The object of the IEC is to promoteinternational co-operation on all questions concerning standardization in the electrical and electronic fields. Tothis end and in addition to other activities, the IEC publishes International Standards. Their preparation isentrusted to technical committees; any IEC National Committee interested in the subject dealt with mayparticipate in this preparatory work. International, governmental and non-governmental organizations liaisingwith the IEC also participate in this preparation. The IEC collaborates closely with the International Organizationfor Standardization (ISO) in accordance with conditions determined by agreement between the twoorganizations.2)The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, aninternational consensus of opinion on the relevant subjects since each technical committee has representationfrom all interested National Committees.3)The documents produced have the form of recommendations for international use and are published in the formof standards, technical specifications, technical reports or guides and they are accepted by the NationalCommittees in that sense.4)
In order to promote international unification, IEC National Committees undertake to apply IEC InternationalStandards transparently to the maximum extent possible in their national and regional standards. Anydivergence between the IEC Standard and the corresponding national or regional standard shall be clearlyindicated in the latter.5)
The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for anyequipment declared to be in conformity with one of its standards.6)Attention is drawn to the possibility that some of the elements of this International Standard may be the subjectof patent rights. The IEC shall not be held responsible for identifying any or all such patent rights. This part of IEC 61557 has been prepared by IEC technical committee 85: Measuringequipment for electrical and electromagnetic quantities. The text of this standard is based on the following documents:FDISReport on voting85/203/FDIS85/206/RVDFull information on voting for the approval of this standard can be found in the report on votingindicated in the above table. This publication has been drafted in accordance with the ISO/IEC Directives, Part 3.The committee has decided that this publication remains valid until 2005. At this date, inaccordance with the committee's decision, the publication will be•reconfirmed;•withdrawn;•replaced by a revised edition; or•amended. This part 9 of IEC 61557 shall be used in conjunction with part 1.

61557-9 © IEC:1999– 7 –ELECTRICAL SAFETY IN LOW VOLTAGE DISTRIBUTION SYSTEMSUP TO 1 000 V AC AND 1 500 V DC –EQUIPMENT FOR TESTING, MEASURING OR MONITORINGOF PROTECTIVE MEASURES –Part 9: Equipment for insulation fault location in IT systems1 ScopeThis part of IEC 61557 specifies the requirements for insulation fault location systems whichlocalize insulation faults in any part of the system in unearthed IT a.c. systems and unearthedIT a.c. systems with galvanically connected d.c. circuits having nominal voltages up to 1 000 Va.c., as well as in unearthed IT d.c. systems with voltages up to 1 500 V d.c., independent ofthe measuring principle. This part is to be used in conjunction with IEC 61557-1.NOTE 1 – IT systems are described in IEC 60364-4-41 amongst other literature. Additional data for a selection ofdevices in other standards should be noted.NOTE 2 – Further information on insulation fault location can be found in the following standards: IEC 60364-4-41,subclause 413.1.5.4, and IEC 60364-5-53, subclause 531.3.NOTE 3 – An insulation fault location system usually consists of several functional modules (see figure 1). All orsome of the functional modules may be combined in one device. The functional modules and a short description oftheir function are mentioned below:–insulation monitoring device according to IEC 61557-8;–control device, portable or permanently installed: the control device specifies the sequence of the testprocedure and contains logical operations for insulation fault location and for fault alarm;–test device, portable or permanently installed: the test device contains the test current generator;–coupling unit, portable or permanently installed: the coupling unit in combination with the test device constitutesthe connection to the system to be monitored;–residual current transformer or current clamp: these are used for the detection of the test current and areconnected to an evaluator;–evaluator, portable or permanently installed: the residual current transformers are connected to the evaluator todetect the test current.NOTE 4 – Note 3 gives an example of the functional modules in insulation fault location systems. The combinationof modules may vary depending on the version (portable or permanently installed).NOTE 5 – Insulation fault location systems with an independent test current source may also be used for insulationfault location in de-energized systems.2 Normative referencesThe following normative documents contain provisions which, through reference in this text, constitute provisions of this part of IEC 61557. For dated references, subsequent amendmentsto, or revisions of, any of these publications do not apply. However, parties to agreementsbased on this part of IEC 61557 are encouraged to investigate the possibility of applying themost recent editions of the normative documents indicated below. For undated references, thelatest edition of the normative document referred to applies. Members of IEC and ISO maintainregisters of currently valid International Standards.
