This document contains limits and procedures for the measurement of radio disturbances in the
frequency range of 150 kHz to 5 925 MHz. This document applies to vehicles, boats, internal
combustion engines, trailers, devices and any electronic/electrical component intended for use
in vehicles, boats, trailers and devices. Refer to International Telecommunications Union (ITU)
publications for details of frequency allocations. The limits are intended to provide protection
for on-board receivers installed (per the manufacturer’s guidelines) in a vehicle from
disturbances produced by components/modules in the same vehicle.
The receiver types to be protected are, for example, broadcast receivers (sound and television),
land mobile radio, radio telephone, amateur, citizens' radio, Satellite Navigation (GPS etc.), WiFi, V2X, and Bluetooth.
This document does not include protection of electronic control systems from radio frequency
(RF) emissions or from transient or pulse-type voltage fluctuations. These subjects are included
in ISO publications.
The limits in this document are recommended and subject to modification as agreed between
the customer (e.g. vehicle manufacturer) and the supplier (e.g. component manufacturer). This
document is also intended to be applied by vehicle manufacturers and suppliers which are to
be added and connected to the vehicle harness or to an on-board power connector after delivery
of the vehicle.
This document defines test methods for use by vehicle manufacturers and suppliers, to assist
in the design of vehicles and components and ensure controlled levels of on-board radio
frequency emissions.
The emission requirements in this document are not intended to be applicable to the intentional
transmissions from a radio transmitter as defined by the ITU including their spurious emissions.
NOTE 1 This exclusion is limited to those intended transmitter emissions, which leave the EUT as radiated
emissions and are coupled onto the wire line in the measurement setup. For conducted transmissions on frequencies
intentionally produced by the radio part of an EUT, this exclusion does not apply.
NOTE 2 It is usual for customers and suppliers to use radio regulation standards to manage the effect of spurious
emissions from a radio transmitter unless limits of spurious emission are agreed in the test plan.

This International Standard contains limits and procedures for the measurement of radio
disturbances in the frequency range of 150 kHz to 2 500 MHz. The standard applies to any
electronic/electrical component intended for use in vehicles, trailers and devices. Refer to
International Telecommunications Union (ITU) publications for details of frequency
allocations. The limits are intended to provide protection for receivers installed in a vehicle
from disturbances produced by components/modules in the same vehicle. The method and
limits for a complete vehicle (whether connected to the power mains for charging purposes or
not) are in Clause 5 and the methods and limits for components/modules are in Clause 6.
Only a complete vehicle test can be used to determine the component compatibility with
respect to a vehicle’s limit.
The receiver types to be protected are, for example, broadcast receivers (sound and
television), land mobile radio, radio telephone, amateur, citizens' radio, Satellite Navigation
(GPS etc.), Wi-Fi and Bluetooth. For the purpose of this standard, a vehicle is a machine,
which is self-propelled by an internal combustion engine, electric means, or both. Vehicles
include (but are not limited to) passenger cars, trucks, agricultural tractors and snowmobiles.
Annex A provides guidance in determining whether this standard is applicable to particular
equipment.
This International Standard does not include protection of electronic control systems from
radio frequency (RF) emissions or from transient or pulse-type voltage fluctuations. These
subjects are included in ISO publications.
The limits in this standard are recommended and subject to modification as agreed between
the vehicle manufacturer and the component supplier. This standard is also intended to be
applied by manufacturers and suppliers of components and equipment which are to be added
and connected to the vehicle harness or to an on-board power connector after delivery of the
vehicle.
Since the mounting location, vehicle body construction and harness design can affect the
coupling of radio disturbances to the on-board radio, Clause 6 of this standard defines
multiple limit levels. The level class to be used (as a function of frequency band) is agreed
upon between the vehicle manufacturer and the component supplier.
This standard defines test methods for use by Vehicle Manufacturers and Suppliers, to assist
in the design of vehicles and components and ensure controlled levels of on-board radio
frequency emissions.
Vehicle test limits are provided for guidance and are based on a typical radio receiver using
the antenna provided as part of the vehicle, or a test antenna if a unique antenna is not
specified. The frequency bands that are defined are not applicable to all regions or countries
of the world. For economic reasons, the vehicle manufacturer is free to identify what
frequency bands are applicable in the countries in which a vehicle will be marketed and which
radio services are likely to be used in that vehicle.
As an example, many vehicle models will probably not have a television receiver installed; yet
the television bands occupy a significant portion of the radio spectrum. Testing and mitigating
noise sources in such vehicles is not economically justified.
The vehicle manufacturer should define the countries in which the vehicle is to be marketed,
then choose the applicable frequency bands and limits. Component test parameters can then
be selected from this standard to support the chosen marketing plan.

This International standard specifies methods to measure the radio interference suppression
characteristics of passive EMC filtering devices used in power and signal lines, and in other
circuits.
The defined methods may also be applied to combinations of over-voltage protection devices
and EMC filtering devices.
The measurement method covers the frequency range from 9 kHz to several GHz depending
on the device and test circuit.
NOTE Measurement methods in this standard may be applied up to 40 GHz.
The standard describes procedures for laboratory tests (type tests) as well as factory tests.
Test methods with and without bias conditions are defined.
Measurement procedures are provided for unbiased and bias conditions. Measurements
under bias conditions are performed to determine potential non-linear behaviour of the EMC
filtering devices such as saturation effects in inductors with magnetic cores. This testing
serves to show the usability in a specific application (such as frequency converters that
produce high amplitudes of common mode pulse current and thus may drive inductors into
saturation). Measurement under bias conditions may be omitted if the non-linear behaviour
can be determined by other methods (e.g. separate saturation measurement of the inductors
used).

IEC/TS 61000-1-2

IEC/TS 61000-1-2:2008(E) establishes a methodology for the achievement of functional safety only with regard to electromagnetic phenomena of electrical and electronic systems and installations, as installed and used under operational conditions. This methodology includes the implication it has on equipment used in such systems and installations. IEC/TS 61000-1-2:2008:
a) applies to safety-related systems incorporating electrical/electronic/programmable electronic equipment;
b) considers the influence of the electromagnetic environment on safety-related systems; it is intended for designers, manufacturers and installers of safety-related systems and can be used as a guide by IEC committees;
c) is not concerned with direct hazards from electromagnetic fields on living beings nor is it concerned with safety related to breakdown of insulation or other mechanisms by which persons can be exposed to electrical hazards.
IEC/TS 61000-1-2:2008 mainly covers EMC related aspects of the design phase of safety-related systems and equipment used therein, and deals in particular with
- some basic concepts in the area of functional safety,
- the various EMC specific steps for the achievement and management of functional safety,
- the description and assessment of the electromagnetic environment,
- the EMC aspects of the design and integration process taking into account the process of EMC safety planning on system as well as on equipment level,
- the validation and verification processes regarding the immunity against electromagnetic disturbances,
- the performance criterion and some test philosophy considerations for safety-related systems and the equipment used therein,
- aspects related to testing of the immunity of safety-related systems and equipment used therein against electromagnetic disturbances.
IEC/TS 61000-1-2:2008 is applicable to safety-related systems intended to comply with the requirements of IEC 61508 and/or associated sector-specific functional safety standards. For safety-related systems covered by other functional safety standards, a consideration shall be made of the requirements of this Technical Specification in order to identify the appropriate measures that shall be taken with relation to EMC and functional safety. IEC/TS 61000-1-2:2008 may also be used as a guide for considering EMC requirements for other systems having a direct contribution to safety. IEC/TS 61000-1-2:2008 has the status of a basic safety publication in accordance with IEC Guide 104. This second edition cancels and replaces the first edition published in 2001 and constitutes a technical revision. The main changes are the following:
- For safety-related systems that use electrical, electronic or programmable electronic technologies, the technical information, definitions, terminology and text of this second edition have been aligned to IEC 61508.
- Risk assessment requirements and methodologies have been deleted from this document, so as not to duplicate or clash with IEC 61508.
- It now makes a clear distinction between complete safety-related systems and items of equipment that might be used in such systems, and clarifies its application by the different types of end-users.
- It focuses more on appropriate design methods, and their verification and validation.
- The methodology for assessing and specifying electromagnetic environments has been extended.
- The combination of electromagnetic and physical/climatic influences are taken into account.
