Overview

SIST EN 790:2002 is a European Standard developed by CEN that specifies safety, design, and dimensional requirements for stairs with inclination angles of 45° to 60° used in the working areas of inland navigation vessels. This standard focuses strictly on stairs with at least two steps in professional or crew zones and does not apply to stairs located in passenger areas. The document ensures that stairs provide safe, reliable access within key operating sections of a vessel and covers types, required dimensions, surface characteristics, handrails/railings, headroom, strength, and fire resistance.

Note: For less steep stairs (30° to <45°), EN 13056 should be used in preference where possible.

Key Topics

SIST EN 790:2002 addresses several important areas to ensure compliance and safety on inland navigation vessels:

  • Inclination Angles: Applies to stairs installed at angles between 45° and 60°, ensuring accessibility and safety within confined vessel working spaces.

  • Dimensional Requirements: Dictates minimum and maximum measurements for step depth, stair breadth, space between steps, and handrail height to promote uniformity and safety.

  • Safety Features:

    • Slip-resistant Treads: Steps and landings must have non-slip surfaces to reduce the risk of falls.
    • Handrails and Railings: Handholds are required for stairs with up to three steps; stairs with more than three steps must have railings or handrails on both sides, with intermediate rails where appropriate.
    • Headroom: Specifies a minimum headroom to prevent injury.
    • Strength and Load Requirements: Stairs, platforms, and handrails must withstand prescribed loads without deformation or damage.
    • Fire Resistance: Stairs are required to be constructed from non-combustible material, such as steel.
  • Landings and Platforms: Landings at the top and bottom of stairs must meet specified size and safety requirements, including railing installation according to EN 711.

  • Manufacturer’s Declaration: Manufacturers must provide a declaration of conformity to SIST EN 790:2002 for any stair supplied.

Applications

SIST EN 790:2002 is critically important for:

  • Shipbuilders, designers, and engineers who are responsible for the construction and outfitting of working areas on inland navigation vessels.
  • Quality assurance and safety inspectors enforcing the safe installation and maintenance of stairs aboard cargo, service, and technical vessels operating on rivers, canals, and other inland waterways.
  • Operators and crew who rely on compliant stair installations to ensure safe movement between decks and different workspaces, particularly in areas like machinery rooms, decks, and control spaces.
  • Manufacturers of marine stair components seeking to ensure products meet European statutory and safety requirements for inland waterway vessels.

Related Standards

Professionals referencing SIST EN 790:2002 should also consider the following European standards for optimal safety and compliance:

  • EN 13056: Inland navigation vessels – Stairs with inclination angles of 30° to <45° – Requirements, types
  • EN 711: Inland navigation vessels – Railings for decks – Requirements, types
  • EN 22768-1 (ISO 2768-1): General tolerances for linear and angular dimensions
  • European Council Directive 82/714/EEC: Technical requirements for inland waterway vessels

By adhering to SIST EN 790:2002, stakeholders ensure that stairs in working areas of inland navigation vessels conform to the latest safety and engineering best practices, promoting greater operability and reducing workplace risks.
