EN 752:2017/FprA1
(Amendment)Drain and sewer systems outside buildings — Sewer system management
- Abstract
This European Standard specifies the objectives for drain and sewer systems outside buildings. It specifies the functional requirements for achieving these objectives and the principles for strategic and policy activities relating to planning, design, installation, operation, maintenance and rehabilitation. It is applicable to drain and sewer systems from the point where wastewater leaves a building, roof
drainage system, or paved area, to the point where it is discharged into a wastewater treatment plant or receiving water body.
The standard pays regard to the extremes of our changing climate and seeks to aknowledge the associated impacts on existing drain and sewer systems outside of buildings and futureproof associated aspects of those systems that are to be planned for and designed in the future. Drains and sewers below buildings are included provided that they do not form part of the drainage system for the building.

EN 752:2017/FprA1 is a CEN draft amendment to EN 752:2017 for drain and sewer systems outside buildings. It updates the sewer system management standard with climate change-related changes for planning, design, rehabilitation, operation and maintenance.
What does EN 752:2017/FprA1 specify?
EN 752:2017/FprA1 modifies the European Standard for sewer system management outside buildings. The amendment keeps the same application area - from the point where wastewater leaves a building, roof drainage system, or paved area to discharge into a wastewater treatment plant or receiving water body - and adds climate-focused updates across the document.
The amendment also applies the standard to drains and sewers below buildings when they are not part of the building drainage system. In practice, that matters because these assets still need to be managed as part of the wider drainage network.
This amendment is organized as a clause-by-clause set of modifications to the Introduction, Scope, normative references, terms and definitions, functional requirements, design and investigation clauses, health and safety, and the annexes.
| Annex | What it covers |
|---|---|
| Annex A | National application text for England, with one wording update |
| Annex D | Deleted by the amendment |
What are the key requirements of EN 752:2017/FprA1?
EN 752:2017/FprA1 strengthens the standard’s climate change response and ties it into flood protection, hydraulic capacity, watertightness, and long-term system planning. The practical effect is that designers and operators are expected to look at future conditions, not only current ones.
Climate change must be built into planning and design
The amendment adds climate change to the Introduction, Scope, and Clause 4.5 on sustainable development. It says drainage systems should remain resilient to changing weather patterns, extreme events, and other climate impacts over the design working life. That means the system is to be planned with future conditions in mind, not just present-day rainfall or flows.
Flooding, surcharge, and hydraulic capacity need future-looking checks
Clause 5.1.2 requires hydraulic capacity to allow for foreseeable increases in flow, including climate change impacts, over the design working life. Clause 5.2.3 adds that the sensitivity of surcharge or expected sewer flooding frequency to rainfall or sea level change should be considered. Clause 8.4.3.1 also requires changes in flooding frequency due to current and future climate change to be taken into account. In practice, this pushes the user to test whether the system still performs when rainfall, sea level, or flow patterns change.
Watertightness and protection from inundation are reinforced
Clause 5.1.9 requires existing drains, sewers and ancillary structures to be watertight, and new systems to be located or designed to avoid inundation by overland flows or foreseeable surface flood waters. This is a practical safeguard against infiltration, asset damage, and operational failure during flooding.
Climate scenarios and local data are expected in investigations
New Clause 5.1.15 calls for climate change scenarios to be used to explore location-specific conditions over the design working life, with national climate change authorities consulted as appropriate. Clause 5.3.2.1 says the most reliable local climate change data should be used, and Clause 8.3.1 adds examination of local flood maps and historical flood records. This matters because the design basis should reflect local risk, not generic assumptions.
Water-sensitive urban design and blue-green infrastructure are introduced
Clauses 5.1.16 and 5.1.17 add water-sensitive urban design and blue-green infrastructure. These clauses connect drainage to urban planning, water reuse, biodiversity, heat control, flood risk reduction, and better surface water management. In practice, the standard now treats drainage as part of the wider urban water and landscape system.
What terms does EN 752:2017/FprA1 define?
The amendment adds several terms that frame its climate-related updates. These definitions help users apply the same language when planning or documenting drainage decisions.
- Climate change - long-term shifts in temperatures and weather patterns, used in the amendment to justify looking at future hydraulic and environmental conditions.
- Combined sewer overflow storm discharge - water discharged from a combined sewer overflow during heavy rainfall, relevant to overflow assessment and management.
- Design working life - the period used when judging whether a drainage asset should remain functional and resilient over time.
- Sustainable urban drainage or blue green infrastructure - a network of surface waters, groundwater, stormwater measures, and green spaces that supports stormwater management.
- Water-sensitive urban design - a land planning and engineering approach that integrates stormwater, groundwater, wastewater management, and water supply into urban design.
- Blue-green infrastructure - the connected network of water and green-space measures that supports stormwater management and climate adaptation.
Who uses EN 752:2017/FprA1?
EN 752:2017/FprA1 is used by engineers, utility operators, consultants, local authorities, and asset managers involved with drain and sewer systems outside buildings. It is especially relevant to people planning, designing, operating, maintaining, rehabilitating, and assessing drainage networks.
It also matters to buyers and contractors working on sewer assets, because the amendment touches hydraulic investigation, access, surface water drainage, combined sewer overflows, and health and safety references.
What changed in EN 752:2017/FprA1 from the previous edition?
EN 752:2017/FprA1 modifies EN 752:2017, and the principal changes are broadly limited to textual amendments and additions relating to climate change.
The amendment:
- updates the Introduction and Scope to emphasize climate impacts
- revises normative references to EN 13508, EN 14654, EN 16932, and EN 16933
- adds and updates definitions in Clause 3
- adds climate resilience content to sustainable development and functional requirements
- strengthens flooding, watertightness, hydraulic investigation, and design checks
- updates health and safety references
- changes Annex A wording and deletes Annex D
- updates the bibliography reference to EN 14654-2
Which standards are used with EN 752:2017/FprA1?
EN 752:2017/FprA1 points users to companion standards that support investigation, design, construction, and management of outside-building drainage systems.
- EN 13508 (all parts) - investigation and assessment of drain and sewer systems outside buildings
- EN 14654 (all parts) - management and control of operational activities
- EN 16932 (all parts) - pumping systems for drain and sewer systems outside buildings
- EN 16933 (all parts) - design of drain and sewer systems outside buildings
- EN 1295 (all parts) - structural design of buried pipelines under various loading conditions
- EN 1610 - construction and testing of drains and sewers
- EN 12889 - trenchless construction and testing of drains and sewers
- EN 15885 - classification and characteristics of renovation and repair techniques
- EN 14654-2 - rehabilitation of drain and sewer systems outside buildings
What does the EN 752:2017/FprA1 document contain?
EN 752:2017/FprA1 is a modification document, so its content is clause-by-clause updates rather than a full restatement of the whole standard. It shows where text is replaced, added, or deleted in the Introduction, Scope, clauses on definitions, functional requirements, investigation, health and safety, and design-related sections.
The amendment includes a revised table linking functional requirements to public health, occupational health and safety, environmental protection, and sustainable development. It also adds new clause text for resilience to climate change, water-sensitive urban design, and blue-green infrastructure, and updates the references used in investigation and design work.
Its annex content is limited to an update in Annex A and deletion of Annex D.
