Overview

EN 500-2:2006+A1:2008 - published by CEN - is the Type C safety standard for mobile road construction machinery, specifically road‑milling machines. It defines additional, machine‑specific safety requirements that supplement EN 500-1 (“Common requirements”). The standard addresses all significant hazards, hazardous situations and foreseeable misuse when machines are used as intended. EN 500-2 also supports the essential requirements of the relevant EU machinery directives (see Annex ZA/ZB).

Key topics and technical requirements

  • Scope and definitions: Clear definition of road‑milling machines and milling equipment (rotating cylindrical bodies carrying milling tools).
  • Hazard analysis: Lists significant hazards and references EN 500-1 hazard assessments.
  • Operator’s station and controls: Requirements for safe placement and design of operator stations, seats, controls and indicators; emergency stop availability when additional controls are provided.
  • Starting and stopping: Ability to stop milling equipment while the engine runs; prevention of unintended movements during lowering of milling equipment.
  • Guards and protection: Mandatory guarding of milling equipment to prevent contact and to retain ejected debris; guards and flaps must remain attached when opened and comply with EN 953. Rear and side guard design criteria (including warning signs) and provisions for power‑operated side panels (hold‑to‑run controls, return to preset position, in‑area flashing light).
  • Access and maintenance: Safe access to operator station and maintenance points; measures to minimise hazards from wheels/tracks in access areas.
  • Noise and vibration: Requirements reference EN 500-1 with Annex A providing specific noise emission test code for road‑milling machines.
  • EMC and electrical systems: Electrical/electronic system safety as per EN 500-1, with additional antenna placement guidance.
  • Other safety areas: Pressurised systems, fire protection, hot surfaces, signal devices, liquid gas units and conveyors are covered by cross‑reference to EN 500-1 and specific additions where relevant.
  • Information for the user and verification: Requirements for documentation, markings (e.g., “Warning! Rotating milling drum”), and verification methods.

Practical applications

  • Ensures safe design, manufacture and verification of road‑milling machines used in highway construction, resurfacing and pavement maintenance.
  • Guides OEMs, design engineers and safety compliance teams on mandatory protective measures (guards, controls, emergency stops, noise testing).
  • Helps fleet managers, maintenance personnel and safety officers evaluate machine safety features, operator training needs and maintenance procedures.

Who should use this standard

  • Machine manufacturers (OEMs) and designers
  • Compliance and safety engineers
  • Certification/inspection bodies and testing laboratories
  • Construction contractors and fleet safety managers
