EN 60335-2-17:2013/A2:2021 (CLC) is the European amendment to the safety standard for household and similar flexible heating appliances - including electric blankets, pads, heated clothing and analogous products. Aligned with IEC 60335-2-17:2012/A2:2019, this amendment (A2) was approved in 2021 and updates requirements for marking, testing, temperature limits, abnormal operation and construction to improve user safety and support compliance with the Low Voltage Directive (2014/35/EU).

  • If an appliance has two supply connections, rated power input must be declared for each circuit separately (a combined label is permitted).
  • Washable vs non-washable appliances must be marked with ISO 7000-3125 (washable) or ISO 7000-3123 (non-washable) symbols.
  • Instructions must warn that sleeping on an appliance at higher control settings can cause skin burns or heat stroke and include laundering guidance for washable items.
• Heating limits (normal & controlled operation):
  • Controlled appliances: surface temperature must not exceed 50 °C during the first hour, then limits of 45 °C (one-third length near foot end) and 37 °C (remainder).
  • Other appliances: temperature rise limits - 33 K first hour; then 28 K (one-third) and 20 K (remainder).
• Abnormal operation: If an electronic switch fails and the appliance becomes permanently energized, surface temperatures must not exceed the limits specified (e.g., 60 °C for blankets/mattresses; 85 °C for pads).
• Construction & switches: Touch or proximity actuated switches must require at least two manual operations to switch on (but only one to switch off); repeated touch at same point does not count as two operations.

Relationship between this European Standard and the safety
objectives of Directive 2014/35/EU [2014 OJ L96] aimed to be covered
This European Standard has been prepared under a Commission’s standardization request relating to
harmonized standards in the field of the Low Voltage Directive, M/511, to provide one voluntary means of
conforming to safety objectives of Directive 2014/35/EU of the European Parliament and of the Council of
26 February 2014 on the harmonization of the laws of the Member States relating to the making available
on the market of electrical equipment designed for use within certain voltage limits [2014 OJ L96].
Once this standard is cited in the Official Journal of the European Union under that Directive, compliance
with the normative clauses of this standard given in Table ZZA.1 confers, within the limits of the scope of
this standard, a presumption of conformity with the corresponding safety objectives of that Directive, and
associated EFTA regulations.
Compliance with this Part 2 when used together with the Part 1 provides one means of conformity with
the safety objectives.
