Test for sustained combustibility of liquids (ISO 9038:2002)

The standard describes a pass/fail procedure for use with paint and related products to determine whether or not a product has the ability to sustain combustionunder specified conditions.

In vielen nationalen und internationalen Vorschriften wird die Entzündungsgefahr von Flüssigkeiten nach ihrem mit einem anerkannten Verfahren bestimmten Flammpunkt klassifiziert. Einige dieser Vorschriften lassen eine Erniedrigung der Gefahrenstufe zu, wenn die Flüssigkeit bei einer bestimmten Temperatur oder bei bestimmten Temperaturen nicht weiterbrennt. Diese Internationale Norm legt ein Ja/nein-Verfahren fest, mit dem bestimmt wird, ob ein flüssiges Produkt, das auf Grund seines Flammpunktes als "entzündlich" eingestuft würde, bei der/den in den betreffenden Vorschriften angegebenen Temperatur/en selbstunterhaltend weiterbrennen kann oder nicht.
ANMERKUNG 1   In den Empfehlungen der Vereinten Nationen zum Transport von gefährlichen Gütern sind Temperaturen von 60,5 °C bis 75,0 °C festgelegt.
Das Verfahren ist anwendbar bei Gemischen wie Beschichtungsstoffe (einschließlich wasserverdünnbarer Beschichtungsstoffe), Lackbindemittel, Lösemittel, Mineralöl- oder ähnliche Produkte, die einen Flammpunkt haben. Es ist nicht anwendbar zum Beurteilen der Feuergefährlichkeit von flüssigen Beschichtungen.
ANMERKUNG 2   Dieses Prüfverfahren für das Weiterbrennen kann zusätzlich zum Prüfverfahren für den Flammpunkt zum Beurteilen der Feuergefährlichkeit eines Produktes eingesetzt werden. Besondere Vorsicht ist beim Übertragen von Ergebnissen aus Versuchen im Labor auf Verhältnisse in der Praxis geboten, da sich große Mengen von Flüssigkeiten anders verhalten können als kleine Proben.

De nombreux règlements nationaux et internationaux classent les liquides présentant un risque d'inflammabilité sur la base de leur point d'éclair, déterminé par une méthode reconnue. Certains de ces règlements autorisent une dérogation si le produit concerné ne peut pas «entretenir la combustion» à une ou plusieurs températures spécifiées. La présente Norme internationale spécifie une méthode «tout ou rien» pour déterminer si un produit liquide, qui serait classé comme «inflammable» du fait de son point d'éclair, a ou n'a pas la capacité d'entretenir une combustion à la température ou aux températures spécifiées dans les règlements pertinents.
Le mode opératoire est applicable aux peintures (y compris les dispersions à l'eau), vernis, liants, solvants, produits pétroliers ou apparentés et aux adhésifs, qui ont un point d'éclair. Elle n'est pas applicable aux surfaces peintes en ce qui concerne leur comportement au feu.

Foreword
The text of ISO 9038:2002 has been prepared by Technical Committee ISO/TC 35 "Paints and
varnishes” of the International Organization for Standardization (ISO) and has been taken over
as EN ISO 9038:2003 by Technical Committee CEN/TC 139 "Paints and varnishes", the
secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of
an identical text or by endorsement, at the latest by May 2004, and conflicting national standards
shall be withdrawn at the latest by May 2004.
According to the CEN/CENELEC Internal Regulations, the national standards organizations of
the following countries are bound to implement this European Standard: Austria, Belgium, Czech

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO

Introduction
A product with a flash point within a given range may continue to burn after initial ignition, while a similar product,
although it has a similar flash point, may not. This International Standard describes a method for discriminating
between those products that, after ignition under controlled laboratory conditions and subsequent removal of the
flame, sustain combustion and those which do not.
The method determines whether a flammable product, when maintained at a selected test temperature and under
the conditions of test, gives off sufficient flammable vapour at this temperature to cause ignition when an external
source of flame is applied in a standard manner, and continues to generate sufficient vapour to burn when the ignition
source is removed.
This method of test does not determine the flash point of the product under test but, by means of a pass/fail
procedure, merely determines if it sustains combustion at a selected test temperature, as may be required to comply
with laws or regulations relating to the storage, transport and use of flammable products. Before performing this test,
it will normally be necessary to determine either the actual flash point of the material or the temperature range in
which the flash point is located.
The apparatus specified in this International Standard enables a result to be determined by a rapid procedure using
a small test portion (2ml).

and to determine the applicability of regulatory limitations prior to use.
1 Scope
Many national and international regulations classify liquids as presenting a flammable hazard on the basis of their
flash point, as determined by a recognized method. Some of these regulations allow a derogation if the substance
cannot “sustain combustion” at some specified temperature or temperatures. This International Standard specifies a
pass/fail procedure to determine whether or not a liquid product, that would be classified as “flammable” by virtue of
its flash point, has the ability to sustain combustion at the temperature or temperatures specified in the appropriate
regulations.

NOTE 1 In the United Nations Recommendations on the Transport of Dangerous Goods, temperatures of 60,5 C and 75,0 C
are specified.
The procedure is applicable to paints (including water-borne paints), varnishes, paint binders, solvents, petroleum or
related products and adhesives, which have a flash point. It is not applicable to painted surfaces in respect of
assessing their potential fire hazards.
NOTE 2 This test method can be used in addition to the test method for flash point in assessing the fire hazard of a product.
Particular care needs to be taken in translating results from small-scale tests to large-scale (real-life) situations, as liquids in large
quantities may not behave in the same way as small samples because geometry and the surface-to-volume ratio affect rates of
heat transfer and evaporation from the surface.

sustained combustibility
the behaviour of a material, under specified test conditions, whereby its vapour can be ignited by an external ignition
source and, after ignition, sufficient flammable vapour is produced for burning to continue after the source of ignition
has been removed

flash point
the lowest temperature of a test portion, corrected to a barometric pressure of 101,3 kPa, at which application of an
ignition source causes the vapour of the test portion to ignite, under the specified conditions of test
4Principle
A specified volume of sample is introduced into a concave depression, the test portion well, in a metal block that is
maintained at the test temperature. After a specified time a test flame is applied.
The ability of the product to sustain combustion is assessed on the basis of its ability to ignite, when exposed to a test
flame, and whether it continues to burn after the standard flame has been removed, under the specified conditions of
test.
5 Apparatus
5.1 Combustibility tester, as specified in annex A.
5.2 Hotplate or other suitable heating device, fitted with a temperature control device and which, in contact with
