This document specifies the system layer of the coding. It was developed principally to support the combination of the video and audio coding methods defined in Parts 2 and 3 of ISO/IEC 13818. For almost error-free environments the program stream is generally more appropriate, supporting software processing of program information. The transport stream is more suitable for use in environments where errors are likely. A Rec. ITU-T H.222.0 | ISO/IEC 13818-1 multiplexed bit stream, whether a transport stream or a program stream, is constructed in two layers: the outermost layer is the system layer, and the innermost is the compression layer. The system layer provides the functions necessary for using one or more compressed data streams in a system. The video and audio parts of this Specification define the compression coding layer for audio and video data. Coding of other types of data is not defined by this Specification, but is supported by the system layer provided that the other types of data adhere to the constraints defined in 2.7.

This Recommendation | International Standard specifies the coded representation of picture information for digital
storage media and digital video communication and specifies the decoding process. The representation supports constant
bit rate transmission, variable bit rate transmission, random access, channel hopping, scalable decoding, bitstream
editing, as well as special functions such as fast forward playback, fast reverse playback, slow motion, pause and still
pictures. This Recommendation | International Standard is forward compatible with ISO/IEC 11172-2 and upward or
downward compatible with EDTV, HDTV, SDTV formats.
This Recommendation | International Standard is primarily applicable to digital storage media, video broadcast and
communication. The storage media may be directly connected to the decoder, or via communications means such as
busses, LANs, or telecommunications links.

The present document is one of the parts of the specification of the Digital Enhanced Cordless Telecommunications
(DECT) Common Interface (CI).
This part of the DECT CI specifies the speech and audio coding and transmission requirements.
In order to ensure satisfactory interworking of different portable and fixed units, it is necessary to specify the
transmission performance of the analog information over the digital link. This requires not only use of a common
speech algorithm, but also standardization of frequency responses, reference speech levels (or loudness) at the air
interface and various other parameters.
The present document applies to DECT equipment which includes all the necessary functions to provide real-time
two-way speech conversation and stereo audio transmission. Several speech services are defined in the present
document, including conventional 3,1 kHz telephony, wideband 7 kHz voice transmission, super-wideband 14 kHz and
fullband 20 kHz service. DECT Fixed part providing such services may be connected to the public circuit switched
(PSTN/ISDN) network, to private networks or to the Voice over Internet Protocol (VoIP) network.
Tethered fixed point local loop applications are not required to comply with the requirements of the present document.
For the DECT systems which connect to the Public Switched Telephone Network (PSTN) via an analog interface, the
additional requirements, which are implemented in the FP, have as much as possible been aligned with ETSI
TBR 038 [29].
A summary of the control and the use of the DECT echo control functions, to guide on need for options to
manufacturers and installers, is found in annex A.
Information concerning test methods can be found in ETSI EN 300 176-1 [9] and ETSI EN 300 176-2 [10] (previously
covered by ETSI TBR 010 [i.5]). The test methods take into account that DECT is a digital system.
The present document includes New Generation DECT, a further development of the DECT standard introducing
wideband speech, improved data services, new slot types and other technical enhancements.
In addition, the present document includes DECT Evolution, providing SWB and FB speech and audio capabilities and
a new speech coding algorithm for NB and WB allowing to increase the audio quality of the NB and WB speech service
and improve bandwidth efficiency.
The latest update for DECT Evolution includes the support of ultra-band, high resolution, low-latency speech and audio
coding, and additional PP types supported with LC3plus coding. An application profile using these new PP types can be
found in ETSI TS 103 706 [i.28].

This document specifies a file format for interchanging audio data between compliant
equipment. It is primarily intended for audio applications in professional recording, production,
post-production, and archiving.
It is derived from the AES31-2 [2] but is also compatible with variant specifications including
EBU Tech 3285 [3] to [10], ITU-R BR.1352-3-2007 [11] to [14], and the Japan Post Production
Association's BWF-J [15].
This document contains the specification of the broadcast audio extension chunk and its use
with PCM-coded audio data. Basic information on the RIFF format and how it can be extended
to other types of audio data is given in Annex E. Details of the PCM WAVE format are also
given in Annex A.
An optional extended format, BWF-E, supports 64-bit addressing to permit file sizes greater
than 4 GB.

Applications of individual dictionary entries will vary but, when used, metadata shall conform to the definitions and formats in this metadata dictionary structure standard and the associated metadata dictionary recommended practice (IEC 62261-3). IEC 62261-3 defines a registered set of metadata element descriptions for association with essence or other metadata and this standard and the contents practice shall be used together as a pair - neither shall be used in isolation. The IEC may, from time to time, appoint other bodies to act as its Registration Authority and Agent for the compilation and safe keeping of IEC 62261-3 as described in IEC 62261-2.

Television METADATA -- Part 2: Data encoding protocol using key-length-value

This part of IEC 62261 defines an octet-level data encoding protocol for representing data items and data groups. This protocol defines a data structure which is independent of the application or transportation method used. The standard defines a key-length-value (KLV) triplet as a data interchange protocol for data items where the key identifies the data, the length specifies the length of the data, and the value is the data itself. The KLV protocol provides a common interchange for all compliant applications irrespective of the method of implementation or transport. The standard also provides methods for combining associated KLV triplets in data sets where the set of KLV triplets is itself coded with KLV data coding protocol. Such sets can be coded in either full form (universal sets) or in one of four increasingly bit-efficient forms (global sets, local sets, variable-length packs, and fixed-length packs). The standard provides a definition of each of these data constructs. The encoding octet range (length of the payload) specified in this standard may generate unusually large volumes of data. Consequently, a specific application of KLV encoding is capable of only a limited operating data range and those details shall be defined in a relevant application document. Of necessity, keys and other reference data have to be globally unique if clashes are to be avoided. The IEC will therefore, from time to time, designate other bodies to act as its registration authority and agent in this respect; it is important to note that, as a result of this, registrations will always contain the designator of the registration authority acting at the time of registration and not that of the IEC (unless the IEC was acting directly as its own registration authority). A mixture of registration authority designators is therefore to be expected.
