SIGNIFICANCE AND USE
4.1 This practice provides basic criteria for the development and operation of a certification body, the development and operation of a certification program, and the development and use of customary mechanisms to evaluate a candidate’s knowledge, skill, and ability.  
4.2 The basic criteria provided by this practice are intended to be supplemented by more specific criteria serving the requirements of the certification body.  
4.3 The certification body and its program, accredited according to the requirements of ANSI/ISO/IEC 17024 and this practice, shall be considered as having met the full intent of this practice.
SCOPE
1.1 This practice provides supplemental requirements to those of ANSI/ISO/IEC 17024 for bodies that certify personnel engaged in inspection and testing of construction activities and materials used in construction, including Special Inspection. ANSI/ISO/IEC 17024 provides generic requirements that can be adapted to any discipline where assurance that certified individual meets the requirements of the certification scheme. Therefore, certification bodies certifying personnel engaged in inspection and testing of construction activities and materials used in construction, including Special Inspection, must meet the requirements of this practice and ANSI/ISO/IEC 17024.  
1.2 This practice may be used as a reference by:  
1.2.1 Developers of standards requiring personnel certification in inspection and testing of construction activities and materials used in construction, including Special Inspection, as a reference to harmonize terminology and reduce confusion among users;  
1.2.2 Personnel certification bodies that establish criteria and certify construction inspection, construction testing, and Special Inspection agency personnel against specific requirements,  
1.2.3 Accreditation bodies that accredit certification bodies, and  
1.2.4 Users and specifiers as a reference when requiring personnel certification.  
1.3 This practice follows the format of ANSI/ISO/IEC 17024 and provides additional requirements where needed.  
1.4 Certification may be specific to a single test or inspection method or practice or a grouping or collection of methods or practices (any such method, code, or practice being hereinafter referred to as “method,” or collectively as “methods”).  
1.5 Personnel certification is an important aspect of the quality system of agencies engaged in inspection and testing of construction activities and materials used in construction, including Special Inspection. Certification of personnel is required to meet the personnel qualifications of Practice E329.  
1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

1.2 This practice does not include management systems. In this practice, the test itself and its administration, psychometric properties, and scoring are addressed.  
1.3 This practice primarily addresses individual professional performance certification examinations, although it may be used to evaluate exams used in training, educational, and aptitude contexts. This practice is not intended to address on-site evaluation of workers by supervisors for competence to perform tasks.

Standard Practice for Certificate Programs

SIGNIFICANCE AND USE
4.1 Certificate programs are typically offered by community colleges and universities, government agencies, employers, independent for-profit training organizations, and professional and trade associations. While quality guidelines do exist for continuing education and training providers in general (for example, ANSI/IACET 1-2013) and for entities offering personnel certification programs (for example, ANSI/ISO/IEC 17024:2012), currently, no quality guidelines exist specifically to aid entities offering certificate programs. This practice aims to change that and has been developed to:  
4.1.1 Provide certificate program developers and certificate issuers guidelines for quality program development and administration;  
4.1.2 Form the foundation for a recognition or accreditation system, or both, that enable consumers, employers, government agencies, and others who rely upon a skilled workforce to distinguish between qualified workers and those with fraudulent or less-than-quality credentials;  
4.1.3 Assist stakeholders in differentiating between certificate programs from personnel certification; and  
4.1.4 Assist stakeholders in differentiating certificate programs from other programs that confer certificates, including but not limited to certificates of attendance or certificates of participation.  
4.2 Currently, it is challenging to distinguish a certificate earned through the focused learning and assessment offered through a certificate program from one granted through other means. That a certificate is issued is not a distinguishing factor. The word“ certificate” is used broadly as a document awarded to designate the attainment or completion of something. An individual might receive a certificate from an education or training provider as verification of attendance at a learning event (often called a certificate of attendance) or receive a certificate as verification of active participation in a learning event’s learning experiences (often called a certifi...

1.1 This practice provides guidance to certificate issuers for developing and administering quality certificate programs and to stakeholders for determining the quality of certificate programs.  
1.2 This practice includes requirements for both the entity issuing the certificate and requirements for the specific certificate programs for which it issues certificates.

Standard Practice for Determination of Precision and Bias Data for Use in Test Methods for Petroleum Products, Liquid Fuels, and Lubricants

SIGNIFICANCE AND USE
5.1 ASTM test methods are frequently intended for use in the manufacture, selling, and buying of materials in accordance with specifications and therefore should provide such precision that when the test is properly performed by a competent operator, the results will be found satisfactory for judging the compliance of the material with the specification. Statements addressing precision and bias are required in ASTM test methods. These then give the user an idea of the precision of the resulting data and its relationship to an accepted reference material or source (if available). Statements addressing determinability are sometimes required as part of the test method procedure in order to provide early warning of a significant degradation of testing quality while processing any series of samples.  
5.2 Repeatability and reproducibility are defined in the precision section of every Committee D02 test method. Determinability is defined above in Section 3. The relationship among the three measures of precision can be tabulated in terms of their different sources of variation (see Table 1).  
5.2.1 When used, determinability is a mandatory part of the Procedure section. It will allow operators to check their technique for the sequence of operations specified. It also ensures that a result based on the set of determined values is not subject to excessive variability from that source.  
5.3 A bias statement furnishes guidelines on the relationship between a set of test results and a related set of accepted reference values. When the bias of a test method is known, a compensating adjustment can be incorporated in the test method.  
5.4 This practice is intended for use by D02 subcommittees in determining precision estimates and bias statements to be used in D02 test methods. Its procedures correspond with ISO 4259 and are the basis for the Committee D02 computer software, Calculation of Precision Data: Petroleum Test Methods. SCOPE
1.1 This practice covers the necessary preparations and planning for the conduct of interlaboratory programs for the development of estimates of precision (determinability, repeatability, and reproducibility) and of bias (absolute and relative), and further presents the standard phraseology for incorporating such information into standard test methods.  
1.2 This practice is generally limited to homogeneous petroleum products, liquid fuels, and lubricants with which serious sampling problems (such as heterogeneity or instability) do not normally arise.  
1.3 This practice may not be suitable for products with sampling problems as described in 1.2, solid or semisolid products such as petroleum coke, industrial pitches, paraffin waxes, greases, or solid lubricants when the heterogeneous properties of the substances create sampling problems. In such instances, consult a trained statistician.

Standard Guide for Contractor Self-Assessment for U.S. Government Asset Management Systems

SIGNIFICANCE AND USE
4.1 The intent of this guide is to provide a foundation for the minimum effective internal assessment of a contractor’s government asset management system. A contractor may incorporate all or part of this guide in accordance with its established procedures and operating environment. Self-assessment should be used to identify deficiencies, related increases to risk, and to serve as a method for obtaining correction to those deficiencies, independent of, and often in advance of, a government audit, review or assessment. It should also be used to assist in determining the effective assignment of asset management resources; and to serve as a method for promoting continuous improvement in asset management practices. Self-assessments, in and of themselves may not be sufficiently independent to address external or government review, assessment, or audit requirements.  
4.2 To the extent possible, a Contractor Self-Assessment (CSA) program should provide a level of objectivity like that of an asset management system analysis performed by a government or other external auditor. Individuals who perform assessments should not be the same individuals who perform the functions being tested when enough resources are available. The contractor’s official written procedures should identify functional positions responsible for performing the self-assessment and address management controls used to maintain independence and prevent conflicts of interest whenever individuals who perform property functions also participate in CSA activities.  
4.3 The results of the CSA alone do not determine adequacy or inadequacy of the contractor’s government asset management system but should identify the level of risk presented by the contractor’s business practices. The results of the CSA should be made available to external auditors or reviewers for potential inclusion in their audits or reports in accordance with contractual requirements and the contractor’s procedures.

Standard Practice for Minimum Requirements for Agencies Engaged in Testing and/or Inspection of Soil and Rock as Used in Engineering Design and Construction

SIGNIFICANCE AND USE
4.1 This practice provides the basic minimum criteria for use in evaluating the qualifications of a testing or inspection agency, or both, for soil and rock. The criteria may be supplemented by more specific criteria and requirements. An individual user can also use it to judge the qualification of an agency. The existence of a formal accrediting body such as a federal, state, or independent agency is not necessary for the use of this standard.
Note 1: Users of this practice should be aware that certain of these requirements may not be achievable and/or applicable to work performed outside of the United States of America (U.S.A.). In such cases, users should make sure that all necessary modifications are made to these requirements such as to render them appropriate to each specific set of circumstances.  
4.2 The intent of this practice is to provide a consensus basis for evaluating a testing or inspection agency, or both, with respect to that agency's capability to objectively and competently provide the specific services needed by the user.  
4.3 This practice may be used as a basis for accreditation.  
4.4 The users of an accredited agency must review the agency's scope of accreditation to make sure the agency has been accredited for its technical competence to perform the tasks requested by the user.
SCOPE
1.1 This practice establishes minimum qualifications for agencies engaged in the testing and inspection of soil and rock. Minimum requirements for field and laboratory personnel are defined. The practice also covers the establishment and maintenance of a quality system.  
1.2 Criteria are provided for evaluating the capability of an agency to properly perform designated tests on soil and rock, and for establishing essential characteristics pertaining to an agency's organization, personnel, facilities, and quality system. This practice may be supplemented by more specific criteria and requirements for particular projects.  
1.3 This practice can be used as a basis to evaluate testing and inspection agencies, or both, and is intended for use for the qualifying or accrediting, or both, of testing or inspection agencies, public or private, engaged in the testing and inspection of soil and rock as used in engineering design and construction.  
1.4 To qualify for accreditation to this standard, the agency must include at least five standards relating to testing methods, inspection methods, or both, from the standards covered under the jurisdictions of Committee D18, in its certificate of accreditation.  
1.5 This practice is applicable to all standards which include a reference to Practice D3740.  
1.6 The text of this standard references notes and footnotes that provide explanatory material. These notes and footnotes (excluding those in tables and figures) shall not be considered as requirements of the standard.
