Overview
EN 10163-3:2004 is a European Standard developed by CEN that specifies delivery requirements for the surface condition of hot-rolled steel sections. It complements Part 1 of the series, addressing the surface quality of structural steel sections used in a variety of industrial applications. This standard applies to all surfaces of hot-rolled steel sections, excluding edges, with section toes considered part of these surfaces.
EN 10163-3:2004 is essential for ensuring consistent surface quality, defining permissible surface discontinuities, and outlining repair procedures like grinding and welding. This helps manufacturers, suppliers, and customers maintain uniform quality standards for hot-rolled steel sections across Europe.
Key Topics
Scope and Application
Defines surface condition requirements for hot-rolled steel sections, applicable to European Standards referenced in the document.Classification
Surface conditions are divided into:- Class C: General applications with moderate surface quality and repair allowances.
- Class D: Special/high-quality applications requiring stricter surface condition controls.
Both classes are further subdivided into three subclasses based on permitted repair methods:
- Repair by grinding and/or welding allowed.
- Repair by welding only allowed if agreed upon during ordering.
- No welding repair permitted.
Surface Discontinuities
Differentiates between:- Imperfections: Minor surface flaws within specified depth/area limits, inherent to the manufacturing process.
- Defects: Surface discontinuities exceeding permissible limits, requiring repair.
Surface Condition Requirements
Includes limits on the depth of discontinuities based on nominal thickness and allowable affected surface percentage for both class C and D.Repair Procedures
- Grinding: Specifies maximum grinding allowances and limits on total ground surface area relative to class.
- Welding: Permitted under controlled conditions, with maximum allowable welded area limits specified per class and subclass.
Normative References and Definitions
Refers to other key standards such as EN 10163-1 (General Requirements) and defines crucial terms related to surface conditions.
Applications
EN 10163-3:2004 serves industries utilizing hot-rolled steel sections, including:
Construction and Structural Engineering
Ensures the quality and durability of steel sections used in building frameworks, bridges, and infrastructure.Manufacturing and Fabrication
Guides steel producers and fabricators in controlling surface quality to meet customer specifications and minimize repair costs.Quality Control and Inspection
Provides criteria for inspectors to assess surface conditions and decide on allowable imperfections or necessary repairs.Supply Chain Standardization
Facilitates uniform quality requirements and repair criteria across European steel manufacturers and users, simplifying contracts and trade.

Summary
EN 10163-3:2004 is a comprehensive standard that specifies delivery requirements to ensure consistent surface conditions for hot-rolled steel sections. By defining surface quality classes, permissible discontinuities, and repair methods, it provides practical guidelines that support quality assurance and product reliability in structural steel applications. Its alignment with related European standards further enhances its applicability in manufacturing, supply, and inspection processes across the steel industry in Europe.
