Measurement procedures of magnetic field levels generated by electronic and electrical apparatus in the railway environment with respect to human exposure

The scope of this product-family standard is limited to apparatus, systems and fixed installations which are intended for use in the railway environment. The frequency range covered is 0 Hz to 300 GHz. Technical considerations and measurements are necessary for frequencies up to 20 kHz because no relevant field strengths are expected above due to the physical nature of EMF-sources in the railway environment. The object of this standard is to provide measurement and calculation procedures of electric and magnetic field levels generated by electronic and electrical apparatus in the railway environment with respect to human exposure. The regulations regarding the protection of human being during exposure to non-ionizing electromagnetic fields in the railway environment are different within the countries of European Community. This standard offers a procedure regarding measurement, simulation and evaluation. At present two European documents regarding EMF have to be considered: a) Council Recommendation 1999/519/EC of 12 July 1999 (see Bibliography); b) Directive 2004/40/EC (see Bibliography). The measurement procedures and points of measurement cover also the aspect of persons bearing active implantable medical devices. NOTE 1 Not covered is the risk assessment for persons bearing active implants in magnetic field generated by electronic and electrical apparatus in the railway environment. Not covered are personal electronic devices (e.g. mobile phones, notebooks, wireless communication systems etc.) of passengers and workers. Not covered are intentional transmitters with frequencies higher than 20 kHz. NOTE 2 These apparatus (with a working frequency of 9 kHz or higher) are covered by R&TTE Directive and have to comply also with LVD (Low Voltage Directive). In this view these apparatus have also limitation of EM fields or a “safety-distance” for these apparatus must be given.

Der Anwendungsbereich dieser Produktfamilien Norm ist begrenzt auf Geräte, Systeme und ortsfeste Anlagen, die im Eisenbahnbereich eingesetzt werden. Der abgedeckte Frequenzbereich beträgt 0 Hz bis 300 GHz. Technische Betrachtungen und Messungen sind in einem Frequenzbereich bis zu 20 kHz erforderlich, da oberhalb bedingt durch die physikalischen Eigenschaften der EMF-Quellen keine relevanten Feldstärken im Bahnbereich erwartet werden. Das Ziel dieser Norm ist die Festlegung geeigneter Mess- und Berechnungsverfahren von elektrischen und magnetischen Feldern, die durch elektronische und elektrische Geräte in der Bahnumgebung erzeugt werden, hinsichtlich der menschlichen Exposition. Die Bestimmungen bezüglich des Personenschutzes während der Exposition in nicht ionisierenden elektromagnetischen Feldern in der Bahnumgebung sind unterschiedlich in den Ländern der Europäischen Gemeinschaft. Diese Norm bietet ein Vorgehen bezüglich Messung, Simulation und Berechnung an. Derzeit sind zwei Europäische Dokumente bezüglich EMF in Betracht zu ziehen: a) Ratsempfehlung 1999/519/EG vom 12. Juli 1999 (siehe Literaturhinweise); b) Richtlinie 2004/40/EG (siehe Literaturhinweise). Die Messverfahren und Messorte decken auch den Aspekt von Trägern aktiver implantierbarer medizinischer Geräte mit ab. ANMERKUNG 1 Die Risikobewertung für Träger aktiver implantierbarer medizinischer Geräte in Magnetfeldern, die durch elektronische und elektrische Geräte in der Bahnumgebung erzeugt werden, wird nicht betrachtet. Nicht betrachtet werden persönliche elektronische Geräte (z. B. Funktelefone, Notebooks, drahtlose Kommunikationssysteme etc.) von Fahrgästen und Arbeitnehmern. Nicht betrachtet werden Sendefunkgeräte mit Arbeitsfrequenzen über 20 kHz. ANMERKUNG 2 Diese Sendefunkgeräte (mit einer Arbeitsfrequenz von 9 kHz oder höher) sind im Anwendungsbereich der R&TTE Richtlinie und müssen ebenfalls die NSR (Niederspannungsrichtlinie) einhalten. Diesbezüglich haben diese Geräte eine Begrenzung der erlaubten EMFelder oder es muss für diese Geräte ein „Sicher-heitsabstand“ angegeben werden.

Procédures de mesure des niveaux de champ magnétique générés par les appareils électriques et électroniques dans l'environnement ferroviaire en regard de l'exposition humaine

Le domaine d’application de cette norme de famille de produits est limité aux appareils, systèmes et installations fixes destinés à être utilisés dans l’environnement ferroviaire. La gamme de fréquences couverte est comprise entre de 0 Hz et 300 GHz. Des considérations techniques et des mesures sont nécessaires pour des fréquences jusqu’à 20 kHz parce qu’aucune intensité de champ correspondante n’est prévue au-dessus de cette fréquence, en raison de la nature physique des sources d’EMF dans l’environnement ferroviaire. L’objet de cette norme est de fournir des procédures de mesure et de calcul des niveaux de champ magnétique et électrique générés par des appareils électroniques et électriques dans l’environnement ferroviaire en regard de l’exposition humaine. La réglementation relative à la protection des êtres humains au cours d’une exposition aux champs électromagnétiques non-ionisants dans l’environnement ferroviaire est différente au sein de la Communauté Européenne en fonction des pays. Cette norme propose une procédure relative à la mesure, la simulation et l’évaluation. Actuellement deux documents européens relatifs aux champs électromagnétiques (EMF) doivent être pris en compte: a) Recommandation du Conseil 1999/519/CE du 12 juillet 1999 (voir la Bibliographie); b) Directive 2004/40/CE (voir la Bibliographie). Les procédures et points de mesure couvrent également l’aspect relatif aux personnes équipées de dispositifs médicaux implantables actifs. NOTE 1 L'évaluation du risque pour les personnes équipées de dispositifs médicaux implantables actifs, dans un champ magnétique généré par de l'appareillage électrique et électronique dans l'environnement ferroviaire n'est pas couverte. Les dispositifs électroniques personnels des passagers et des travailleurs (par exemple, les téléphones mobiles, les ordinateurs portables, les systèmes de communication sans fil etc.) ne sont pas couverts. Les émetteurs intentionnels de fréquences supérieures à 20 kHz ne sont pas couverts. NOTE 2 Ces appareils (avec une fréquence de fonctionnement de 9 kHz ou supérieure) sont couverts par la directive R&TTE et doivent également être conformes à la DBT (Directive Basse Tension). C’est pourquoi soit ces appareils ont aussi une limite de champ électromagnétique, soit une “distance de sécurité” doit être donnée pour ces appareils.
