What are the key requirements of SIST EN 54-4:1997/A1:2003?
Performance and test coverage
The amendment uses Annex ZA to map the standard to essential characteristics that matter for fire safety use in buildings. Table ZA.1 links clauses in the standard to performance under fire condition, operational reliability and durability of that reliability under temperature, vibration, electrical stability and humidity.

Annex ZA sets the attestation of conformity system as System 1 for fire detection and fire alarm power supply equipment used for fire safety. The manufacturer is responsible for factory production control and for testing samples taken at the factory under a prescribed test plan. A Notified Product Certification Body carries out type testing, factory inspection and continuous or periodic surveillance of factory production control.
This matters because compliance is not just a one-off test. The manufacturer has to keep a documented production control system running, and the certification body has to verify both the product and the ongoing production process.
Type testing must represent normal production, and earlier tests can be used only when they match the same attestation system and a sufficiently similar product. If design, materials, suppliers or the production process change in a way that could affect performance, the relevant type testing has to be repeated.
Annex ZA also sets the CE marking and documentation rules. The product and its commercial documentation have to identify the Notified Product Certification Body and the EC certificate of conformity, and the accompanying documents have to include the manufacturer details, product description, type or model designation and the data required by Clause 7.1 or a uniquely identifiable reference to it.
The declaration of conformity and the certificate of conformity also have defined content. For a manufacturer, this is the paperwork trail that supports CE marking and shows which product, which production site and which certification body are involved.
Who uses SIST EN 54-4:1997/A1:2003?
Manufacturers of power supply equipment for fire detection and fire alarm systems use SIST EN 54-4:1997/A1:2003 to design products, run factory production control and prepare technical documentation. Notified Product Certification Bodies use it to type test products, inspect factories and supervise ongoing production control.
Quality managers, test laboratories and conformity assessment teams use it to plan test conditions, record results and decide whether design changes require retesting. Buyers, specifiers and installers in building fire safety use it to check that the equipment they select fits the standard’s scope and marking route.

This document (EN 54-4:1997/A1:2002) has been prepared by Technical Committee CEN/TC 72 "Fire detection
and fire alarm systems", the secretariat of which is held by BSI.
This Amendment to the European Standard EN 54-4:1997 shall be given the status of a national standard, either
by publication of an identical text or by endorsement, at the latest by June 2003, and conflicting national standards
shall be withdrawn at the latest by December 2005.
This document has been prepared under a mandate given to CEN by the European Commission and the European
Free Trade Association, and supports essential requirements of EU Directive(s).

ZA.1 Scope and relevant clauses
This European Standard has been prepared under the mandate M/109 given to CEN by the European Commission
and the European Free Trade Association.
The clauses of this European Standard, shown in this annex, meet the requirements of the Mandate given under
the EU Construction Products Directive (89/106/EEC).
Compliance with these clauses confers a presumption of fitness of the construction product covered by this
European Standard for its intended use according to clause 1 (Scope) of this standard.
WARNING: Other requirements and other EU Directives may be applicable to the product(s) falling within the
scope of this standard.
NOTE 1 In addition to any specific clauses relating to dangerous substances contained in this standard, there
may be other requirements applicable to the products falling within its scope (e.g. transposed European legislation
and national laws, regulations and administrative provisions). These requirements need also to be complied with,
when and where they apply.

The products covered by this standard are assumed to operate, in an event of fire, before the fire
becomes so large as to affect their functioning. There is therefore no requirement to function when
