(Main)Safety requirements for coated abrasive products
Safety requirements for coated abrasive products
This European Standard is applicable to the following coated abrasive products and a combination of coated and non-woven abrasive products: flap wheels, flap discs, vulcanised fibre discs and spindle mounted flap wheels. It also applies to back-up pads for vulcanised fibre discs. These products are manufactured using the following abrasive grains: aluminium oxide, silicon carbide, diamond, or CBN.
This European Standard specifies requirements and/or measures for removal or reduction of hazards resulting from the design and application of the coated abrasive products and clamping devices.
This European Standard also contains procedures and tests for verification of compliance with the requirements as well as safety information for use, which is to be made available to the user by the manufacturer.
The hazards taken into consideration are listed in Clause 4 of this standard.
This European Standard does not apply to abrasive products entirely of non-woven web.

Overview
EN 13743:2017 - Safety requirements for coated abrasive products (CEN) defines safety, testing and information requirements for a range of coated abrasives used in grinding and finishing operations. It applies to flap wheels, flap discs, vulcanised fibre discs, spindle-mounted flap wheels and back-up pads (for vulcanised fibre discs) made with aluminium oxide, silicon carbide, diamond or CBN grains. The standard specifies design and manufacturing controls, marking, user information and verification tests to reduce hazards such as ejection of parts, dust/particles, contact and vibration.
Key topics and technical requirements
- Scope and product types: Covers coated abrasive products and combinations of coated/non-woven products listed above; excludes fully non-woven web abrasives.
- Design & manufacture: Products must resist expected forces and show no visible safety-affecting defects.
- Maximum operating speeds: Specifies a sequence of permitted peripheral speeds (e.g., 16, 20, 25, 32, 35, 40, 45, 50, 63, 80 m/s) and conversion guidance to rotational speed (Annex C).
- Safety factors:
- Typical burst safety factor Sbr = 3 for many products; Sbr = 3.5 for some back-up pads and certain size/usage conditions.
- Spindle deflection safety factor Sab = 1.3 for spindle-mounted flap wheels.
- Verification & testing:
- Visual inspection for defects.
- Centrifugal/bursting speed test (mounted on a test rig) to determine bursting speed and verify safety factors; rotational speed measurement accuracy ±1%.
- Marking & user information: Marking requirements (Annex A), colour codes (Annex B) and manufacturer-supplied safety/use information are mandatory to ensure correct selection and mounting.
- Hazard list: Clause 4 lists significant hazards (ejection of parts, grinding debris/dust, vibration, contact, noise) and references Clause 7 for use/handling mitigations.
Applications - who uses EN 13743:2017
- Manufacturers and suppliers of flap wheels, flap discs, vulcanised fibre discs and back-up pads - for design, QA and CE / national conformity.
- Importers and distributors - to verify marking, information for use and compliance.
- Machine builders and safety engineers - to select compatible abrasives that help meet Machinery Directive and General Product Safety requirements.
- Test labs and QC teams - to perform bursting/centrifugal tests and visual inspections.
- End users (industrial workshops, metalworkers, grinders) - rely on the standard’s marking and information to choose safe products and operating speeds.
