Road construction machines - Mixing plants for road construction materials - Safety requirements

This European Standard specifies the safety requirements applicable to stationary and relocatable mixing plants for the production of materials (e.g. hot-mix asphalt, cold-mix asphalt, cement gravel) used for the construction and maintenance of traffic routes (roads, highways, sidewalks, airfields, etc.) water retaining works, dam walls, culverts, etc.
This European Standard applies to the following types of mixing plant:
a)   hot Asphalt mixing plant;
b)   cold mixing plant (e.g. for production of cement gravel, cold mix asphalt);
c)   mixing plant for bituminous or non-bituminous reclaimed materials;
d)   mixing plant for mastic asphalt, also including natural asphalt.
Machines moving during the working process (e.g. mobile mastic asphalt mixers) and crushers are not covered by this European Standard.
Those types of asphalt mixing plants can also be combined or enlarged by additional installations (e.g. Plant for storage of binders (e.g. bituminous, synthetic, vegetal).
This European Standard deals with all significant hazards pertinent to mixing plants, when they are used as intended and under the conditions of misuse which are reasonably foreseen by the manufacturer (see Clause 4). This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards.
This European Standard does not apply to machines for the production of cement concrete and mortar as covered in EN 12151.
This European Standard does not deal with hazards caused by flammable gases. As soon as information is available it will be included.
This European Standard is not applicable to mixing plants for road construction materials, which are manufactured before the date of publication of this European Standard by CEN.

Straßenbaumaschinen - Mischanlagen für Materialien zum Straßenbau - Sicherheitsanforderungen

Diese Europäische Norm legt Sicherheitsanforderungen für stationäre und mobile Mischanlagen zur Produktion von Materialien (z. B. Heißasphalt, Kaltasphalt, verfestigter Kies) für den Bau und die Instand-haltung von Verkehrswegen (Straßen, Autobahnen, Fußwege, Flugplätze usw.), Wasserspeicherbecken, Dämmen, Abzugkanäle usw. fest.
Diese Sicherheitsnorm gilt für die folgenden Arten von Mischanlagen:
a)   Heißasphaltmischanlage;
b)   Kaltmischanlagen (z. B. für die Herstellung von verfestigtem Kies, Kaltasphalt);
c)   Mischanlagen für bituminöse oder nicht bituminöse aufgearbeitete Materialien;
d)   Mischanlagen für Gussasphalt, einschließlich Naturasphaltmischgut.
Maschinen, die sich während des Arbeitsganges fortbewegen (z. B. ortsveränderliche Gussasphaltmischer) sowie Brecher werden in der vorliegenden Norm nicht behandelt.
Diese Arten von Asphaltmischanlagen können mit weiteren Anlagen kombiniert oder durch sie erweitert werden, z. B. mit Anlagen zur Lagerung von Bindemitteln (z. B. bituminöse, synthetische, pflanzliche).
Diese Europäische Norm behandelt alle signifikanten Gefährdungen, die auf Mischanlagen zutreffen, wenn sie bestimmungsgemäß und unter den durch den Hersteller vernünftigerweise vorhersehbaren Fehl¬anwendungen verwendet werden (siehe Abschnitt 4). Diese Europäische Norm legt die entsprechenden technischen Maßnahmen zur Beseitigung oder Verringerung der Risiken fest, die von den signifikanten Gefährdungen ausgehen.
Diese Europäische Norm gilt nicht für Maschinen zur Verarbeitung und Herstellung von Beton und Mörtel nach EN 12151.
Diese Europäische Norm behandelt keine Gefährdungen, die von dem Umgang mit brennbaren Gasen ausgehen. Sobald entsprechende fachliche Kenntnisse vorhanden sind, werden sie in diese Norm eingearbeitet.
Diese Europäische Norm gilt hauptsächlich für Maschinen, die nach dem Datum der Zustimmung durch CEN zu dieser Norm hergestellt wurden.

La présente Norme européenne spécifie les exigences de sécurité applicables aux centrales de malaxage stationnaires et déplaçables, destinées à la production de matériaux (par exemple, enrobés à chaud, enrobés à froid, grave-ciment) utilisés pour la construction et l’entretien des voies de circulation (routes, autoroutes, trottoirs, pistes d’aéroports, etc.), des ouvrages de retenue d’eau, des murs des barrages, des ponceaux, etc.
La présente norme de sécurité s’applique aux types de centrales de malaxage suivants :
a)   centrales d’enrobage aux liants hydrocarbonés chauds ;
b)   centrales de malaxage pour matériaux traités à froid (par exemple, pour la production de grave-ciment, d’enrobés à froid) ;
c)   centrales de malaxage pour matériaux bitumineux et non bitumineux recyclés ;
d)   centrales de malaxage d’asphalte synthétique, incluant également la fabrication d’asphalte naturel.
Les machines mobiles pendant le processus de production (par exemple, pétrins à asphalte synthétique mobiles) et les concasseurs ne sont pas couverts par la présente norme.
Les types de centrales de production de mélanges bitumineux couverts peuvent également être combinés à ou complétés par des installations supplémentaires (par exemple, un parc de stockage des liants, notamment des liants bitumineux, synthétiques ou végétaux).
La présente Norme européenne traite tous les phénomènes dangereux significatifs relatifs aux centrales de malaxage, lorsque celles-ci sont utilisées normalement et dans les conditions de mauvais usage raisonnablement prévisibles par le fabricant (voir l’Article 4). Elle spécifie les mesures techniques appropriées pour éliminer ou réduire les risques liés aux phénomènes dangereux significatifs.
La présente Norme européenne ne s’applique pas aux machines de production de béton de ciment ni de mortier couvertes par l’EN 12151.
La présente Norme européenne ne traite pas des phénomènes dangereux engendrés par les gaz inflammables. Dès que des informations seront disponibles sur le sujet, elles seront intégrées à cette norme.
La présente Norme européenne s’applique essentiellement aux machines fabriquées après sa date d’approbation par le CEN.

Ta evropski standard določa varnostne zahteve za stacionarno in premično opremo za mešanje za izdelavo materialov (npr. vroča asfaltna masa, hladna asfaltna masa, cement–gramoz), ki se uporabljajo za gradnjo in vzdrževanje prometnih poti (cest, avtocest, pločnikov, letališč itd), struktur za zadrževanje vode, sten jezov, kanalov itd.
Ta evropski standard se uporablja za naslednje vrste opreme za mešanje materialov:
a) oprema za mešanje vročega asfalta;
b) oprema za mešanje hladnega materiala (npr. za mešanico cement–gramoz, hladen asfalt);
c) oprema za mešanje bitumenskih in nebitumenskih ponovno uporabljenih materialov;
d) oprema za mešanje litega asfalta, vključno z naravnim asfaltom.
Stroji, ki se premikajo med delovnim postopkom (npr. premična oprema za mešanje litega asfalta) in drobilci niso del tega evropskega standarda.
Te tipe opreme za mešanje asfalta je mogoče združiti ali povečati z dodatnimi namestitvami (npr. obrat za shranjevanje veziv, npr. bitumenskih, sintetičnih, rastlinskih).

equipment and building material machines - Safety”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical

at the latest by February 2016.
