This draft Technical Report describes a grading system applicable to telecommunications cabling within homes which provides a range of implementation solutions to support both non-simultaneous and simultaneous provision of applications incorporating:
a)   a cabling structure in accordance with, but less complex than that of, EN 50173-4 and with defined connecting hardware pin assignment for certain applications;
b)   components meeting or exceeding the requirements of EN 50173-4;
c)   shorter cabling channels than those specified in EN 50173-4.
Safety (electrical safety and protection, optical power, fire, etc.) and electromagnetic compatibility (EMC) requirements are outside the scope of this Technical Report and are covered by standards and regulations. However information given in this Technical Report may be of assistance in meeting these standards and regulations.

Dieser Technische Berichtsentwurf beschreibt ein System von Klassen, das auf die Telekommuni¬kationsverkabelung in Wohnungen anwendbar ist und das eine Reihe von Ausführungslösungen zur Unterstützung von sowohl nicht-gleichzeitiger wie auch gleichzeitiger Bereitstellung von Netzanwendungen anbietet einschließlich:
a)   einer Verkabelungsinfrastruktur nach EN 50173-4 (aber weniger komplex als diese) und mit einer definierten Stiftzuordnung der Verbindungstechnik für bestimmte Netzan¬wen¬dungen;
b)   Komponenten, welche die Anforderungen EN 50173-4 einhalten oder übertreffen;
c)   kürzere Übertragungsstrecken als in EN 50173-4 festgelegt.

Le présent rapport technique décrit un système de répartition applicable au câblage de télécommunication à l'intérieur des habitations, fournissant une gamme de solutions de mise en œuvre pour prendre en charge la mise en place d'applications non simultanées et simultanées, comportant:
a)   une structure de câblage conforme à l'EN 50173 4, mais moins complexe et avec une affectation bien définie des broches du matériel de connexion pour certaines applications.
b)   des composants satisfaisant aux exigences de l'EN 50173 4 ou les dépassant;
c)   des canaux de câblage plus courts que ceux qui sont spécifiés dans l'EN 50173 4.

Introduction
EN 50173-4 specifies generic cabling in homes, installed to support one or more of the
following groups of applications and based upon balanced and coaxial cabling as appropriate:
a) Information and Communication Technologies (ICT);
b) Broadcast and Communication Technologies (BCT);
c) Command, Controls and Communications in Buildings (CCCB).
EN 50083 (all parts) and EN 60728 (all parts) standards deal with cable networks including
equipment and associated methods of measurement for headend reception, processing and
distribution of television signals, sound signals and their associated data signals and for
processing, interfacing and transmitting all kinds of signals for interactive services using all applicable
transmission media including community antenna television (CATV) and master antenna
television/satellite master antenna television (MATV/SMATV) networks.
The EN 50174 series specify the specification, planning and practices applicable to installation
of telecommunications cabling within homes.
This Technical Report describes a grading system applicable to telecommunications cabling
within homes which provides a range of implementation solutions to support both non-
simultaneous and simultaneous provision of applications incorporating:
1) a cabling structure in accordance with, but less complex than that of, EN 50173-4 and with
defined connecting hardware pin assignment for certain applications;
2) components meeting or exceeding the requirements of EN 50173-4;
3) shorter cabling channels than those specified in EN 50173-4 (simultaneous transmission of
telephony and 100BASE-T is supported by the reduced channel attenuation resulting from
the restriction of maximum channel lengths to 50 m).

4 Cabling infrastructure
4.1 Home cabling in accordance with EN 50173-4
EN 50173-4 defines two generic cabling structures (see Figure 1) to support the delivery of ICT
and BCT applications within the home:
a) between the home distributor (HD) and a telecommunications outlet (TO) for the delivery of
those services using ICT applications over balanced or optical fibre cabling;
b) between the HD and a broadcast outlet (BO) for the delivery of those services using BCT
applications over either coaxial (BCT-C) or balanced (BCT-B) cabling.
NOTE The inclusion of optical fibre to deliver BCT applications may be included in
EN 50173-4:2007/A2:201X.
For the purposes of this Technical Report, a more general term Application Outlet (AO) is used
to describe a balanced cabling outlet that supports simultaneous and non-simultaneous
provision of multiple ICT and BCT applications.

CLC/TR 50173-99-2 provides additional detail regarding the implementation of BCT-C and
BCT-B cabling for applications in accordance with the EN 60728 series of standards.
Figure 1 shows the connection of the cabling to equipment at the HD. Alternatively, the cabling
may be connected directly to an external network interface (ENI) as described in EN 50173-4
which may be accommodated in the primary distribution space or home entrance space (see
EN 50174-2). In the case of BCT applications, this is more accurately described as a Home
Network Interface (HNI) as described in CLC/TR 50173-99-2.
The ENI is connected via application-specific network access cabling (see 4.4.3) to:
1) other equipment within the home (e.g. a satellite antenna);
2) other equipment within the access network;
3) within multi-tenant premises, to a building network interface within a building entrance
space.
The signal levels at HNIs are assumed to meet the requirements of EN 60728-1.
4.2 Application support
The balanced cabling for BCT applications specified in EN 50173-4 assumes a single-pair
implementation. The balanced cabling for ICT applications specified in EN 50173-4 assumes a
multi-pair implementation but is “not guaranteed to support the simultaneous transmission of
different applications … within a cable or at an interface to the generic cabling” and that “the
sharing of components by applications … may require additional performance requirements to
be applied.” This applies to simultaneous provision of two identical applications or of different
applications.
The specification of multi-pair balanced cabling to support the simultaneous provision of
multiple ICT and BCT applications requires a modification of the implementations specified in
EN 50173-4.
For example, the BCT applications providing radiofrequency transmission in the very high
frequency and ultra high frequency (VHF/UHF) bands of analogue television and terrestrial
digital video broadcast (DVB-T) use signal voltages in the mV range. In comparison, ICT
applications use signal voltages of the order of 1 V. As a result specific provisions are needed
to avoid electromagnetic disturbance on BCT applications.

In order to support ICT applications in addition to those of EN 50173-4 and to support
simultaneous provision of specific combinations of those applications (as shown in Figure 2),
this Technical Report specifies an infrastructure grading scheme utilising:
a) a cabling structure in accordance with, but less complex than that of, EN 50173-4 and with
defined connecting hardware pin assignment for certain applications;
b) components meeting or exceeding the requirements of EN 50173-4;
c) shorter cabling channels than those specified in EN 50173-4 (simultaneous transmission of
telephony and 100BASE-T is supported by the reduced channel attenuation resulting from
the restriction of maximum channel lengths to 50 m).

4.3 Home infrastructure grading scheme
4.3.1 Infrastructure grades
In order to support a range of specific combinations of non-simultaneous and simultaneous
application support as described in Table 1 and Table 2, this Technical Report specifies a
home cabling infrastructure grading scheme as follows:
a) Grade 1 (see 4.3.2);
b) Grade 3 (see 4.3.3);
c) Grade 3S (see 4.3.4);
Any of the above infrastructure grades may be supplemented by optical fibre cabling in
accordance with EN 50173-4 (included in Table 1 and Table 2).

4.3.2 Grade 1 balanced cabling infrastructure
The Grade 1 infrastructure comprises 4-pair balanced cabling suitable for ICT applications
(e.g. telephony, ADSL, ISDN, Ethernet) which may provide ICT services (e.g. voice
communication, internet) and BCT services (e.g. IPTV).
Simultaneous application support over the 4-pair balanced cabling is provided for the ICT
applications detailed in Table 2.
NOTE The simultaneous support for 100BASE-T and analogue telephony assumes that the primary distribution
space and the equipment at the TO(s) have a common earthing system.
The provision of applications using 4-pairs, such as 1000BASE-T or Power over Ethernet
(PoE), requires additional cabling to be installed.

Grade 1 infrastructures do not support sound and television broadcasting and data streaming
channels in the UHF/VHF and SIF bands, which are required to be distributed using a coaxial
cabling overlay in accordance with EN 50173-4 and CLC/TR 50173-99-2 as appropriate.
4.3.3 Grade 3 balanced cabling infrastructure
The Grade 3 balanced cabling infrastructure is suitable for all the applications supported by
Grade 1 infrastructure together with the distribution of sound and television broadcasting and
data streaming channels in the VHF/UHF band applications reaching frequencies of up to
900 MHz, such as described in the EN 50083 and EN 60728 standard series, respectively.
Simultaneous application support over the 4-pair balanced cabling is provided for either:
a) analogue telephony or VDSL (including analogue telephony) and 100BASE-T
NOTE 1 The simultaneous support for 100BASE-T and analogue telephony assumes that the primary
distribution space and the equipment at the TO(s) have a common earthing system.
or
b) analogue telephony or VDSL (including analogue telephony) and VHF/UHF television.
NOTE 2 The simultaneous support for 100BASE-T and VHF/UHF television is not guaranteed using Grade
3 infrastructures but may be possible. Annex B contains information that may be useful in assessing possible
support.
The provision of applications using 4-pairs, such as 1000BASE-T or Power over Ethernet
(PoE), requires additional cabling to be installed.
Grade 3 infrastructures do not support sound and television broadcasting and data streaming
channels in the SIF band (950 MHz to 2150 MHz), which are required to be distributed using a
coaxial cabling overlay in accordance with EN 50173-4 and CLC/TR 50173-99-2 as
appropriate.
4.3.4 Grade 3S balanced cabling infrastructure
The Grade 3S balanced cabling infrastructure is suitable for all the applications supported by
Grade 1 infrastructure together with the distribution of sound and television broadcasting and
data streaming channels in the VHF/UHF band applications reaching 862 MHz, such as
described in the EN 50083 and EN 60728 standard series, respectively.
Simultaneous application support is provided over the 4-pair balanced cabling for analogue
telephony or VDSL (including analogue telephony), 100BASE-T and VHF/UHF television

4.4 Dimensioning and configuring
4.4.1 Home entrance and primary distribution space
4.4.1.1 Requirements
The home entrance shall be in accordance with the requirements of EN 50174-2.

The dimensions of the primary distribution space, housing the home distributor, shall be in
accordance with the requirements of EN 50174-2. The primary distribution space may be co-
located with the home entrance.
The ENI(s) for the services provided to the home (see 4.1) shall be located in the primary
distribution space or the home entrance. Surge protection devices, if required following a risk
assessment, shall be installed in close proximity to the relevant ENI.
The location of a primary distribution space shall allow the provision of an appropriate power
supply (see 4.7).
