Overview

SIST EN 14044:2005/oprA1:2008 is a European Standard developed by CEN/TC 192, focusing on high rise aerial appliances for fire service use, specifically turntable ladders with sequential movements. This standard sets out essential safety and performance requirements alongside test methods to ensure operational reliability and user safety for fire-fighting equipment. The 2008 amendment (prA1) updates the original 2005 version to align with the revised Machinery Directive 2006/42/EC, maintaining its status as a harmonized standard within the European Union.

The amendment emphasizes strict manufacturing requirements for load-bearing components such as cables and chains, enhanced operator instructions, and detailed maintenance guidance to optimize safety during emergency operations. Its scope supports fire service units using turntable ladders as critical aerial appliances for fire and rescue missions.

Key Topics

  • Load-bearing components:

    • Only certified cables with a minimum safety factor of 7 are used for ladder sets, requiring at least two independent cable systems with equal load distribution.
    • Chains must have a safety factor of at least 6, forbidding the use of round link steel chains, and require independent anchorage for multiple parallel chains.
  • Operating instructions:

    • Detailed information on vibration exposure to the hand-arm and whole-body systems is mandatory, with thresholds clearly specified to protect operators from harmful vibrations.
    • Additional information on radiation emitted by the machinery must be provided, particularly concerning non-ionizing radiation risks.
  • Commissioning and maintenance:

    • Manufacturers must provide comprehensive test reports detailing static and dynamic test results.
    • Maintenance information includes explicit criteria for the repair and replacement of critical parts, like wire ropes and chains, to ensure ongoing safety.
  • Marking and identification:

    • Turntable ladders must display clear manufacturer identification, year of construction, machinery designation, nominal power (in kW), and the mass of the typical configuration to aid traceability and compliance.
  • Compliance with EU directives:

    • The amendment ensures conformity with the EU Machinery Directive 2006/42/EC, providing presumption of conformity when the standard is properly implemented, with informative annexes highlighting relationships with EU regulations.

Practical Applications

This standard is essential for manufacturers, fire services, and certification bodies involved in the design, production, testing, and operation of turntable ladders with sequential movements. By adhering to SIST EN 14044:2005/oprA1:2008, stakeholders can:

  • Enhance firefighter safety by ensuring all safety-critical components meet rigorous strength and reliability criteria.
  • Facilitate regulatory compliance within the EU market, maintaining the status of these aerial appliances as harmonized machinery under EU law.
  • Improve operational reliability of turntable ladders through standardized testing methods that validate performance under static and dynamic conditions.
  • Provide clear guidance and information to end-users on risks such as vibration exposure and radiation, thus reducing occupational hazards.
  • Support consistent maintenance practices that prolong the lifespan and functionality of equipment, ensuring readiness during firefighting operations.

Related Standards

SIST EN 14044:2005/oprA1:2008 is linked closely with other European and international standards in fire service equipment and machinery safety, including:

  • EN 1846 - Mobile elevating work platforms - Safety rules and design requirements relevant to aerial appliances.
  • EN 131 - Ladders – Safety and performance requirements applicable to portable ladders used in fire and rescue contexts.
  • Machinery Directive 2006/42/EC - EU essential health and safety requirements for machinery, ensuring harmonized compliance across member states.
  • ISO 14567 - Fire-fighting equipment standards focusing on aerial work platforms and ladders.

These related standards complement EN 14044 by covering broader aspects of equipment safety, design, and user protection in firefighting contexts.

By following SIST EN 14044:2005/oprA1:2008, fire service organizations and manufacturers ensure the deployment of reliable, safe, and compliant turntable ladders capable of meeting demanding rescue scenarios at height while protecting personnel throughout their use.

Foreword
This document (EN 14044:2005/prA1:2008) has been prepared by Technical Committee CEN/TC 192 “Fire
service equipment”, the secretariat of which is held by BSI.
This document is currently submitted to the Unique Acceptance Procedure.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directive(s).
For relationship with EU Directive(s), see informative Annexes ZA and ZB, which are integral parts of this
document.
The reason for amending the published standard EN 14044:2005 are as follows:
The revision of the EC-Machinery Directive 98/37/EC into 2006/42/EC requires the modification of published
European Standards cited in the Official Journal of the European Communities under that Directive. If no
amendment is made by the committee experts, then the standard would be updated with an Annex Z stating
that it does NOT meet the requirements of 2006/42/EC. This would result in the standard being removed from
the Official Journal and becoming a non-harmonized standard.
To keep the published standard EN 14044:2005 as a harmonized standard it was carefully checked against
the new EC-Machinery Directive 2006/42/EC and it was established that EN 14044:2005 meets the Essential
Health and Safety Requirements (EHSR) of the new EC-Machinery Directive 2006/42/EC in nearly all
requirements of the standard. Only a few requirements were established for a necessary amendment.
