard Considerations
The standard takes account of physical and mechanical risks such as breaking, fragmentation, and release of abrasive material during high-speed rotation, which can cause injury or equipment damage.

  • Inspection and Testing Protocols
The amendment revises Table 7 of the original EN 12413:2007 standard, specifying the minimum scope of inspection based on product diameter and other parameters such as bond type and abrasive size. Inspection scope varies to ensure critical product categories receive 100% inspection, while others may require statistically valid samples.

  • Safety Information and Compliance Verification
EN 12413 mandates manufacturers to provide clear safety information for users and establish procedures confirming compliance through tests like burst testing, dimensional checks, and material stability assessments.

  • Editorial Clarifications
The amendment addresses editorial simplifications that inadvertently tightened inspection requirements without technical justification, ensuring a practical and balanced approach to safety testing.

Applications

  • Manufacturing of Abrasive Tools
Producers of grinding wheels, cutting discs, and other bonded abrasive products use this standard to design, manufacture, and test products that meet European safety regulations, minimizing potential injuries from product failure.

  • Quality Control and Inspection
Quality assurance teams apply SIST EN 12413:2007/kprA1:2010 criteria during batch inspections and product certification to ensure safety requirements are met before products enter the market.

  • Industrial Safety Management
Safety officers and supervisors implement this standard’s guidance to establish safe operational procedures, ensuring familiarity with product limitations and protective measures during abrasive tool use.

  • Regulatory Compliance
Enforcement authorities and certification bodies reference this standard when conducting audits or certifying abrasive products for the EU market, helping harmonize safety practices across member states.

Related Standards

  • EN 12413:1999 - The base version of the safety requirements for bonded abrasives, providing the original framework and inspection scope.

  • EN 12413:2007 - The revised edition including editorial updates and changes in inspection tables that prompted this amendment.

  • ISO 603:2014 - Safety specifications for bonded abrasive products, often aligned with EN standards for global consistency.

  • EN 13236 - Safety requirements for superabrasives such as diamond and cubic boron nitride wheels, excluded from EN 12413’s scope.

  • EN 1087-1 - Standards covering coated abrasive products, delineating safety and performance outside the bonded abrasives scope.
