(Main)Information technology for learning, education and training - Metadata for learning resources - Part 2: Dublin Core properties (ISO/IEC 19788-2:2026)
- Abstract
This document provides a set of properties for the description of learning resources from ISO 15836-1 and ISO 15836-2 using the framework provided in ISO/IEC 19788-1. This document specifies properties whose codomain is "literal" (as considered in early Dublin Core) and properties whose codomain is a resource class; the ISO 15836 series implicitly allowing both. This provides full interoperability at the time of expressing existing Dublin Core records with MLR, while allowing a linked data approach for the description of learning resources.

EN ISO/IEC 19788-2:2026 is a European Standard published by CEN that adopts ISO/IEC 19788-2:2026 without modification. It specifies Dublin Core properties for describing learning resources within the ISO/IEC 19788 metadata framework, so it is used when creating, exchanging, or mapping learning resource metadata. The standard is aimed at people who need interoperability between existing Dublin Core records and metadata learning resource (MLR) records, including linked data use.
What does EN ISO/IEC 19788-2:2026 specify?
EN ISO/IEC 19788-2:2026 specifies a set of properties for describing learning resources using the framework of ISO/IEC 19788-1. It covers both literal properties and properties whose codomain is a resource class, which matters when a record needs to work as plain Dublin Core metadata and as linked data.
The document is organized as follows:
- Clause 5 covers resource classes from other standards or locally defined classes.
- Clause 6 covers properties whose domain is the class Information Resource.
- Clause 7 covers generic content value rule sets from other standards or locally defined sets.
- Annex A provides an informative UML class diagram for Part 2.
In practice, this structure helps implementers see which classes, properties, and value rules belong together when building or migrating metadata records.
What are the key requirements of EN ISO/IEC 19788-2:2026?
EN ISO/IEC 19788-2:2026 is built around a paired model: one set of Dublin Core properties uses literal values, and a parallel set uses resource classes. That distinction is central to how the part supports both legacy metadata records and linked data.
Resource classes and the metadata model
Clause 5 makes several resource classes available for use with this part: Resource, Person, Information Resource, and Rights Statement. Rights Statement is defined in this document as a subclass of Information Resource, and it is used for statements about intellectual property rights or access rights.
Clause 5 also points to an online package containing the ontology, README file, and JSON-LD files for names, labels, and generic rule sets. For implementers, this means the standard is meant to be used in a structured metadata environment, not only as a paper definition list.
Literal properties for Dublin Core records
Clause 6 defines the main Dublin Core-style properties for Information Resource, including Title, Creator, Subject, Description, Publisher, Contributor, Date, Type, Format, Identifier, Source, Language, Relation, Coverage, and Rights. These are the properties used when the value is a literal string, date, language tag, or similar plain content.
Several clause 6 notes matter in practice:
- Date (P0700) uses the DATE rule set and recommends an encoding schema such as the W3CDTF profile of ISO 8601-1.
- Language (P1200) uses the BCP 47 rule set.
- Format (P0900) uses the MEDIA TYPE rule set and points implementers to separate elements for size and duration in ISO/IEC 19788-4.
- Identifier (P1000) recommends formal identification systems such as URI, URL, URN, PURL, DOI, ISBN, ISSN, ISAN, ISMN, or UUID.
- Coverage (P1400) recommends controlled vocabularies such as the Getty Thesaurus of Geographic Names.
- Type (P0800) is treated as content type, not media type or format type.
Resource-valued counterparts for linked data
Clause 6 also defines resource-valued counterparts for the same concepts: Creator, Subject, Description, Publisher, Contributor, Source, Relation, and Rights. These properties point to Resource or Person instances instead of plain literals.
This matters when a metadata record needs to link directly to another resource, authority record, license, or concept scheme. For example:
- Creator (P1600), Publisher (P1900), and Contributor (P2000) use Person as their codomain.
- Subject (P1700), Description (P1800), Source (P2100), and Relation (P2200) use Resource as their codomain.
- Rights (P2300) uses Rights Statement as its codomain.
Clause 6 also states that these resource-valued properties refine the same concepts expressed by the literal properties. In practice, that gives implementers a controlled way to choose between text values and linked resources without changing the meaning of the metadata field.
Deprecation and migration
Clause 6 notes that the 2011 DES identifiers are deprecated across the property set. The new edition also changes the framework terminology from data element specification (DES) to property (P), and introduces new domain and property attributes such as Label and Canonical Identifier.
For migration work, the practical point is clear: existing records can be mapped to the new property model while keeping the Dublin Core meaning intact.
Value rules and reuse
Clause 7 lists the generic content value rule sets used here: MLR STRING, DC47, DATE, and MEDIA TYPE. No new global content value rule sets are introduced in this part.
For implementers, this means value checking is reused from ISO/IEC 19788-1 and related documents rather than being reinvented here. That supports consistency across MLR parts and makes validation easier to implement.
What terms does EN ISO/IEC 19788-2:2026 define?
EN ISO/IEC 19788-2:2026 uses the ISO/IEC 19788-1 terminology and a set of abbreviations that matter for reading the property model.
- Dublin Core (DC) - The metadata family whose core elements and properties are mapped into this part.
- Property (P) - A defined metadata property in the ISO/IEC 19788 series, identified by a canonical identifier such as P0100.
- Resource Class (RC) - A class used as a domain or codomain target for resource-valued metadata properties.
- Information Resource - The class used as the domain for the literal Dublin Core properties in clause 6.
- Rights Statement - A resource class for statements about rights, permissions, or access rights.
- Predefined Rule Set (PRS) - A content value rule set used to control how property values are expressed.
- Metadata Learning Resource (MLR) record - The structured learning-resource metadata record described in the ISO/IEC 19788 series.
Who uses EN ISO/IEC 19788-2:2026?
EN ISO/IEC 19788-2:2026 is used by people who design, maintain, or exchange learning-resource metadata in education and training systems. It is relevant to teams that want existing Dublin Core records to work within the ISO/IEC 19788 MLR framework.
Typical users include metadata architects, repository implementers, and standards or interoperability teams that need to support both literal Dublin Core records and linked data descriptions. It is also relevant where organizations need extensions, modularization, or refinement of metadata for specific user communities.
What changed in EN ISO/IEC 19788-2:2026 from the previous edition?
EN ISO/IEC 19788-2:2026 supersedes EN ISO/IEC 19788-2:2012 and replaces ISO/IEC 19788-2:2011, including its Amendment 1:2016. The foreword states that the second edition is technically revised.
The main changes stated in the document are:
- adoption of the ISO/IEC 19788-1:2024 framework
- use of the term property (P) instead of data element specification (DES)
- introduction of new domain and property attributes, such as Label and Canonical Identifier
Which standards are used with EN ISO/IEC 19788-2:2026?
EN ISO/IEC 19788-2:2026 is based on ISO/IEC 19788-1:2024, which provides the framework for the property model and the content value rule sets referenced in clause 7.
The document also relies on or points to these related standards:
- ISO 15836-1:2017 - provides the Dublin Core core elements that the literal properties refine or mirror.
- ISO 15836-2:2019 - provides Dublin Core properties and classes that the literal and resource-valued properties map to.
- ISO/IEC 19788-9:2015 - provides data elements for persons, recommended in the notes for creator, publisher, and contributor resource-valued properties.
- ISO 8601-1 - recommended for date encoding through the W3CDTF profile.
- BCP 47 - used for language values.
- DCMI Type Vocabulary and the Getty Thesaurus of Geographic Names - named in best practices for type and coverage.
What does the EN ISO/IEC 19788-2:2026 document contain?
EN ISO/IEC 19788-2:2026 contains resource class specifications, property specifications, generic content value rule sets, and an informative UML class diagram. The property clauses give identifiers, canonical identifiers, labels, names, definitions, examples, notes, and best practices for each Dublin Core property.
The document is structured for implementation work such as metadata design, record mapping, and validation. Clause 6 is the main working section, because it shows how each Dublin Core concept is expressed either as a literal value or as a linked resource.
Annex A provides the UML class diagram for Part 2, which helps readers understand the relationships between the classes and properties. The bibliography then points to the Dublin Core, person-data, date, media-type, language-tag, and geographic-vocabulary references used in the document.

This second edition cancels and replaces the first edition (ISO/IEC 19788-2:2011), which has been technically
revised. It also incorporates the Amendment (ISO/IEC 19788-2:2011/Amd 1:2016).
The main changes are as follows:
— application of the ISO/IEC 19788-1:2024 framework, namely the use of the term ”property” (P) is used
instead of “data element specification” (DES) which becomes deprecated;
— new domain and property attributes, such as Label and Canonical Identifier, are introduced.

Introduction
The ISO/IEC 19788 series specifies, in a rule-based manner, properties and their attributes for the description
of learning resources. This includes the rules governing the identification of properties and the specification
of their attributes. These properties may be used to form the description of a learning resource, i.e. as a
metadata learning resource (MLR) record described in ISO/IEC 19788-8:2015 Data elements for MLR records.
This document uses the property specification model and framework provided in ISO/IEC 19788-1:2024 to
