ISO 3780:2009 specifies the content and structure of an identifier in order to establish, on a world-wide basis, the identification of road vehicle manufacturers. The world manufacturer identifier (WMI) constitutes the first section of the vehicle identification number (VIN) described in ISO 3779. ISO 3780:2009 applies to motor vehicles, towed vehicles, motorcycles and mopeds as defined in ISO 3833.

Overview

ISO 3780:2009 defines the World Manufacturer Identifier (WMI) - the three-character code that forms the first section of the vehicle identification number (VIN) specified in ISO 3779. The standard specifies the content, format and assignment rules for WMI codes to ensure unique, worldwide identification of road vehicle manufacturers. It applies to motor vehicles, towed vehicles, motorcycles and mopeds as defined in ISO 3833.

• WMI structure: A WMI is exactly three characters (letters and digits). The WMI is the first section of the VIN and, when combined with the rest of the VIN, helps guarantee global uniqueness for at least 30 years.

• Small-volume manufacturers: National bodies should use the digit 9 as the third character for manufacturers producing fewer than 500 vehicles per year; in this case some VIS positions are allocated by the national body to ensure identification.
• Allocation and administration: National bodies assign WMIs for manufacturers headquartered in their country. The SAE acts as the international maintenance agency for the WMI matrix (Annex A), and allocation must be controlled internationally.
• Reuse restriction: A WMI must not be reassigned to a different manufacturer for at least 30 years after its last year of use.

Applications

• Vehicle manufacturers and assemblers use ISO 3780:2009 to obtain and apply a WMI for VIN marking and manufacturer identification.
• National registration authorities, type-approval agencies, customs, law enforcement and vehicle import/export authorities rely on WMIs to identify origin and manufacturer.
• VIN issuers, compliance officers, fleet managers and vehicle history services use the WMI to validate manufacturer identity and support traceability, recalls and anti-fraud processes.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been

International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an

ISO 3780 was prepared by Technical Committee ISO/TC 22, Road vehicles.
This third edition cancels and replaces the second edition (ISO 3780:1983), which has been technically
revised.
Introduction
The original world manufacturer identifier (WMI) code distribution per country was established over 25 years
ago, and much has happened since the previous edition of this International Standard was published in 1983:
⎯ some countries no longer exist;
⎯ the automotive industries in some countries (e.g. China) have developed to such an extent that the
countries concerned are rapidly using up their original WMI allocations;
⎯ in other countries that were originally allocated many WMIs, this allocation has gone unused due to the
lack of a major automotive industry in the country concerned.
In order to address the issue before a critical point is reached, the international agency for the maintenance of
WMI codes, the Society of Automotive Engineers (SAE), together with the SAE VIN/WMI committee, has
updated and adjusted the WMI code matrix. Annex A contains the amended global WMI code distribution.
In the course of revising this International Standard, the following significant modifications have also been
made with respect to the previous edition:
⎯ the separate clauses “Scope” and “Field of application” have been combined into a single Clause 1, and
the subsequent clauses have been renumbered accordingly;
⎯ the terms and definitions in Clause 3 have been made more comprehensive and revised in accordance
with the state of the art;
⎯ the content of 4.3 has been amended in order to reduce the risk of different interpretations.

Introduction
La répartition d'origine du code d'identification mondiale des constructeurs (WMI), par pays, a été établie voilà
plus de 25 ans; des changements importants sont apparus depuis l'édition précédente de la présente Norme
internationale publiée en 1983:
⎯ certains pays n'existent plus;
⎯ l'industrie automobile dans certains pays (par exemple la Chine) s'est développée à un point où les pays
concernés ont rapidement réduit leurs attributions d'origine de codes WMI;
⎯ dans d'autres pays à qui de nombreux codes WMI étaient attribués au départ, cette attribution était
devenue non utilisée du fait du manque d'une industrie automobile importante dans le pays concerné.
Dans le but de résoudre ce problème avant que la situation ne devienne critique, l'agence internationale pour
la maintenance des codes WMI, la SAE (Society of Automotive Engineers), avec le comité SAE VIN/WMI, a
mis a jour et adapté la matrice des codes WMI. L'Annexe A contient la répartition des codes WMI amendée,
par pays.
Dans le travail de révision de la présente Norme internationale, les modifications significatives suivantes ont
été apportées par rapport à l'édition précédente:
⎯ les articles séparés «Objet» et «Domaine d'application» ont été fondus en un seul Article 1; les articles
qui suivent ont été renumérotés en conséquence;
⎯ les termes et définitions de l'Article 3 ont été rendus plus compréhensibles et ont été révisés dans les
règles de l'art;

Введение
Первоначальный вариант присвоения странам международного идентификационного кода
изготовителей (WMI) был разработан свыше 25 лет назад, и очень многое изменилось со времени
прежнего издания данного международного стандарта в 1983 году:
⎯ некоторые страны прекратили своё существование;
⎯ автомобильная промышленность в некоторых странах (например в Китае) достигла такой степени
развития, что эти страны быстро исчерпали отведённый им первоначальный вариант присвоения
WMI;
⎯ в других странах, которым первоначально был присвоен достаточно большой объём обозначений
WMI, эти обозначения остаются неиспользованными вследствие отсутствия крупной
автомобильной промышленности в этих странах.
В целях решения этих проблем пока их развитие не достигло критической степени международное
агентство по поддержанию кодов WMI, Общество автомобильных инженеров (SAE), совместно с
комитетом SAE по VIN/WMI, провело обновление и переработку таблицы кодов WMI. Приложение A
содержит улучшенный вариант глобального распределения кодов WMI.
В процессе пересмотра данного международного стандарта были выполнены следующие
существенные изменения по сравнению с предыдущим изданием:
⎯ отдельные разделы “Назначение” и “Область применения” были объединены в один Раздел 1, и в
соответствии с этим были перенумерованы последующие разделы;
⎯ термины и определения в Разделе 3 приобрели более полный характер и были пересмотрены в
соответствии с современными представлениями;;
⎯ в содержание пункта 4.3 были внесены поправки с целью уменьшения риска различных
интерпретаций.
