The manufacture and/or assembly may be carried out other than by the original manufacturer. This first edition of IEC 61439-4 cancels and replaces the second edition of IEC 60439-4 (2004), and constitutes a technical revision. 1 Scope
NOTE Throughout this standard, the abbreviation ACS (ASSEMBLY for construction site, see 3.1.101) is used for
a low-voltage switchgear and controlgear assembly intended for use on construction and similar sites.
This part of 61439 defines the specific requirements of ACS as follows:
– ASSEMBLIES for which the rated voltage does not exceed 1 000 V in case of a.c. or 1 500 V
in case of d.c.;
– ASSEMBLIES where the nominal primary voltage and the nominal secondary voltage of
transformers incorporated in ACS are within the limits specified above;
– ASSEMBLIES intended for use on construction sites, both indoors and outdoors, i.e.
temporary places of work to which the public do not generally have access and where
building construction, installation, repairs, alteration or demolition of property (buildings)
or civil engineering (public works) or excavation or any other similar operations are carried
out;
– transportable (semi-fixed) or mobile ASSEMBLIES with enclosure.
The manufacture and/or assembly may be carried out other than by the original manufacturer.
This standard does not apply to individual devices and self-contained components, such as
motor starters, fuse switches, electronic equipment, etc. which will comply with the relevant
product standards.
This standard does not apply to ASSEMBLIES for use in the administrative centres of
construction sites (offices, cloakrooms, ASSEMBLY rooms, canteens, restaurants, dormitories,
toilets, etc.).
Requirements for electrical protection provided by equipment manufactured according to this
International Standard are given in IEC 60364-7-704.

The ASSEMBLY manufacturer shall provide each ACS with one or more labels, marked in a
durable manner and located in a place such that they are visible and legible when the ACS is
installed and in operation.
Compliance is checked according to the test of 10.2.7 and by inspection.
The following information regarding the ACS shall be provided on the label(s):
a) ASSEMBLY manufacturer's name or trade mark (see 3.10.2);
b) type designation or identification number or any other means of identification, making it
possible to obtain relevant information from the ASSEMBLY manufacturer;
c) means of identifying date of manufacture;
d) IEC 61439-4;
e) type of current (and the frequency in the case of a.c.);
f) rated voltage (U ) (of the ACS) (see 5.2.1);

The manufacturer of the ACS should specify in its technical documentation supplied with the
ACS the other types of assemblies which may be connected to it. This information should
indicate whether the compatibility is based upon the type of system earthing employed and/or
on the need for co-ordination of the electrical protection within the complete installation.
The manufacturer should furnish the appropriate documentation for the purpose to maintain
the protective measures and the co-ordination of the protective devices within the complete
installation.
7 Service conditions
This clause of Part 1 is applicable except as follows.

Ta standard nadomešča SIST EN 60439-4:2005.

NACIONALNI PREDGOVOR
Mednarodni standard IEC 61439-4:2012 je pripravil tehnični odbor Mednarodne elektrotehniške komisije
IEC/TC 17 Sestavi nizkonapetostnih stikalnih in krmilnih naprav, potrdil pa tehnični odbor Evropskega
komiteja za standardizacijo v elektrotehniki CLC/SR 121B Sestavi nizkonapetostnih stikalnih in krmilnih
naprav. Slovenski standard SIST EN 61439-4:2013 je prevod evropskega standarda EN 61439-4:2013.
V primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je potrdil tehnični odbor SIST/TC SKA Stikalni
in krmilni aparati.
Odločitev za privzem tega standarda je v aprilu 2013 sprejel tehnični odbor SIST/TC SKA Stikalni in
krmilni aparati.

Besedilo dokumenta 17D/460/FDIS, poznejša prva izdaja IEC 61439-4, ki ga je pripravil pododbor SC
17D Sestavi nizkonapetostnih stikalnih in krmilnih naprav pri tehničnem odboru Mednarodne
elektrotehniške komisije IEC/TC 17 Stikalne in krmilne naprave, je bilo predloženo v vzporedno
glasovanje IEC-CENELEC in ga je CENELEC sprejel kot EN 61439-4:2013.

Določeni so bili naslednji roki:
– zadnji datum, do katerega mora EN dobiti status
nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo (dop)  2013-09-20
– zadnji datum, ko je treba razveljaviti nacionalne standarde,
ki so z EN v nasprotju (dow) 2015-12-20
Ta dokument nadomešča EN 60439-4:2004.

‒ naslov je bil spremenjen v "4. del: Posebne zahteve za sestave na gradbiščih (ACS)";

‒ izvedena je bila uskladitev z EN 61439-1 glede na strukturo in tehnične vsebine, kot je ustrezno;

‒ omogoča primerjavo s preskušenimi sestavi na gradbiščih.

Ta standard je treba brati v povezavi z EN 61439-1:2011.

Določila splošnih pravil, ki jih obravnava EN 61439-1 (v nadaljnjem besedilu: 1. del), se uporabljajo za
ta standard samo, če so izrecno navedena. Kadar ta standard navaja "dodatek", "spremembo" ali
"zamenjavo", je treba ustrezno besedilo v 1. delu ustrezno prilagoditi.

Podtočke, ki so oštevilčene s 101 (102, 103 itd.), so dodane isti podtočki v 1. delu.

Predgovor
1. Mednarodna elektrotehniška komisija (IEC) je svetovna organizacija za standardizacijo, ki združuje vse nacionalne
elektrotehnične komiteje (nacionalni komiteji IEC). Cilj IEC je pospeševati mednarodno sodelovanje v vseh vprašanjih
standardizacije s področja elektrotehnike in elektronike. V ta namen poleg drugih aktivnosti izdaja mednarodne standarde,
tehnične specifikacije, tehnična poročila, javno dostopne specifikacije (PAS) in vodila (v nadaljevanju: publikacije IEC). Za
njihovo pripravo so odgovorni tehnični odbori; vsak nacionalni komite IEC, ki ga zanima obravnavana tema, lahko sodeluje
v tem pripravljalnem delu. Prav tako lahko v pripravi sodelujejo mednarodne organizacije ter vladne in nevladne ustanove,
ki so povezane z IEC. IEC deluje v tesni povezavi z mednarodno organizacijo za standardizacijo ISO skladno s pogoji,
določenimi v soglasju med obema organizacijama.
2. Uradne odločitve ali sporazumi IEC o tehničnih vprašanjih, pripravljeni v tehničnih odborih, kjer so prisotni vsi nacionalni
komiteji, ki jih tema zanima, izražajo, kolikor je mogoče, mednarodno soglasje o obravnavani temi.
3. Publikacije IEC imajo obliko priporočil za mednarodno uporabo ter jih kot takšne sprejmejo nacionalni komiteji IEC. Čeprav
IEC skuša zagotavljati natančnost tehničnih vsebin v publikacijah IEC. IEC ni odgovoren za način uporabe ali za možne

4. Da bi se pospeševalo mednarodno poenotenje, so nacionalni komiteji IEC v svojih nacionalnih in regionalnih standardih
dolžni čim pregledneje uporabljati mednarodne standarde. Vsako odstopanje med standardom IEC in ustreznim nacionalnim
ali regionalnim standardom je treba v slednjem jasno označiti.
5. IEC sam ne izvaja potrjevanja skladnosti. Storitve ugotavljanja skladnosti in na nekaterih območjih tudi dostop do znakov
skladnosti IEC izvajajo neodvisni certifikacijski organi. IEC ni določil nobenega postopka v zvezi z označevanjem kot znakom
strinjanja in ne prevzema nikakršne odgovornosti za storitve, ki jih izvajajo neodvisni certifikacijski organi. opremo, ki je

krmilnih naprav pri tehničnem odboru IEC 17 Stikalne in krmilne naprave.

Ta prva izdaja IEC 61439-4 razveljavlja in nadomešča drugo izdajo IEC 60439-4 (2004) ter je tehnično
revidirana.
Ta izdaja vsebuje naslednje pomembne tehnične spremembe glede na zadnjo izdajo IEC 60439-4:

‒ naslov je bil spremenjen v "4. del: Posebne zahteve za sestave na gradbiščih (ACS)";

‒ izvedena je bila uskladitev z IEC 61439-1 glede na strukturo in tehnične vsebine, kot je ustrezno;

‒ omogoča primerjavo s preskušenimi sestavi za gradbišča.

1 Področje uporabe
OPOMBA: V tem standardu se kratica ACS (SESTAV za gradbišče, glej 3.1.101) uporablja za sestav nizkonapetostnih
stikalnih in krmilnih naprav, namenjen za uporabo na gradbiščih in podobnih krajih.

Ta del standarda 61439 opredeljuje specifične zahteve za ACS takole:

— SESTAVI, pri katerih naznačena napetost ne presega 1 000 V izmenične napetosti ali 1 500 V
enosmerne napetosti;
— SESTAVI, pri katerih sta nazivna primarna in nazivna sekundarna napetost transformatorjev na
gradbiščih v okviru zgoraj navedenih omejitev;

— SESTAVI, namenjeni za uporabo na gradbiščih, tako v zaprtih prostorih kot na prostem, tj. na
začasnih delovnih mestih, do katerih javnost splošno nima dostopa in kjer se izvajajo gradnja

— prenosni (delno pritrjeni) ali mobilni SESTAVI z okrovom.

Proizvodnjo in/ali montažo lahko izvajajo tudi drugi in ne samo izvirni proizvajalec.

Ta standard se ne uporablja za posamezne naprave in samostojne komponente, kot so npr. motorski
zaganjalniki, varovalčna stikala, elektronska oprema itd., ki so skladne z ustreznimi standardi za
proizvode.
Ta standard se ne uporablja za SESTAVE, namenjene za uporabo v upravnih centrih gradbišč (pisarnah,
garderobah, montažnih prostorih, menzah, restavracijah, domovih, straniščih itd.).

Zahteve za električno zaščito, zagotovljeno z opremo, ki je izdelana v skladu s tem mednarodnim
standardom, so navedene v standardu IEC 60364-7-704.
