Interoperability specifications of common external power supply (EPS) for use with data-enabled mobile telephones

IEC 62684:2018 specifies the interoperability of common external power supplies for use with data-enabled mobile telephones. It defines the common charging capability and specifies interface requirements for the external power supply. Safety and EMC aspects are not covered by this document. Safety is covered by IEC 60950-1 or IEC 62368-1 and EMC is covered by regional /national standards. This document defines interoperability based on legacy USB technologies and does not cover charging interfaces that implement IEC 62680-1-3, IEC 62680-1-2 and IEC 63002. This second edition cancels and replaces the first edition published in 2011. This edition constitutes a technical revision. This edition includes the following significant technical changes with respect to the previous edition:
a) Clause 1 is modified to include updated references to IEC Universal Serial Bus interface standards;
b) Clause 2 is expanded to include references to IEC Universal Serial Bus interface standards;
c) Subclause 4.1 is expanded to include requirements for non USB Micro-B plug DC plug connectors;
d) Subclause 4.4 is modified to remove obsolete requirements for common mode noise and reference requirements of IEC Universal Serial Bus interface standards;
e) Subclause 4.5 is modified to reference appropriate safety standards.

L'IEC 62684:2018 spécifie l'interopérabilité des alimentations externes communes destinées aux téléphones mobiles avec service de données. Il définit la fonctionnalité de charge commune et spécifie les exigences d'interface relatives à l'alimentation externe.
Les aspects relatifs à la sécurité et à la compatibilité électromagnétique (CEM) ne sont pas couverts par le présent document. La sécurité est couverte par l'IEC 60950-1 ou l'IEC 62368-1. La CEM est couverte par des normes régionales/nationales.
Le présent document définit l'interopérabilité avec les technologies USB antérieures et ne couvre pas les interfaces de charge qui mettent en œuvre l'IEC 62680-1-3 (câbles et connecteurs USB Type-C™), l'IEC 62680-1-2 (alimentation électrique par port USB) et l'IEC 63002.
L'IEC 62684:2018 annule et remplace la première édition parue en 2011. Cette édition constitue une révision technique.
Cette édition inclut les modifications techniques majeures suivantes par rapport à l'édition précédente:

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC

1 Scope
This document specifies the interoperability of common external power supplies for use with
data-enabled mobile telephones. It defines the common charging capability and specifies
interface requirements for the external power supply.
Safety and EMC aspects are not covered by this document. Safety is covered by IEC 60950-1
or IEC 62368-1 and EMC is covered by EN 301 489-34 regional /national standards.
This document defines interoperability based on legacy USB technologies and does not cover
charging interfaces that implement IEC 62680-1-3 (USB Type-C™ ), IEC 62680-1-2 (USB PD)
and IEC 63002.
NOTE: The content of this document is based on Annex II dated 12 January 2010 to the MoU regarding

DATA-ENABLED MOBILE TELEPHONES

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.

International Standard IEC 62684 has been prepared by technical area 14: Interfaces and
methods of measurement for personal computing equipment, of IEC technical committee 100:
Audio, video and multimedia systems and equipment.
This second edition cancels and replaces the first edition published in 2011. This edition
constitutes a technical revision.
This edition includes the following significant technical changes with respect to the previous
edition:
a) Clause 1 is modified to include updated references to IEC Universal Serial Bus interface
standards;
b) Clause 2 is expanded to include references to IEC Universal Serial Bus interface
standards;
c) Subclause 4.1 is expanded to include requirements for non USB Micro-B plug DC plug
connectors;

d) Subclause 4.4 is modified to remove obsolete requirements for common mode noise and
reference requirements of IEC Universal Serial Bus interface standards;
e) Subclause 4.5 is modified to reference appropriate safety standards.

1 Scope
This document specifies the interoperability of common external power supplies for use with
data-enabled mobile telephones. It defines the common charging capability and specifies
interface requirements for the external power supply.
Safety and EMC aspects are not covered by this document. Safety is covered by IEC 60950-1
or IEC 62368-1 and EMC is covered by regional /national standards.
This document defines interoperability based on legacy USB technologies and does not cover
charging interfaces that implement IEC 62680-1-3 (USB Type-C™ ), IEC 62680-1-2 (USB PD)
and IEC 63002.
NOTE The content of this document is based on Annex II dated 12 January 2010 to the MoU regarding
Harmonisation of a Charging Capability for Mobile Phone.
