This document specifies the characteristics of the Passenger Alarm System (PAS) for Urban Rail.
This document covers the PAS fitted to the passenger carrying Urban Rail rolling stock and specifies:
- the safety related requirements;
- the functional requirements of PAS triggered by passengers;
- the requirements for the communication channel between passengers and the driver or Operations Control Centre (OCC);
- the requirements for the functional behaviour of the PAS;
- the requirements for the degraded modes management;
- the requirements for the Passenger Alarm Device (PAD) and PAD area.
This document is applicable to the categories I to III of Urban Rail rolling stock defined in CEN/CLC Guide 26:
- (I) metros;
- (II) trams;
- (III) light rail.
NOTE 1   CEN/CLC Guide 26 defines Metro, Tram and Light Rail as public transport systems permanently guided at least by one rail, intended for the operation of local, urban and suburban passenger services with self-propelled vehicles and operated either segregated or not from general road and pedestrian traffic.
NOTE 2   The PAS function on existing vehicles may require modification to work in conjunction with vehicles that comply with this document.
NOTE 3   This document covers urban rail rolling stock, both with or without a driver.
NOTE 4   For rolling stock devoted to suburban passenger services, this document applies when the TSIs do not apply.

Bahnanwendungen - Fahrgastalarmsystem - Teil 2: Systemanforderungen für städtische Schienenbahnen

Dieses Dokument legt die Eigenschaften des Fahrgastalarmsystems (en: Passenger Alarm System, PAS) für städtische Schienenbahnen fest.
Dieses Dokument behandelt das PAS in Fahrzeugen städtischer Schienenbahnen, die zur Beförderung von Personen eingesetzt werden, und legt Folgendes fest:
—   sicherheitsbezogene Anforderungen;
—   die Funktionsanforderungen für einen durch Fahrgäste ausgelösten Alarm;
—   Anforderungen an den Kommunikationskanal zwischen Fahrgästen und Fahrbedienstetem oder der Betriebsleitstelle (en: Operations Control Centre, OCC);
—   Anforderungen an das Anwendungsverhalten des PAS;
—   Anforderungen an die Handhabung im eingeschränkten Modus;
—   Anforderungen an den Fahrgastalarmgriff (en: Passenger Alarm Device, PAD) und seine Einbaubereiche.
Dieses Dokument ist anzuwenden für Fahrzeuge städtischer Schienenbahnen der Kategorien I bis III nach CEN/CLC Guide 26:
—   (I) Untergrundbahnen;
—   (II) Straßenbahnen;
—   (III) Light Rail.
ANMERKUNG 1   CEN/CLC Guide 26 definiert Untergrundbahnen, Straßenbahnen und Light Rail als Systeme für den öffentlichen Personennahverkehr, die dauerhaft über mindestens eine Schiene geführt werden und die für den Betrieb lokaler, städtischer und stadtnaher Personenbeförderungsdienste mit selbstangetriebenen Fahrzeugen bestimmt und vom allgemeinen Straßen- und Fußgängerverkehr getrennt sind oder nicht.
ANMERKUNG 2   Ggf. können Umbauten am PAS von Bestandsfahrzeugen erforderlich sein, wenn diese mit Fahrzeugen, die diese Norm erfüllen, funktionsfähig sein sollen.
ANMERKUNG 3   Dieses Dokument behandelt Fahrzeuge städtischer Schienenbahnen mit und ohne Fahrbediensteten.
ANMERKUNG 4   Für Schienenfahrzeuge, die für stadtnahe Personenbeförderungsdienste vorgesehen sind, ist dieses Dokument anzuwenden, wenn die TSIs nicht anzuwenden sind.

Le présent document spécifie les caractéristiques du système d'alarme passager (PAS) pour le rail urbain.
Le présent document couvre le PAS installé sur le matériel roulant urbain transportant des voyageurs et spécifie :
-   les exigences liées à la sécurité ;
-    les exigences fonctionnelles du PAS déclenché  par les voyageurs ;
-   les exigences pour le lien de communication entre les voyageurs et le conducteur ou l’OCC ;
-   les exigences du comportement dynamique du PAS ;
-   les exigences pour la gestion des modes dégradés ;
-   les exigences pour le dispositif d’alarme voyageurs (PAD) et la zone du PAD.
Le présent document est applicable aux catégories I, II et III du matériel roulant urbain, défini par le Guide CEN/CLC 26 :
-   (I) le métro ;
-   (II) le tramway ;
-   (III) système ferroviaire léger.
NOTE 1   Le Guide CEN/CLC 26 définit les métros, les tramways et les systèmes ferroviaires légers comme des réseaux de transport public guidés en permanence par au moins un rail, destinés à l'exploitation de services de transport de passagers locaux, urbains et suburbains avec des véhicules autopropulsés et exploités séparément ou non de la circulation routière et piétonne.
NOTE 2   La fonction PAS sur des véhicules existants peut exiger d’être modifiée pour pouvoir fonctionner en conjonction avec les véhicules conformes au présent document.
NOTE 3   Le présent document s’applique au matériel roulant urbain avec ou sans conducteur.
NOTE 4   Pour le matériel roulant destiné aux services suburbains de transport de voyageurs, le présent document s'applique lorsque les STI ne s'appliquent pas.
