Overview

prEN 16261-4 (CEN) - Pyrotechnic articles - Fireworks, Category F4 - Part 4 - defines the minimum labelling requirements and mandatory instructions for use for Category F4 fireworks. Prepared by CEN/TC 212, this draft standard supports compliance with EU Directive 2013/29/EU and supersedes the 2012 edition. It sets the mandatory information that must appear on the article or its protective pack to enable safe handling, use, disposal and market surveillance.

Key topics and requirements

  • Mandatory label contents: name/type (or subtype), concise field-of-use designation, product/batch/serial number, category (F4) and registration number format (e.g. XXXX - F4 - ZZZZ...), CE marking with notified body identification, net explosive content (NEC), year of production, and manufacturer/importer contact details.
  • Safety and disposal information: labels and instructions must include safety guidance and the sentence “For use only by persons with specialist knowledge.”
  • Minimum safety distances: standard minimum safety distance(s) must be stated on the label in accordance with national regulations and standard conditions (e.g., vertical shot, no wind).
  • Effect parameters (mandatory where applicable): coded parameters used to calculate safety distances - A (burst/effect height), B (A‑weighted sound pressure level with measuring distance), C (projected debris distance), D (incandescent/ burning matter indicator ✓), E (range for aquatic items), R (overall duration for aerial wheels), W (maximum firing angle). Values must follow the format X: Y and be given in SI units.
  • Printing and legibility: information must be visible, legible, indelible, in the official language(s) of the Member State, and on a contrasting background.
  • Very small items & protective packs: where space is insufficient, minimum identification (registration/CE/manufacturer or importer) must appear on the article and the remainder on a protective pack labelled “Must be supplied as packaged.”
  • Specific item requirements: additional labelling rules for combinations, shells (e.g., “Use specific mortar (see instructions)”), and components.

Applications and users

This standard is essential for:

  • Manufacturers and importers of Category F4 fireworks - to design compliant labels, packaging and instructions.
  • Notified bodies and conformity assessment organizations - for type examination and product tracing.
  • Distributors and retailers - to verify labelling before placing products on market.
  • Regulators, market surveillance and safety officers - to assess compliance with Directive 2013/29/EU.
  • Event organisers and pyrotechnicians - to interpret safety distances and operational instructions for professional use.
