Requirements and test methods for electronic cigarette devices
This document is applicable to electronic cigarettes and similar vapour producing devices intended for the production of aerosol from e-liquids for consumption by inhalation. It is applicable to devices intended for use with or without nicotine content in the aerosol produced. This standard is also applicable to e-liquid containers, filling mechanisms and accessories, electrical and other, intended for use with electronic cigarettes and similar vapour producing devices.
This standard specifies the minimum safety and technical requirements for electronic cigarette devices, e-liquid containers, and associated accessories when operated and maintained in the manner prescribed by the manufacturer.
Anforderungen und Prüfverfahren für elektronische Zigarettengeräte
Dieses Dokument gilt für elektronische Zigaretten und vergleichbare Dampf erzeugende Geräte, die für die Erzeugung von Aerosol aus E-Liquids zur Inhalation vorgesehen sind. Dieses Dokument ist anwendbar für Geräte, die zur Verwendung mit oder ohne Nikotingehalt im erzeugten Aerosol vorgesehen sind. Diese Spezifikation gilt außerdem für E-Liquid-Behälter, Füllvorrichtungen und elektrisches sowie sonstiges Zubehör, das zur Verwendung mit elektronischen Zigaretten und vergleichbaren Dampf erzeugenden Geräten vorgesehen ist.
Diese Spezifikation legt die Mindestanforderungen an die Sicherheit und die Technik für elektronische Zigarettengeräte, E-Liquid-Behälter und entsprechendes Zubehör fest, wenn diese in der vom Hersteller vorgegebenen Weise betrieben und behandelt werden.

Le présent document est applicable aux cigarettes électroniques et autres dispositifs similaires produisant de la vapeur, destinés à la production d’aérosol à partir d’e‐liquides pour l’inhalation. Il est applicable aux dispositifs destinés à être utilisés avec ou sans teneur en nicotine dans l’aérosol produit. La présente norme est également applicable aux conteneurs d’e‐liquide, aux mécanismes de remplissage et accessoires, électriques ou autres, destinés à être utilisés avec des cigarettes électroniques et autres dispositifs similaires produisant de la vapeur.
La présente norme spécifie les exigences techniques et de sécurité minimales pour les cigarettes électroniques, les conteneurs d’e‐liquide et les accessoires associés lorsqu’ils sont utilisés et entretenus de la manière prescrite par le fabricant.

Ta dokument se uporablja za elektronske cigarete in podobne pripomočke, ki proizvajajo paro, namenjeno za proizvodnjo aerosola iz e-tekočin za vdihavanje. Uporablja se za pripomočke, namenjene za uporabo z nikotinom ali brez vsebnosti nikotina v proizvedenem aerosolu. Ta standard se uporablja tudi za vsebnike za e-tekočine, polnilne mehanizme in dodatke, električne in druge, namenjene za uporabo z elektronskimi cigaretami in podobnimi pripomočki, ki proizvajajo paro.
Ta standard določa minimalne varnostne in tehnične zahteve za elektronske cigarete, vsebnike za e-tekočino in pripadajoče dodatke, kadar se upravljajo in vzdržujejo na način, ki ga je predpisal proizvajalec.

This Technical Specification (CEN/TS) was approved by CEN on 26 October 2018 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.

Introduction
Electronic cigarettes, also called e-cigarettes, electronic cigarette devices or electronic nicotine vapor
delivery systems are usually battery-operated devices that people use to inhale an aerosol, which
typically contains nicotine (though not always), flavourings, and other chemicals. The vapor is generated
by heating a fluid often called e-liquid.
This document offers definitions, recommendation, references to other existing standards as well as best
practice solutions like test methods to minimize the risk for the consumer using e-cigarette devices.
Where no reference methods or standards could be identified, it is essential to further investigate the
need for the development of such methods.
The recommendations given in this document are relevant to all the various product types currently
available, as well as to those that will be developed. Not all elements of these recommendations will apply
to every type of product, but the definitions may be used to identify recommendations for specific
products, or parts of products, within this diverse sector.
In the absence of national regulations this standard can provide state of the art guidance for safe
e-cigarettes and e-liquids.
1 Scope
