Overview - EN 15659:2019 (Light fire storage units)

EN 15659:2019 is the CEN European standard that specifies classification and test methods for light fire storage units designed to protect paper media and valuables from fire. It defines two protection levels - LFS 30 and LFS 60 - based on controlled furnace tests that measure the maximum temperature rise inside the storage space. The standard focuses on reproducible type testing, technical documentation, and the correlation between tested specimens and production models.

Key topics and technical requirements

  • Protection levels: LFS 30 and LFS 60, defined by a specified fire exposure period and a maximum internal temperature increase (threshold value used in the standard: 150 K above a starting temperature of (21 ± 1) °C at every measuring point).
  • Scope limitation: Intended for paper media except paper grades that lose data below 170 °C; long-term post-fire protection is outside this standard and referenced to EN 1047-1.
  • Test principle: Fire endurance assessed in a furnace while measuring interior temperatures; fire exposure time starts from test initiation.
  • Test specimens and documentation:
    • Two identical units required per tested model (one for the fire test, one for correlation/filling verification).
    • Models representing the smallest and largest internal height in a Technical Design Range (TDR) shall be tested.
    • Mass difference between the two specimens shall not exceed 10%.
    • Wall and door thickness in the specimen shall not exceed ±3% of nominal dimensions.
    • Submit full technical documentation: drawings, material specs, thicknesses, rabbet geometry, seals, boltwork, lock configuration, and protection material details.
  • Technical Design Range (TDR):
    • Models grouped when they share product type, construction features and internal dimensions.
    • Internal width tolerance: ±15% around the mean width.
    • Internal depth tolerance: ±20% around the mean depth.
  • Classification scheme: Test results map to the LFS classification (see Table 1 in the standard).

Practical applications and users

EN 15659:2019 is used by:

  • Manufacturers of light fire storage units to design and demonstrate product compliance and to define technical design ranges.
  • Independent test laboratories and certification bodies for conducting type tests and issuing test reports.

European foreword
This document (EN 15659:2019) has been prepared by Technical Committee CEN/TC 263 “Secure
storage of cash, valuables and data media”, the secretariat of which is held by BSI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by February 2020, and conflicting national standards shall
be withdrawn at the latest by February 2020.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 15659:2009.
Compared with EN 15659:2009, the following changes were made:
— The protection levels were renamed from LFS 30 P and LFS 60 P to LFS 30 and LFS 60;
— that customers know the difference between this fire resistance standard and the fire resistance
standard EN 1047-1, the scope of the standard was adapted;
— as the standard could lead to different interpretations in different test houses regarding the choice
of test specimens a new Clause 5 and an Annex A have been added as well as Clause 6.1 has been
adapted;
— due to testing knowledge gained since the publication of the standard EN 15659 in 2009 it could be
seen that the depth is not as critical as the width of a specimen. Therefore, the tolerance on the depth
was changed from ± 15 % to ± 20 %;
— the fire exposure time now starts from the beginning of the test (7.4.2);
— the requirement for the 3 % wall tolerance has been updated in clause 5.1 (for series production)
and 6.2 (for the test specimens);
— a shrinking tube for the measuring device cables is not needed anymore (7.3.3), the testing
laboratory doesn't need to turn of the flames after 30 min or 60 min (7.4.2) and the photographic
record shall now also include details of the interior of the test specimen. (7.4.3);

Macedonia, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Turkey and the United
Kingdom.
Introduction
The testing conditions given in this document provide a basis for simulating fires to determine, in a
reproducible way, the fire resistance of light fire storage units at various protection levels. The protection
levels enable a comparison to be made of the resistance against fire provided by different constructions.
The threshold value for the maximum temperature increase of 150 K at every measuring point in the
protection levels LFS 30 and LFS 60 for light fire storage units from a starting temperature of (21 ± 1)°C,
as defined in this document, refers to the relatively short-term stress due to high temperatures during a
fire test. It is not normally experienced by paper media stored in light fire storage units in the normal and
correct way.
1 Scope
This document specifies requirements for light fire storage units providing protection against fire.
The method of test is specified to determine the ability of light fire storage units to protect paper media
from the effects of fire. Two levels of fire exposure periods (LFS 30 and LFS 60) are specified using the
maximum temperature increase permitted within the storage space of the light fire storage unit.
Protection after the fire exposure of 30 min (LFS 30) or 60 min (LFS 60) is not ensured by this document,
but by European Standard EN 1047-1. Requirements are also specified for the test specimen, the technical
documentation for the test specimen, correlation of the test specimen with the technical documentation,
preparation for type testing and test procedures.
A scheme to classify the light fire storage units from the test results is also given (see Table 1).

The EN 15659:2019 standard provides a comprehensive framework specifically designed for light fire storage units, ensuring a standardized approach to evaluating their resistance to fire. The scope of this standard is notably focused on defining the requirements and testing methodologies necessary to assess the effectiveness of these units in protecting paper media from fire damage. One of the key strengths of the EN 15659:2019 standard is its clear classification system for light fire storage units based on test results. This classification not only facilitates the understanding of the fire resistance capabilities of these units but also aids manufacturers and consumers in making informed decisions regarding their fire protection needs. The inclusion of specific exposure periods, LFS 30 and LFS 60, aligns with contemporary understanding of fire risks and enables users to choose units that best fit their operational needs. Additionally, the standard outlines detailed methodologies for testing including requirements for the test specimen, ensuring that the tests conducted are both rigorous and reproducible. This emphasis on technical documentation adds a layer of reliability to the assessment process, bolstering trust in the safety measures that light fire storage units are intended to provide. Furthermore, while the EN 15659:2019 standard specifies criteria for fire exposure during testing, it acknowledges the broader framework established by EN 1047-1 for ensuring protection post-exposure. This collaborative approach enhances the relevance of the EN 15659:2019 standard within the European regulatory landscape, confirming its adaptability and alignment with existing standards. In summary, the EN 15659:2019 standard represents a vital resource for manufacturers and users of light fire storage units, enhancing fire protection measures through rigorous testing methods and structured classifications while ensuring compliance with relevant Euro-centric regulations.
