Overview

EN 13573:2009 - "Inland navigation vessels - Anchoring, coupling, towing, hauling and mooring systems" (CEN) defines safety requirements for the arrangement, accessibility and marking of anchoring, coupling, towing, hauling and mooring systems on inland navigation vessels. The standard applies to commercial inland craft (not recreational craft under Directive 94/25/EEC) and covers equipment selection, installation, operation access and protection measures to reduce risk to crew and other vessels.

Key topics and technical requirements

  • Anchoring systems
    • Anchor chains or wire ropes to meet studless chain requirements (EN 14330) or ISO 2408 for wire ropes.
    • Anchor swivel breaking force ≥ 20% above the chain/wire minimum breaking force.
    • Windlass (EN 13711) required for anchors > 50 kg; motor drive for anchors > 500 kg. Windlasses may serve as hauling winches.
    • Chain stoppers, lockers and end fastenings to comply with EN 15271; safe operator positioning and access per EN 13281.
    • Anchor hawses/pockets to allow automatic lowering/raising and prevent damage to other vessels.
  • Coupling systems
    • Pushing systems (platforms/shoulders/horns) and mechanical or hydraulic coupling devices; must keep coupled vessels fixed relative to each other and not extend beyond push-tow width.
    • If wire ropes are used, at least two coupling/tensioning devices required; ropes led close to deck and spliced/covered.
    • Coupling devices to meet EN ISO 6218; fairleads and roller fairleads per EN 15272 parts 2–3.
    • Cross-overs and safe passage between coupled vessels per EN 790/EN 13056 or EN 13574.
  • Towing systems
    • Towing hooks or winches (EN 13711); rope grabs on both sides of stern towing beam.
    • Safe remote release capability: releasing force limits cited for wheelhouse operation.
  • Hauling and mooring
    • Bollards, cleats, cable stoppers and rope tubs to meet specified requirements; rope leading equipment per EN 15272 series.

Practical applications and users

  • Target users: shipbuilders, naval architects, ship operators, port authorities, safety managers, inspectors and designers of inland navigation vessels.
  • Use cases:
    • Designing and installing safe anchoring/coupling/towing equipment on barges, push-tows and inland cargo vessels.
    • Preparing technical specifications for newbuilds or retrofits to meet EU national standards.
    • Conducting surveys, risk assessments and crew training focused on safe access, marking and operation of mooring and towing gear.
