SIST EN 61010-1:2010/kprA2:2026 is the Slovenian adoption of Amendment 2 to EN 61010-1:2010, published by SIST. It updates the general safety requirements for electrical equipment for measurement, control, and laboratory use, including accessories, and is intended for manufacturers, test laboratories, certification teams, and technical committees that prepare related product standards.
What does SIST EN 61010-1:2010/kprA2:2026 specify?
SIST EN 61010-1:2010/kprA2:2026 specifies general safety requirements for electrical equipment for measurement, control, and laboratory use wherever the equipment is intended to be used. It is a product safety document, and the introduction says it is also meant to support technical committees writing standards for similar products.
The amendment is organized around Clause 1 on scope and aspects, Clause 2 on normative references, Clause 3 on terms and definitions, Clause 4 on assessment, tests, and environmental conditions, Clause 5 on marking and documentation, and hazard-specific clauses that follow. It also updates Annex K, Annex L, Annex O, and Annex P.
| Annex | What it covers |
|---|---|
| Annex K | Insulation requirements not covered by Clause 6.7 |
| Annex L | Index of defined terms |
| Annex O | Recurrent tests and tests after repair |
| Annex P | Electrochemical potentials |
What are the key requirements of SIST EN 61010-1:2010/kprA2:2026?
SIST EN 61010-1:2010/kprA2:2026 keeps the safety model centered on reducing hazards to a tolerable level for the OPERATOR, SERVICE PERSONNEL, and the surrounding area. It also makes clear that the document works with the manufacturer’s own risk assessment and risk reduction process, rather than replacing it.
Scope and application
The amendment states that the document applies to general safety requirements for the covered electrical equipment and accessories, including equipment that measures, indicates, monitors, inspects, analyses, or prepares materials. For equipment that detects and signals an imminent hazardous level, the document applies only when used with a standard that adds performance and reliability requirements, and otherwise Clause 17 is used for risk assessment.
In practice, this means a manufacturer must decide whether the equipment falls under the general standard alone or under a Part 2 standard as well. It also means that alarm and detection products need a clear safety strategy, not just electrical protection.
Exclusions and companion parts
SIST EN 61010-1:2010/kprA2:2026 excludes equipment already covered by other named standards, including household appliances, building electrical installations, low-voltage switchgear and controlgear assemblies, medical electrical equipment, audio/video and ICT equipment, power transformers and similar products, hand-held probe assemblies, and two-pole low-voltage voltage detectors. The introduction also points to the IEC 61010-2 series as the place where special product requirements are added for specific equipment types.
For users, that means the standard is the general base document, but not the only document to read. If the product is a centrifuge, refrigerating unit, control equipment, valve actuator, X-ray system, IVD device, or another named type, the matching Part 2 document must be used with it.
Assessment, test methods, and fault conditions
Clause 4 now frames conformity assessment around inspection, TYPE TESTS, and ROUTINE TESTS. It also requires testing both in reference test conditions and in SINGLE FAULT CONDITION, and it says manufacturers shall perform Annex F ROUTINE TESTS on all equipment produced with both HAZARDOUS LIVE parts and ACCESSIBLE conductive parts.
This matters because safety is not judged only on the finished design drawing. The equipment has to prove itself in normal operation and after one protection failure, which is how weak points are found before the product reaches users.
Environmental conditions used for safety evaluation
Clause 4 distinguishes normal environmental conditions from extended environmental conditions. The normal set covers indoor use and the usual limits for altitude, temperature, humidity, mains variation, transient and temporary overvoltages, and pollution degree, while the extended set covers outdoor use, higher altitude, wider temperature or humidity ranges, stronger overvoltages, and WET LOCATION when the manufacturer rates the equipment for them.
For designers and test houses, this means the declared environment is part of the safety case. A product intended for a harsher site needs the construction, insulation, and test plan to match that site.
Marking, supply information, and symbols
Clause 5 updates what has to be marked on the equipment and what can be moved into the documentation. It covers external electrical supply sources, supply voltage, frequency or type of supply, rated input power or current, and clear indication of selectable voltage settings.
This is important because the marking tells installers and users how to connect the equipment correctly and how to avoid using the wrong supply setting. The clause also updates symbol use for power, earth, protective conductor, shock warning, hot surface, radiation, and other safety indications.
Protection against the main hazards
The hazard clauses update the treatment of temperature, fluids, radiation, acoustic noise, hazardous substances, explosion, and implosion. Clause 10 covers temperatures of accessible surfaces, windings, non-metallic enclosures, and insulating materials; Clause 11 covers IP code use, solid foreign objects, fluid pressure, leakage, and overpressure safety devices; Clause 12 covers ionizing radiation, optical radiation, microwave radiation, and acoustic noise.
In practical terms, this is where the document turns safety intent into measurable checks. A manufacturer has to show that accessible parts, fluid systems, radiation sources, and noise output stay within the applicable safety approach for the product.
Insulation and creepage/clearance rules
Annex K updates the insulation requirements not covered elsewhere, including CLEARANCE, CREEPAGE DISTANCE, solid insulation, printed wiring boards, thin-film insulation, and secondary circuits derived from MAINS CIRCUITS. It also ties the required distances and withstand tests to the applicable OVERVOLTAGE CATEGORY and WORKING VOLTAGE.
For engineering teams, Annex K is the main design and verification reference for electrical separation. It is the part that turns voltage stress, pollution degree, and circuit type into concrete insulation choices, test voltages, and inspection points.
What terms does SIST EN 61010-1:2010/kprA2:2026 define?
SIST EN 61010-1:2010/kprA2:2026 defines a set of safety terms so the requirements can be applied consistently.
- ACCESSIBLE - a part that can be touched with the specified test finger or test pin.
- HAZARD - a potential source of HARM.
- HAZARDOUS LIVE - capable of causing electric shock or electric burn.
- MAINS - the external low-voltage a.c. or d.c. supply system that powers the equipment.
- NORMAL USE - operation, including stand-by, according to the instructions for use or the obvious intended purpose.
- SINGLE FAULT CONDITION - a condition in which one protection means is defective or one fault is present that could lead to a hazardous situation.
- REASONABLY FORESEEABLE MISUSE - use that is not intended by the supplier but may result from predictable human behaviour.
- OVERVOLTAGE CATEGORY - the numeral used to define a transient overvoltage condition.
Who uses SIST EN 61010-1:2010/kprA2:2026?
SIST EN 61010-1:2010/kprA2:2026 is used by manufacturers of electrical measurement, control, and laboratory equipment when they design products and prepare conformity evidence. It is also used by test laboratories and certification teams when they run type tests, fault-condition tests, and routine tests.
Technical committees use it when drafting Part 2 product standards for specific equipment, and SERVICE PERSONNEL use its language when checking repairs and recurrent tests. The document is relevant wherever the equipment must be safe for OPERATOR use, maintenance, and installation in laboratory, control, and related technical environments.

403 4.1.1 Conformity assessment
404 This document also specifies methods of checking conformity to the requirements of this
405 document. These are included in the conformity statements in all clauses of the document and
406 specifically in 4.3 and 4.4. The methods include inspection, TYPE TESTS and ROUTINE TESTS.
407 4.1.2 TYPE TESTS
408 In this document are TYPE TESTS to be carried out on samples of equipment or parts. Their only
409 purpose is to check that the design and construction ensure conformity with this document. In
410 addition, manufacturers shall perform the ROUTINE TESTS of Annex F on 100 % of equipment
411 produced which has both HAZARDOUS LIVE parts and ACCESSIBLE conductive parts.
412 The equipment shall at least meet the requirements of this document. It is permissible to exceed
413 the requirements. If, in this document, a lower limit is specified for a conformity value, then the
414 equipment may demonstrate a larger value. If an upper limit is specified for a conformity value,
415 the equipment may demonstrate a lower value.
416 Tests on subassemblies that meet the requirements of the relevant standards specified in this
417 document, and used in accordance with them, need not be repeated during TYPE TESTS of the
418 whole equipment.
419 Conformity with the requirements of this document is checked by carrying out all applicable
420 tests, except that a test may be omitted if examination of the equipment and design
421 documentation demonstrates conclusively that the equipment would pass the test. Tests are
422 carried out both under reference test conditions (see 4.3) and under fault conditions (see 4.4).
423 Where conformity statements in this document require inspection, this may include examination
424 of the equipment by measurement, examination of the markings on the equipment, examination
425 of the instructions supplied with the equipment, examination of the data sheets of the materials
426 or components from which the equipment is manufactured, etc. In each case, the inspection will
427 either demonstrate that the equipment meets the applicable requirements, or will indicate that
428 further testing is required.
429 Where the intended use or equipment functions present RISKS other than those mitigated in
430 Clauses 6 to 13 and Clause 16, Clause 17 is used to demonstrate such RISKS are reduced to a
431 tolerable level.
432 If, when carrying out a conformity test, there is any uncertainty about the exact value of an
433 applied or measured quantity (for example voltage) due to the tolerance:
434 a) manufacturers should ensure that at least the specified test value is applied;
435 b) test houses should ensure that no more than the specified test value is applied.
436 4.1.3 Environmental conditions
437 4.1.3.1 Normal environmental conditions
438 This document applies to equipment designed to be safe at least under the following conditions:
439 a) indoor use;
440 b) altitude up to 2 000 m;
441 c) ambient temperature 5 °C to 40 °C;
442 d) maximum relative humidity 80 % for temperatures up to 31 °C decreasing linearly to
443 50 % relative humidity at 40 °C;
444 e) MAINS supply voltage fluctuations up to ±10 % of the nominal voltage;
445 f) TRANSIENT OVERVOLTAGES up to the levels of OVERVOLTAGE CATEGORY ll;
446 NOTE 1 These levels of TRANSIENT OVERVOLTAGE are typical for equipment supplied from the building wiring.
447 g) TEMPORARY OVERVOLTAGES occurring on the MAINS supply;
448 h) applicable POLLUTION DEGREE of the intended environment (POLLUTION DEGREE 2 in most
449 cases).
450 NOTE 2 Manufacturers can specify more restricted environmental conditions for operation.

544 4.4 Testing in SINGLE FAULT CONDITION
545 4.4.1 General
546 Replace the existing text with the following new text:
547 The following requirements apply.
548 a) The equipment design, circuit diagrams, specifications, and operating instructions shall be
549 examined to identify the fault conditions which are liable to result in HAZARDOUS SITUATIONS
550 and which, therefore, shall be applied.
551 b) Fault tests shall be made as specified for checking conformity, unless it can be
552 demonstrated that no HAZARD could arise from a particular fault condition.
553 c) The equipment shall be operated under the least favourable combination of reference test
554 conditions (see 4.3). These combinations may be different for different faults and they shall
555 be recorded for each test. If the environmental limits of the reference test conditions (see
556 4.3) do not allow realistic assessment of SINGLE FAULT CONDITIONS, the test shall be
557 conducted at the least favourable RATED environmental conditions of the equipment.
558 d) SOFTWARE used in a SAFETY FUNCTION shall be considered to provide protection during
559 fault condition testing only if compliant with requirements of Clause 15. For SOFTWARE not
560 evaluated to Clause 15, the SOFTWARE function shall be disabled and is not considered a
561 SINGLE FAULT CONDITION.
563 4.4.2 Application of fault conditions
564 4.4.2.1 General
565 Replace the existing text with the following new text:
566 Fault conditions shall include:
567 1) Any fault conditions determined as applicable through the examination of the equipment as
568 required in clause 4.4.1.
569 2) Applicable fault conditions specified in 4.4.2.2 to 4.4.2.15.
570 3) Any fault condition specified in Clauses 6 to 16 dealing with the protection against each
571 HAZARD.
572 The fault conditions shall be applied only one at a time and shall be applied in turn in any
573 convenient order. Multiple simultaneous faults shall not be applied unless they are a
574 consequence of an applied fault.
575 NOTE For example, fans are stopped one fan at a time unless they share a common power or control source. In
576 that case, the common fans are stopped simultaneously by interrupting the power or control source.
577 After each application of a fault condition, the equipment or part shall pass the applicable tests
578 of 4.4.4.
580 4.4.2.7 MAINS transformers
581 Replace the existing title and subclauses of 4.4.2.7 with this following new title and subclauses:

582 4.4.2.7 Transformers relied upon for safety
583 4.4.2.7.1 General
584 The output windings of transformers shall be short-circuited as specified in 4.4.2.7.2, and
585 overloaded as specified in 4.4.2.7.3.
586 A transformer damaged during one test may be repaired or replaced before the next test.
587 Tests for transformers tested as separate components are specified in 14.6.
588 Switch mode transformers and other pulse driven transformers shall be tested in the circuitry,
589 by short-circuiting an applicable component or connecting a load in parallel with the component.
590 4.4.2.7.2 Short circuit
591 Each untapped output winding, and each section of a tapped output winding, which is loaded in
592 NORMAL USE, shall be tested in turn, one at a time, to simulate short circuits in the load.
593 Overcurrent protection devices remain fitted during the test. All other windings are loaded or
594 not loaded, whichever load condition of NORMAL USE is less favourable.
595 NOTE The least favourable load conditions for other windings may vary for each test depending on the winding
596 subjected to short circuit conditions.
597 4.4.2.7.3 Overload
598 Each untapped output winding, and each section of a tapped output winding, is overloaded in
599 turn one at a time. During each test any other windings shall be loaded or not loaded, to achieve
600 the highest current through primary or output winding overcurrent protection without them
601 activating, whichever load condition of NORMAL USE is less favourable.
602 NOTE This test is to achieve the highest winding temperature of the transformer without exceeding the 1 hour
603 characteristic of any overcurrent protection.
604 If any overloads arise from testing in the fault conditions of 4.4, output windings shall be
605 subjected to those overloads.
606 Overloading is carried out by connecting a variable resistor across the winding or, in the case
607 of a switch mode transformer after the output rectifier. The resistor is adjusted as quickly as
608 possible and readjusted, if necessary, after 1 min to maintain the applicable overload. No
609 further readjustments are then permitted.
610 If overcurrent protection is provided by a current-breaking device, the overload test current is
611 the maximum current which the overcurrent protection device is just capable of passing for 1 h.
612 Before the test, the device is replaced by a link with negligible impedance. If this value cannot
613 be derived from the specification, it is to be established by test.
614 For equipment in which the output voltage is designed to collapse when a specified overload
615 current is reached, the overload current is slowly increased to just before the point which causes
616 the output voltage to collapse.
617 In all other cases, the loading is the maximum current obtainable from the output winding under
618 test, with any other windings loaded or not loaded, whichever represents the least favourable
619 condition.
620 Transformers with overtemperature protection which meets the requirements of 14.3 during the
621 short-circuit test of 4.4.2.7.2 need not be subjected to overload tests.
623 4.4.2.8 Outputs
624 Replace the existing text with the following new text:
625 Outputs shall be short-circuited and overloaded one at a time.
626 The output shall be overloaded to achieve the highest current through the overcurrent protection
627 without it activating, whichever load condition of NORMAL USE is less favourable.
SIST EN 61010-1:2010/oprA2:2025

628 Overloading is carried out by connecting a variable resistor on the output. The resistor is
629 adjusted as quickly as possible and readjusted, if necessary, after 1 min to maintain the
630 applicable overload. No further readjustments are then permitted.
631 If overcurrent protection is provided by a current limiting device, the overload test current is the
632 maximum current which the overcurrent protection device is just capable of passing for 1 h.
633 Before the test, the device is replaced by a link with negligible impedance. If the maximum
634 current of the current limiting device cannot be derived from its specification, it is to be
635 established by a test prior to the overload test.
636 For equipment in which the output voltage is designed to collapse when a specified overload
637 current is reached, the overload current is slowly increased to just before the point which causes
638 the output voltage to collapse.
640 Add the following new subclause after 4.4.2.14:
641 4.4.2.15 Equipment design
642 For each circuit and component of the equipment design, the means of protection provided by
643 the equipment against a HAZARDOUS SITUATION arising under a SINGLE FAULT CONDITION shall be
644 assessed. In case of doubt, each component shall be tested under SINGLE FAULT CONDITION to
645 ensure the means of protection provided is not compromised. Particular attention shall be paid
646 to SINGLE FAULT CONDITIONS that may affect REINFORCED INSULATION or other singular means of
647 protection.
649 4.4.3 Duration of tests
650 4.4.3.1 General
651 Replace the existing text with the following new text:
652 The equipment shall be operated until further change as a result of the applied fault is unlikely.
653 If there is an indication that a HAZARD of electric shock, spread of fire or injury to persons may
654 eventually occur, the test shall be continued until the HAZARD occurs or until it becomes evident
655 that a HAZARD will not occur.
657 4.4.4 Conformity after application of fault conditions
658 4.4.4.2 Temperature
659 Replace the existing title with this following new title:
