Overview
SIST EN 301 489-19 V1.2.1:2003 establishes requirements for electromagnetic compatibility (EMC) pertaining to Receive Only Mobile Earth Stations (ROMES) functioning in the 1.5 GHz band for data communications. Developed by the Slovenski inštitut za standardizacijo (SIST) and harmonized with the European ETSI EN 301 489 standard series, this document specifically addresses the special EMC conditions for ROMES in the context of their use within land mobile satellite service (LMSS) bands. This part refines the general EMC framework to suit the unique challenges of ROMES systems, ensuring these devices and their ancillary equipment operate without interference in sensitive radio frequency environments.
The standard supports compliance with European Union directives on EMC and radio equipment, serving manufacturers, integrators, and regulatory professionals involved in satellite communication systems and data communication equipment using the 1.5 GHz band.
Key Topics
Scope and Definitions
- Applies to ROMES in LMSS space-to-earth bands (1,525–1,544 MHz and 1,555–1,559 MHz)
- Covers fixed, portable, and modular ROMES configurations, including ancillary equipment
- Prioritizes reliable delivery and storage of messages, minimizing undesired responses
Test Conditions
- Specifies arrangements for input and output test signals for ROMES
- Details receiver exclusion bands where radiated immunity tests are not conducted
- Requires loading of message memory with recognizable data during testing
Performance Assessment and Criteria
- Outlines minimum configuration testing for all marketed ROMES
- Includes criteria for continuous and transient EMC phenomena
- Ensures operability and data integrity post-testing, preventing loss of function or stored messages
Applicability and Special Conditions
- Defines emission and immunity measurement procedures per EN 301 489-1
- Provides special conditions for EMC emission and immunity tests relevant to ROMES operation modes
- Specifies monitoring of call alert signals and memory integrity during tests

1 Scope The present document, together with EN 301 489-1 [1], covers the assessment of Receive Only Mobile Earth Stations (ROMES), as defined in annex A, and associated ancillary equipment in respect of ElectroMagnetic Compatibility (EMC). Technical specifications related to the antenna port and emissions from the enclosure port of ROMES are not included in the present document. Such technical specifications are found in the relevant product standards for the effective use of the radio spectrum. The present document specifies the applicable test conditions, performance assessment and performance criteria for ROMES and associated ancillary equipment. ROMESs can have several configurations, including: - portable equipment; - fixed equipment; - a number of modules including a display/control interface to the user. The performance criteria used in the present document require that the satellite communications system of which the ROMES is a part provides reliable delivery of data or messages. In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present document and EN 301 489-1 [1], the provisions of the present document take precedence. The environmental classification and the emission and immunity requirements used in the present document are as stated in EN 301 489-1 [1], except for any special conditions included in the present document. The applicable environments referred to in EN 301 489-1 [1] where ROMES may be used shall be declared by the manufacturer.
