Inland navigation vessels - Permanently installed climbing devices with a length not exceeding 5 m

This Standard specifies the requirements for the design and construction of permanently installed vertical climbing devices made of steel with a length not exceeding 5 m, used on inland navigation vessels.
For the purposes of this standard the term permanently installed climbing devices covers ladders, step irons, dog step ladders and integral treads including handholds.
This European Standard does not apply to stairs. These are covered by EN 790 and EN 13056.

Overview

EN 13574:2001 (CEN) defines safety, design and material requirements for permanently installed vertical climbing devices made of steel on inland navigation vessels, with a maximum length of 5 m. The standard covers ladders, step irons, dog-step ladders and integrated treads (including handholds) but excludes stairs (covered by EN 790 and EN 13056). It implements requirements linked to Council Directive 82/714/EEC for inland waterway vessels.

Key topics and technical requirements

  • Scope and types: Ladders (L), step irons (G), dog-step ladders (S), integrated treads (A) and cross-overs for coupled vessels (K). Standard includes a designation format for ordering (e.g., EN 13574–S–6–350–H).
  • Dimensions & geometry:
    • Maximum device length: 5 m.
    • Uniform treads and spacing required; topmost tread to access ≤ 150 mm; lowest tread spacing between 100 mm and 300 mm.
    • Maximum ladder inclination: 15° (to allow easy mounting). General tolerances per ISO 2768-c / EN 22768-1.
  • Rungs and handholds:
    • Rungs: square profile tilted 45°, thickness 20–30 mm.
    • Handholds: round profile, diameter 20–34 mm; vertical tube constructions may extend ≥ 1.15 m above top step where used.
  • Strength & safety:
    • Rungs and handholds must withstand 1.0 kN; breaking safety factor 5:1.
    • Spars and handholds must withstand 1.5 kN per every 2 m of ladder without permanent deformation; loads applied at weakest points.
    • Construction must avoid pinch points, ensure safe foothold, and prevent overhangs.
  • Materials & fabrication:
    • Minimum steel quality: Fe 360 (ISO 630) or equivalent shipbuilding steel.
    • Semi-finished product references: rungs (square steel ISO 1035-2), spars/holders (flat steel ISO 1035-3), handholds (round steel ISO 1035-1 or tubes ENV 10220).
    • Rungs for walls to conform to EN 29519 Form A.
  • Cross-overs for coupled vessels: Preferred as stairs; if not possible, use integrated treads or step irons for closed profiles, or dog-step ladders for I-bar pushing shoulders.

Applications and users

  • Shipbuilders and naval architects specifying deck equipment for inland vessels.
  • Equipment manufacturers producing permanently fixed ladders, step irons, dog-step ladders and integrated treads.
  • Classification societies, flag administrations and safety inspectors verifying compliance with inland navigation vessel regulations.
  • Vessel operators and purchasers preparing procurement specifications or retrofit upgrades for crew and cargo access.

Related standards

  • EN 790 and EN 13056 - stairs on inland navigation vessels (different inclination ranges).
  • EN 29519 - rungs for dog-step ladders.
  • ISO 630, ISO 1035 series, ENV 10220 - material and profile references.
