This standard is concerned with conducted disturbances in the frequency range from 0 kHz to 9 kHz, with an extension up to 148,5 kHz specifically for mains signalling systems. It gives compatibility levels for public low voltage a.c. distribution systems having a nominal voltage up to 420 V, single-phase or 690 V, three-phase and a nominal frequency of 50 Hz or 60 Hz.

Methods of measurement of the suppression characteristics of passive EMC filtering devices

CISPR 17:2011 specifies methods to measure the radio interference suppression characteristics of passive EMC filtering devices used in power and signal lines, and in other circuits. The defined methods may also be applied to combinations of over-voltage protection devices and EMC filtering devices. The measurement method covers the frequency range from 9 kHz to several GHz depending on the device and test circuit. The standard describes procedures for laboratory tests (type tests) as well as factory tests. The suppression characteristics of EMC filters and components used for the suppression of EM disturbances, are a function of numerous variables such as impedance of the circuits to which they connect, operating voltage and current, and ambient temperature. This standard specifies uniform test methods that will enable comparison of filtering and suppression characteristics determined by test laboratories or specified by manufacturers. Measurement procedures are provided for unbiased and bias conditions. Measurements under bias conditions are performed to determine potential non-linear behaviour of the EMC filtering devices such as saturation effects in inductors with magnetic cores. This testing serves to show the usability in a specific application (such as frequency converters that produce high amplitudes of common mode pulse current and thus may drive inductors into saturation). Measurement under bias conditions may be omitted if the non-linear behaviour can be determined by other methods (e.g. separate saturation measurement of the inductors used). The first edition of CISPR 17 (1981) prescribed the measurement methods of insertion loss mainly for power-line filters. Today, however, many types of sophisticated EMC filters and suppression components can be found in various electronic devices. Those filters need to be characterized using standardized measurement methods. New methods for measurement of impedance and S-parameters for such EMI devices are included in this second edition.

This Technical Report is applicable to any non-exempt military equipment. This Technical Report does not affect the requirements to meet military standards. This Technical Report only covers aspects related to EMC as covered by the EMC Directive 2004/108/EC and other directives that address EMC. In this respect there is no distinction between civilian and defence equipment. For the purpose of this Technical Report the term “military” is equivalent to the term “defence”. Annex B describes Article 346 and Annex C provides the associated EC Council List of items under Article 346 [12]. The definitions in EMC Directive 2004/108/EC of “apparatus” and “fixed installations” as applied to military equipment are considered and guidance is given on applicability with the use of flow diagrams. For apparatus, the use of military standards to demonstrate compliance with the EMC Directive by using various assessment methods that do not use harmonised standards and a “gap” analysis tool for comparison of military standard results with harmonised standards is presented. This Technical Report also covers fixed installations using military equipment, and their impact on neighbouring environments. The conformity assessment procedures of EMC Directive 2004/108/EC have been reviewed and guidance given on the applicability and contents of detailed technical EMC assessment. Annex J includes some case studies to help clarify the extent and use of this Technical Report.

This European Standard specifies limits and methods of measurement for disturbance emissions and immunity characteristics of aftermarket equipment (ESAs) which are referenced by Automotive EMC Directive 2004/104/EC, Annex I, 3.2.9, and which are not related to immunity-related functions of vehicles as defined in Automotive EMC Directive 2004/104/EC, Annex I, 2.1.12. Any equipment (or part of an ESA) which has a primary function of radio transmission and/or reception according to the ITU Radio Regulations are excluded from the scope of this publication. This European Standard covers the frequency range 9 kHz to 400 GHz. To date, it specifies limits and methods of measurement for conducted and radiated disturbances from ESAs in the frequency range 30 MHz to 1 GHz and immunity requirements for conducted transients. The assessment of an ESA needs to be performed only in the frequency ranges where limits are defined. The emission requirements have been selected so as to ensure that disturbances generated by ESAs operating normally do not exceed a level that could prevent the vehicle or apparatus external to the vehicle from operating as intended. Fault conditions are not taken into account. Not all disturbance phenomena have been included for testing purposes in this standard but only those considered as relevant for the equipment covered by this standard. As ESAs covered by this standard are not related to immunity-related function, only the following electromagnetic disturbance phenomena are evaluated: • broadband and narrowband radiated electromagnetic disturbances; • conducted transient disturbances; • conducted transient immunity. Accessories that are not connected directly to the vehicle harness, but only via a special interface are normally excluded from vehicular EMC requirements.

Compatibility levels are specified for electromagnetic disturbances of the types which can be expected in public medium voltage power supply systems, for guidance in: a) the limits to be set for disturbance emission into public power supply systems (including the planning levels defined in 3.1.5); b) the immunity limits to be set by product committees and others for the equipment exposed to the conducted disturbances present in public power supply systems. The disturbance phenomena considered are: voltage fluctuations and flicker, harmonics up to and including order 50, inter-harmonics up to the 50th harmonic, voltage distortions at higher frequencies (above 50th harmonic), voltage dips and short supply interruptions, voltage unbalance, transient overvoltages, power frequency variation, d.c. components, mains signalling. The medium-voltage systems covered by this standard are public distribution systems supplying either: a) private installations in which equipment is connected directly or through transformers, or b) substations feeding public low-voltage distribution systems.

The shielding protection is measured for the purpose of demonstrating that the enclosure provides adequate shielding of electromagnetic energy to support acceptable performance of the complete assembled units when tested to applicable IEC standards. The purpose of this standard is to provide a repeatable means for evaluating the electromagnetic shielding performance of empty mechanical enclosures, including cabinets and subracks, and to specify a marking code to allow a manufacturer to select an enclosure with a known capability for attenuating electromagnetic fields. The requirements for immunity to various types of electromagnetic disturbances, including lightning and high-altitude electro-magnetic pulse (HEMP) will need to be considered by manufacturers when determining the need for application of this standard for specific equipment and applications, and for the specific enclosure shielding requirements which are necessary as a function of frequency.
