Low-voltage switchgear and controlgear assemblies - Part 4: Particular requirements for assemblies for construction sites (ACS)

IEC 61439-4:2012 defines the specific requirements of ACS as follows: - ASSEMBLIES for which the rated voltage does not exceed 1 000 V in case of a.c. or 1 500 V in case of d.c.; - ASSEMBLIES where the nominal primary voltage and the nominal secondary voltage of transformers incorporated in ACS are within the limits specified above; - ASSEMBLIES intended for use on construction sites, both indoors and outdoors, i.e. temporary places of work to which the public do not generally have access and where building construction, installation, repairs, alteration or demolition of property (buildings) or civil engineering (public works) or excavation or any other similar operations are carried out; - transportable (semi-fixed) or mobile ASSEMBLIES with enclosure. The manufacture and/or assembly may be carried out other than by the original manufacturer. This first edition of IEC 61439-4 cancels and replaces the second edition of IEC 60439-4 (2004), and constitutes a technical revision. This edition includes the following significant technical changes with respect to the last edition of IEC 60439-4: - modification of the title as 'Part 4: Particular requirements for assemblies for construction sites (ACS)'; - alignment on IEC 61439-1 regarding the structure and technical content, as applicable; - to allow comparison with tested ACS.

La CEI 61439-4:2012 définit les exigences particulières de l'EC comme suit: - ENSEMBLES dont la tension assignée ne dépasse pas 1 000 V en courant alternatif ou 1 500 V en courant continu; - ENSEMBLES dont les valeurs nominales des tensions primaire et secondaire des appareils de transformation incorporés dans les ensembles de chantier (EC) sont dans les limites spécifiées ci-dessus; - ENSEMBLES destinés à équiper des chantiers, à l'intérieur et à l'extérieur, c'est-à-dire des lieux de travail temporaires qui ne sont pas normalement accessibles au public et où sont exécutés des travaux de construction, d'équipement, de réparation, de modification ou de démolition d'immeubles (bâtiments) ou d'ouvrage d'art (travaux publics) ou encore des travaux de terrassement ou tout autres travaux analogues; - ENSEMBLES de type transportable (semi-fixe) ou mobile avec enveloppe. La fabrication et/ou l'assemblage peuvent être réalisés par un constructeur autre que le constructeur d'origine. Cette première édition de la CEI 61439-4 annule et remplace la deuxième édition de la CEI 60439-4 (2004), dont elle constitue une révision technique. Cette édition inclut les modifications techniques importantes suivantes par rapport à la dernière édition de la CEI 60439-4: - modification du titre en 'Partie 4: Exigences particulières pour ensembles de chantiers (EC)'; - alignement sur la CEI 61439-1 pour ce qui concerne la structure et le contenu technique, le cas échéant; - pour permettre la comparaison avec les EC soumis aux essais.

Sestavi nizkonapetostnih stikalnih in krmilnih naprav - 4. del: Posebne zahteve za sestave na gradbiščih (ACS) (IEC 61439-4:2012)

Ta del standarda 61439 določa naslednje posebne zahteve za sestave na gradbiščih (ACS):
– SESTAVE, za katere nazivna napetost ne presega 1000 V v primeru izmeničnega toka ali 1500 V v primeru enosmernega toka;
– SESTAVE, pri katerih sta nazivna primarna napetost in nazivna sekundarna napetost
transformatorjev, vgrajenih v sestave na gradbiščih, v zgoraj določenih mejah;
– SESTAVE, namenjene za uporabo na gradbiščih znotraj in zunaj, tj. začasnih deloviščih, do katerih javnost na splošno nima dostopa ter kjer se izvajajo gradbena konstrukcijska dela, inštalacije, popravila, spremembe ali rušenje posesti (stavb) ali gradbeniška dela (javna dela) ali izkop ali katere koli druge podobne dejavnosti;
– prenosne (polpritrjene) ali mobilne SESTAVE z ogrodjem. Proizvodnjo in/ali sestavljanje lahko izvaja oseba, ki ni prvotni proizvajalec. Ta standard se ne uporablja za posamezne naprave in samostojne dele, kot so zaganjalniki, varovalčna stikala, elektronska oprema itd., ki so skladni z ustreznimi standardi za izdelek. Ta standard se ne uporablja za SESTAVE za uporabo v administrativnih središčih gradbišč (pisarne, garderobe, prostori s SESTAVI, jedilnice, restavracije, spalni prostori, toaletni prostori itd.). Zahteve za električno zaščito, ki jo zagotavlja oprema, izdelana v skladu s tem mednarodnim standardom, so podane v standardu IEC 60364-7-704.

submitted to the IEC-CENELEC parallel vote and approved by CENELEC as EN 61439-4:2013.

EN 60439-4:2004:
- modification of the title as “Part 4: Particular requirements for assemblies for construction sites
(ACS);

This standard is to be read in conjunction with EN 61439-1:2011.

The provisions of the general rules dealt with in EN 61439-1 (hereinafter referred to as Part 1) are only
applicable to this standard insofar as they are specifically cited. When this standard states “addition”,
“modification” or “replacement”, the relevant text in Part 1 is to be adapted accordingly.

applicable for the ACS.

In Spain wiring rules (RD 842/2002) require a minimum degree of protection of IP 45 for
enclosures, switchgear and controlgear, socket-outlets and other installation elements
intended for outdoor construction sites.

In Norway, the test shall be carried out at an ambient temperature (20 ± 5) ºC immediately
after the assembly has been kept at a temperature corresponding to the minimum ambient

Standard SIST EN 61439-4 (sl), Sestavi nizkonapetostnih stikalnih in krmilnih naprav – 4. del: Posebne
zahteve za sestave na gradbiščih (ACS), 2013, ima status slovenskega standarda in je istoveten
evropskemu standardu EN 61439-4 (en), Low-voltage switchgear and controlgear assemblies – Part 4:
Assemblies for construction sites (ACS), 2013.

Ta standard nadomešča SIST EN 60439-4:2005.

NACIONALNI PREDGOVOR
Mednarodni standard IEC 61439-4:2012 je pripravil tehnični odbor Mednarodne elektrotehniške komisije
IEC/TC 17 Sestavi nizkonapetostnih stikalnih in krmilnih naprav, potrdil pa tehnični odbor Evropskega
komiteja za standardizacijo v elektrotehniki CLC/SR 121B Sestavi nizkonapetostnih stikalnih in krmilnih
naprav. Slovenski standard SIST EN 61439-4:2013 je prevod evropskega standarda EN 61439-4:2013.
V primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je potrdil tehnični odbor SIST/TC SKA Stikalni
in krmilni aparati.
Odločitev za privzem tega standarda je v aprilu 2013 sprejel tehnični odbor SIST/TC SKA Stikalni in
krmilni aparati.

Predgovor k evropskemu standardu

Besedilo dokumenta 17D/460/FDIS, poznejša prva izdaja IEC 61439-4, ki ga je pripravil pododbor SC
17D Sestavi nizkonapetostnih stikalnih in krmilnih naprav pri tehničnem odboru Mednarodne
elektrotehniške komisije IEC/TC 17 Stikalne in krmilne naprave, je bilo predloženo v vzporedno
glasovanje IEC-CENELEC in ga je CENELEC sprejel kot EN 61439-4:2013.

Določeni so bili naslednji roki:
– zadnji datum, do katerega mora EN dobiti status
nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo (dop)  2013-09-20
– zadnji datum, ko je treba razveljaviti nacionalne standarde,
ki so z EN v nasprotju (dow) 2015-12-20
Ta dokument nadomešča EN 60439-4:2004.

‒ naslov je bil spremenjen v "4. del: Posebne zahteve za sestave na gradbiščih (ACS)";

‒ izvedena je bila uskladitev z EN 61439-1 glede na strukturo in tehnične vsebine, kot je ustrezno;

‒ omogoča primerjavo s preskušenimi sestavi na gradbiščih.

Ta standard je treba brati v povezavi z EN 61439-1:2011.

Določila splošnih pravil, ki jih obravnava EN 61439-1 (v nadaljnjem besedilu: 1. del), se uporabljajo za
ta standard samo, če so izrecno navedena. Kadar ta standard navaja "dodatek", "spremembo" ali
"zamenjavo", je treba ustrezno besedilo v 1. delu ustrezno prilagoditi.

Podtočke, ki so oštevilčene s 101 (102, 103 itd.), so dodane isti podtočki v 1. delu.

Preglednice in slike v tem 4. delu, ki so nove, so oštevilčene s številkami od 101 naprej.

Novi dodatki v tem 4. delu so označeni s črkami AA, BB itd.

V tem standardu so izrazi, napisani z velikimi tiskanimi črkami, definirani v točki 3.

Pozornost bralca naj bo usmerjena v dejstvo, da dodatek AA navaja vsa določila o različnih praksah, ki
so v nekaterih državah bolj začasnega značaja in se nanašajo na predmet tega standarda.

Upoštevati je treba, da so nekateri elementi tega dokumenta lahko predmet patentnih pravic. CENELEC
[in/ali CEN] ni odgovoren za identifikacijo katerekoli ali vseh teh pravic.

Ta standard zajema Načela elementov varnostnih ciljev za električno opremo, konstruirano za uporabo
znotraj določenih napetostnih mej (LVD – 2006/95/EC).

Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dala CENELEC, in podpira bistvene zahteve direktive Evropske unije.

Za zvezo z direktivo Evropske unije glej informativni dodatek ZZ, ki je sestavni del tega dokumenta.

Razglasitvena objava
Besedilo mednarodnega standarda IEC 61439-4:2012 je CENELEC odobril kot evropski standard brez
kakršnekoli spremembe.
V uradni verziji je treba v Literaturi dodati opombe k naslednjim standardom:

IEC 60309-1 OPOMBA Harmoniziran kot EN 60309-1.

IEC 60309-2 OPOMBA Harmoniziran kot EN 60309-2.

IEC 60364 (skupina) OPOMBA Harmoniziran kot HD 60364 (skupina) (delno spremenjen).

Normativna sklicevanja na mednarodne publikacije z njihovimi ustreznimi
evropskimi publikacijami
Za uporabo tega standarda so nujno potrebni spodaj navedeni dokumenti. Pri datiranih dokumentih velja
samo navedena izdaja. Pri nedatiranih dokumentih velja najnovejša izdaja dokumenta (vključno z
morebitnimi spremembami).
OPOMBA: Kadar je bila mednarodna publikacija spremenjena s skupnimi spremembami, označenimi z (mod), se uporablja
ustrezni EN/HD.

Posebni nacionalni pogoji
Posebni nacionalni pogoji: nacionalne karakteristike ali prakse, ki jih ni mogoče spremeniti niti po
dolgem obdobju, npr. podnebne razmere, pogoji za električne ozemljitve.
OPOMBA: Če to vpliva na harmonizacijo, je to del evropskega standard/harmonizacijskega dokumenta.
Za države, na katere se relevantni posebni nacionalni pogoji nanašajo, so te določbe normativne, za
druge države pa so informativne.

se uporablja za ACS.

Na Norveškem morajo biti sestavi, primerni za normalno obratovanje pri

temperaturi okolice, nižji od –25 °C, tudi v skladu z zahtevami te publikacije.

8.2.2
V Španiji zahtevajo pravila za ožičenje (RD 842/2002) najmanjšo stopnjo zaščite

IP 45 za okrove, stikalne in krmilne naprave, vtičnice in druge inštalacijske
elemente, namenjene za zunanja gradbišča.

10.2.6.1
Na Norveškem je treba preskus izvesti pri temperaturi okolice (20 ± 5) ºC takoj

potem, ko je bil sestav hranjen pri temperaturi, ki ustreza najnižji temperaturi
okolice, določeni za ACS, za čas, ki ni krajši od 12 ur.

Na Švedskem nacionalni zakoni in predpisi zahtevajo najnižjo delovno temperaturo

–25 °C.

Pokritje bistvenih zahtev evropske Direktive 2004/108/ES

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko
združenje za prosto trgovino dala CENELEC, in s svojim področjem uporabe pokriva vse pomembne
bistvene zahteve, navedene v 1. členu Priloge I k Direktivi ES 2004/108/ES.

Skladnost s tem standardom zagotavlja enega od načinov skladnosti s predpisanimi bistvenimi
zahtevami zadevne direktive.
OPOZORILO: Za proizvode, ki sodijo na področje uporabe tega standarda, se lahko uporabljajo tudi
druge zahteve in druge direktive EU.
