General Information

Abstract

This European Telecommunication Standard (ETS) provides specifications for the standardization of the minimum required Network Control Facilities (NCF) characteristics for Maritime Mobile Earth Stations (MMESs) with both transmit and receive capabilities in order to ensure that the network operator is able to suppress and enable the transmissions from the MMESs. In particular, these facilities will allow certain interference situations, resulting from the emissions of interfering MMESs, to be terminated. This ETS defines specifications for the control facilities in an MMES network operating Low Bit Rate Data Communications (LBRDCs), as defined in ETS 300 460 [1]. This ETS deals with specifications defined in order to protect other users of the frequency spectrum from unacceptable interference.

Overview

SIST ETS 300 459 E1:2006 is a European standard specifying the requirements for Network Control Facilities (NCF) in Maritime Mobile Earth Stations (MMES). Targeting satellite earth stations and systems (SES) that operate in the 1.5/1.6 GHz and 11/12/14 GHz frequency bands, this standard ensures that MMESs can reliably provide Low Bit Rate Data Communications (LBRDC) for maritime applications. The main focus is on enabling network operators to control MMES transmissions to prevent interference, thus safeguarding the frequency spectrum for all users.

Key Topics

  • Minimum NCF Requirements: Outlines baseline characteristics and command capabilities that must be implemented in MMES networks.
  • Transmission Suppression: Details mechanisms for operators to suppress unwanted or interfering transmissions from specific MMES units.
  • Transmission Enablement: Specifies processes for safely and efficiently re-enabling MMES transmissions by the network operator after a suppression event.
  • Interference Termination: Provides measures to terminate emissions from interfering MMESs, thus preventing unacceptable interference with other spectrum users.
  • User Notification and Control: Includes requirements to ensure MMES users are informed about inhibited communication states when transmissions are suppressed.
  • Verification Procedures: Describes how to verify correct implementation of suppression and re-enablement through documentation and demonstration.

Applications

SIST ETS 300 459 E1:2006 is vital for organizations engaged in:

  • Maritime Communication Systems: Supporting both routine and safety communications between ships and shore via satellite, particularly where low bit rate data links are required.
  • Global Maritime Distress and Safety Systems (GMDSS): Enabling compliance with GMDSS regulations and ensuring that distress communications are not inhibited by network-level suppression commands, preserving safety of life at sea.
  • Network Operations and Spectrum Management: Providing network operators with precise control mechanisms to quickly address potential interference issues, maintain regulatory compliance, and ensure the efficient use of the satellite frequency spectrum.
  • Testing and Certification: Assisting manufacturers and operators to verify that their MMES installations meet standardized suppression/enabling functions as outlined in the standard.

In practice, this standard is essential for maritime satellite operators, shipowners, equipment manufacturers, and regulatory bodies tasked with managing maritime connectivity and spectrum coordination.

Related Standards

  • ETS 300 460: Addresses technical characteristics and measurement methods for MMES operating in 1.5/1.6 GHz bands for LBRDC, referenced for further technical details.
  • IEC 60945: Maritime navigation and radiocommunication equipment and systems - General requirements.
  • ITU-R Recommendations: Cover global spectrum management and interference resolution relevant to MMES and associated satellite systems.
  • ETSI EN 301 444: Related to harmonized standards for communications equipment in the maritime mobile satellite service.

Practical Value

Implementing SIST ETS 300 459 E1:2006 facilitates a reliable and interference-minimized maritime satellite communication environment. By specifying clear requirements for NCF in MMES, this standard supports robust network control, rapid mitigation of interference, and continuous compliance with international regulations - critical for safe and efficient maritime operations.
