kSIST FprEN ISO 19085-20:2026 is a draft European standard prepared by CEN and ISO for the safety of woodworking machines. It specifies safety requirements and protective measures for horizontal cutting cross-cut sawing machines with one saw unit, also called radial arm saws, with manual loading and/or unloading of the workpiece and intended for continuous production use. Designers, manufacturers, suppliers, importers and machine users can use it to set the safety functions, guards, marking and instructions for these machines.
What does kSIST FprEN ISO 19085-20:2026 specify?
kSIST FprEN ISO 19085-20:2026 specifies the safety requirements for radial arm saws used for cross-cutting wood and similar materials, including certain aluminium and composite materials. It covers the machine through operation, adjustment and maintenance, and also takes account of transport, assembly, dismantling, disabling and scrapping, as well as reasonably foreseeable misuse.
The document excludes several machine types and situations, including machines for cross-cutting logs, roof timber frames, ripping, milling, sanding or drilling, machines with hydraulic braking or hydraulically powered actuators, machines with power-operated workpiece positioning, machines for explosive atmospheres, and machines made before publication of the document. It also states that hazards related to power-operated pivoting are not covered.
The standard follows the usual ISO 19085 structure: Clauses 1 to 3 cover scope, normative references and terms; Clauses 4 to 7 cover safety requirements, other hazards and information for use; and the annexes provide hazard listings, performance levels and test methods. Most clauses refer back to ISO 19085-1:2021 and either confirm, add to, or replace the common requirements.
| Annex | What it covers |
|---|---|
| Annex A | Significant hazards for these machines |
| Annex B | Performance levels required for safety functions |
| Annex C | Stability test |
| Annex D | Braking function test |
| Annex E | Impact test for guards |
| Annex F | Noise test code |
| Annex ZA | Relationship with Directive 2006/42/EC |
What are the key requirements of kSIST FprEN ISO 19085-20:2026?
kSIST FprEN ISO 19085-20:2026 focuses on control safety, guarding, machine geometry and user information. The main aim is to prevent unexpected movement, keep the operator out of the danger zone, and make the machine safe to set up, use and maintain.
Controls, starts and stops
Clause 4 ties several safety functions to Performance Level c (PL c). For power-operated cutting stroke, the saw blade rotation, powered clamping if fitted, and the closed movable guard must be in the correct state before the stroke can start, and the related safety-related parts of the control system must achieve PL c. This matters because the cut must not begin unless the machine is already in a safe configuration.
The standard also gives practical placement rules for controls. Start and stop controls for the saw spindle and clamping are to be grouped together in accessible positions, and machines with power-operated cutting stroke need a two-hand control at the front of the machine, within reach of the operator and below the workpiece support. The emergency stop for these machines must be close to the two-hand control.
For stopping, the machine with power-operated cutting stroke must first return the saw blade on the cutting stroke and then stop the tool drive in stop category 0 or 1. Clause 4.14 adds similar control logic for power-operated tilting of the saw unit: it is allowed only with initiation control or hold-to-run control, with the guard closed and the saw blade at rest.
Guards, access and moving parts
Clause 5.6 is the main guarding section. For machines with manually operated cutting stroke, access to the non-cutting area is blocked by a fixed top guard, and access to the cutting area is controlled either by a fixed guard with a slot for the stroke or by automatically adjustable guards. A front guard is also required and must be adjustable without tools. For machines with power-operated cutting stroke, the saw blade at rest is enclosed, blade change access is through an interlocking movable guard with guard locking, and the cutting area is protected by the two-hand control and an additional movable guard.
The document also limits movement of the saw unit. Pivoting around the vertical axis is limited to 70° on either side of perpendicular to the fence, and tilting around the horizontal axis is limited to 70° on either side of vertical. These limits help keep the blade and fence relationship predictable and reduce exposure to the blade.
The standard gives specific requirements for run-back and return movement. On manually operated machines the saw unit must return automatically to rest within 3 s, and on power-operated machines the return time after release of the two-hand control depends on the cutting stroke length. It also requires measures against accidental forward acceleration, especially on larger blades, and a mechanical end stop for the cutting stroke.
Stability, clamping, ejection and workpiece support
Annex C gives the stability test for machines with an integrated moving device. Clause 5.1 links to that test, and the machine must not move or tilt under the prescribed loading. Clause 5.2 also requires the workpiece support, fence and certain inserts to be made so they resist break-up hazards, with replaceable table inserts used where needed.
Clause 5.8 requires clamping devices to be positionable outside the cutting line, adjustable on pivoting machines, and able to provide at least 700 N over their full range. Clause 5.9 requires the blade rotation direction to direct the cutting force against the fence, and guards used to prevent ejection must be class B.
Clause 5.10 sets the workpiece support and fence arrangement. The fence is required on both sides of the cutting line, with a height and length suited to the blade size and the machine type. In practice, this keeps the workpiece guided and reduces the chance of blade contact outside the intended cut.
Other hazards, ergonomics and use information
Clause 6 adds requirements for noise, ergonomics, electricity, pneumatics, hydraulics, electromagnetic compatibility, laser, static electricity, isolation and maintenance. Annex F gives the noise test code, including the measurement time, microphone position and operating conditions. Clause 6.5 also sets practical ergonomic limits for support height, handle reach and the force needed to pull the saw unit forward.
Clause 7 requires marking and instructions that match the machine’s safety features. The machine must be marked with blade diameter limits, bore diameter and, where applicable, the monitored spindle speed. The instruction handbook must explain replacement of damaged fences and supports, adjustment of the fence for pivoting angles, safe use of round stock, periodic tests of safety devices, the minimum table cutting depth, the prohibition on milling tools, and the weekly check of the slot in the blade enclosure.
What terms does kSIST FprEN ISO 19085-20:2026 define?
- Horizontal cutting cross-cut circular sawing machine with one saw unit (radial arm saw) - a machine where the saw unit moves horizontally through the workpiece and then returns to rest, with the workpiece manually positioned and removed.
- Cutting stroke - the feed movement of the saw unit through the cut, followed by the return to the rest position.
- Initiation control - a control that, once actuated, enables power to specific machine actuators.
- Performance level (PL) - the level used for safety functions in Clauses 4 and 5.
- Performance level required (PLr) - the required performance level for each safety function, summarized in Annex B.
- SRP/CS - the safety-related parts of the control system whose performance level is specified for interlocks, time delay and similar safety functions.
Who uses kSIST FprEN ISO 19085-20:2026?
Designers, manufacturers, suppliers and importers use kSIST FprEN ISO 19085-20:2026 to design the machine, select guards and control functions, and write the instruction handbook. Machine users and employers use it to understand how the machine should be installed, operated and checked. Maintenance providers use it for safe adjustment, inspection and replacement of wear parts, while health and safety bodies and market surveillance authorities use it when assessing whether the machine follows the expected safety approach.
What changed in kSIST FprEN ISO 19085-20:2026 from the previous edition?
kSIST FprEN ISO 19085-20:2026 replaces EN 1870-11:2013 and EN 1870-17:2012. The foreword states that those two standards were technically revised and combined into this document.
Which standards are used with kSIST FprEN ISO 19085-20:2026?
- ISO 12100:2010 - provides the general principles for risk assessment and risk reduction, and supplies the base terminology used in Clause 3.
- ISO 13857:2019 - provides the safety distances used to keep limbs away from hazard zones, especially around openings and guards.
- ISO 19085-1:2021 - provides the common safety requirements for woodworking machines; this part confirms some of those clauses, adds machine-specific requirements, or replaces them where needed.
What does the kSIST FprEN ISO 19085-20:2026 document contain?
The document contains the core safety requirements in Clauses 4 to 7, together with examples and test methods in the annexes. It includes figures for radial arm saw arrangements, guarding layouts, workpiece support and an example spindle label, plus tables for significant hazards, required performance levels and noise operating conditions.
The normative annexes provide the test methods that support conformity work. Annex C covers stability, Annex D braking, Annex E guard impact and Annex F noise measurement and reporting. Annex ZA maps the standard to Directive 2006/42/EC for European conformity purposes.

Introduction
The ISO 19085 series provides technical safety requirements for the design and construction of
woodworking machinery, as well as for the content of the relevant instruction handbook. It concerns
designers, manufacturers, suppliers and importers of the machines specified in the Scope.
This document is a type-C standard as defined in ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (e.g. regulators, accident prevention organisations, market surveillance).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, for example, for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate in the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards (as defined in ISO 12100:2010), the requirements of this type-C standard take precedence over
the requirements of the other standards for machines that have been designed and built according to the
requirements of this type-C standard.
The full set of requirements for a particular type of woodworking machine are those given in the part of the
ISO 19085 series applicable to that type, together with the relevant requirements from ISO 19085-1:2021, to
the extent specified in the Scope of the applicable part of the ISO 19085 series.
As far as possible, the safety requirements of parts of the ISO 19085 series refer to the relevant clauses
of ISO 19085-1:2021. Each part includes replacements and additions to the common requirements given in
ISO 19085-1:2021.
All parts of the ISO 19085 series have the same structure, so that reference to ISO 19085-1:2021 is made
always and only from and to the same subclause number, last indent.
Clauses 1 to 3 are specific to each part and, therefore are distinct from ISO 19085-1:2021, Clauses 1 to 3.
For Clauses 4 to 7 and the annexes, each subclause in ISO 19085-1:2021, is cited as:
— confirmed as a whole;
— confirmed with additions;
— excluded in total; or
— replaced with specific text.
This is indicated by one of the following possible statements:
— “ISO 19085-1:2021, [subclause/Annex], applies.”;
