This document provides Product Category Rules (PCR) for the assessment of the environmental performance of bituminous and synthetic flexible sheets for which the intended use is roof waterproofing.
NOTE   The reference product standards are EN 13707 and EN 13956.
This standard shall be used for the development and issue of full cradle to grave EPD’s using
   either generic data and generic system specifications (scenario’s) for Generic EPDs;
   or specific data and specific system specifications (scenario’s), for Specific EPDs.
This PCR includes requirements and rules to:
   define the parameters to be declared and the way in which they are collected and reported;
   describe which stages of a product’s life cycle are considered in the EPD and which processes are to be included in the life cycle stages;
   include the rules for calculating the Life Cycle Inventory and the Life Cycle Impact Assessment underlying an EPD, including the specification of the quality of the applied data;
   define generic data and system specifications which shall be used for Generic EPD.
This standard is developed according to EN 15804 and EN 15942. These European standards provide the means for developing a Type III environmental declaration of construction products and they are part of a suite of standards that are intended to assess the sustainability of construction works.

Dieses Dokument stellt Produktkategorieregeln (PCR) zur Bewertung der umweltbezogenen Qualität von Bitumenbahnen und synthetischen Abdichtungsbahnen (Kunststoff  und Elastomerbahnen) bereit, deren bestimmungsgemäße Verwendung die Dachabdichtung ist.
ANMERKUNG   Bei den Bezugs-Produktnormen handelt es sich um EN 13707 und EN 13956.
Dieses Dokument ist für die Entwicklung und Ausstellung einer vollständigen EPD „von der Wiege bis zur Bahre“ mit folgenden Daten vorgesehen:
-   entweder generischen Daten und generischen Systemspezifikationen (Szenarien) für eine generische EPD
oder
-   spezifischen Daten und spezifischen Systemspezifikationen (Szenarien) für eine spezifische EPD.
Diese PCR enthalten Anforderungen und Regeln zur
-   Festlegung der zu deklarierenden Parameter und der Art, in der sie erfasst und angegeben werden;
-   Beschreibung, welche Phasen des Lebenszyklus eines Produkts in der EPD berücksichtigt werden und welche Prozesse in die Lebenszyklusphasen einzubeziehen sind;
-   Einbeziehung der Regeln zur Berechnung der Sachbilanz und Wirkungsabschätzung, die einer EPD zugrunde liegen und die Spezifikation der Qualität der angewandten Daten einschließen;
-   Festlegung der generischen Daten und Systemspezifikationen, die für eine generische EPD zu verwenden sind.

Introduction
CEN/TC 254 has decided to provide the Product Category Rules (PCR) standard in 2 parts. The scope of
these different parts is based on the different types of EPD identified by EN 15804:2012+A1:2013. This
is made to avoid misinterpretation in the market about the EPD scope and content. In the EPD, a clear
reference to the applicable part of the standard will be included.
This standard consists of two parts:
— Part 1: Cradle to grave EPD using generic data and generic system specifications or using specific
data and specific system specifications;
— Part 2: Cradle to gate with options EPD using specific data and/or specific system specification.
If a new version of EN 15804:2012+A1:2013 is available it might be possible that this standard will be
revised.

1 Scope
This document provides Product Category Rules (PCR) for the assessment of the environmental
performance of reinforced bitumen, plastic and rubber flexible sheets for which the intended use is roof
waterproofing.
NOTE The reference product standards are EN 13707 and EN 13956.

5 General aspects
5.1 Objective of the PCR
In addition to EN 15804:2012+A1:2013, 5.1, this document defines the requirements on information,
data and environmental parameters to be included in an Environmental Product Declaration (EPD) for a
full cradle to grave EPD using generic data and generic system specifications for:
— roof waterproofing systems with reinforced bitumen flexible sheets for roof waterproofing according
EN 13707;

or
— roof waterproofing systems with plastic and rubber flexible sheets for roof waterproofing according
EN 13956.
5.2 Types of EPD with respect to life cycle stages covered
In addition to EN 15804:2012+A1:2013, 5.2 the following shall apply.
The LCA based information in an EPD shall cover (see Figure 1 of EN 15804:2012+A1:2013) the life cycle
of a product according to the system boundary (see 6.3.4). In this case, the EPD covers the product stage,
construction process stage, use stage and end of life stage. In this EPD, the information module D may be
included.
It is allowed to use this PCR for the development of EPDs for a product or a product family coming from:
— one specific production site;
— a company with several production sites;
— a sector (group of several production sites from different companies).
It is not allowed to use this PCR for the development of EPDs by grouping products based on different
materials into 1 product family. Materials can be different in their nature and way of manufacturing, for
example PVC, FPO, ECB, EPDM and Bitumen.
NOTE In case of a company or sector EPD, additional rules are defined in 6.3.6 and 6.3.7.
In case of a generic EPD, the calculation shall be credible, realistic and traceable. All products and
production locations identified on the EPD shall deliver their data to calculate the average. Whereby the
data of the individual products and production location shall be based on a representative product for
the production location under the defined scope of the EPD.
5.3 Comparability of EPD for construction products
In addition to EN 15804:2012+A1:2013, 5.3 the following shall apply.
The cradle to grave analysis shall integrate all relevant requirements to ensure the technical
performances of the products in the end-use.
5.4 Additional information
EN 15804:2012+A1:2013 shall apply.
5.5 Ownership, responsibility and liability for the EPD
EN 15804:2012+A1:2013 shall apply.
5.6 Communication formats
EN 15804:2012+A1:2013 shall apply.
6 Product Category Rules for LCA
6.1 Product category
The product category referred to in this standard includes roof waterproofing systems with reinforced
bitumen, plastic and rubber flexible sheets for roof waterproofing according EN 13707 and EN 13956.

6.2 Life cycle stages and information modules to be included
6.2.1 General
All life stages shall be reported. Module D is optional.
6.2.2 A1-A3, product stage, information modules
EN 15804:2012+A1:2013 shall apply.
6.2.3 A4-A5, construction process stage, information modules
EN 15804:2012+A1:2013 shall apply.
6.2.4 B1-B5, use stage, information modules related to the building fabric
EN 15804:2012+A1:2013 shall apply.
6.2.5 B6-B7, use stage, information modules related to the operation of the building
Modules B6-B7 (use stage, information modules related to the operation of the building) are not relevant
for roof waterproofing systems. The abbreviation n.r. (not relevant) shall be reported in the EPD.
6.2.6 C1-C4, end of life stage, information modules
In addition to EN 15804:2012+A1:2013, the following rules apply:
Module C1 (de-construction, demolition) is reported. When it is neglected in the LCA calculation due to
the insignificant impact, the abbreviation n.r. (not relevant) shall be reported in the EPD.
6.2.7 D, benefits and loads beyond the system boundary information module
EN 15804:2012+A1:2013 shall apply.
6.3 Calculation rules for the LCA
6.3.1 Functional unit
The functional unit provides the quantitative normalization for comparing EPDs of equivalent function.

This PCR is valid for all roof waterproofing systems with flexible sheets. The functional unit is 1 m roof
waterproofing system, with an estimated service life of the building.
The reference service life of the roof waterproofing system shall be defined and declared according to
6.3.3.

The thickness or mass per m of the sheets shall be expressed according to the applicable product
standard.
For generic EPD, whereby a formula to calculate the values for other sheets thicknesses or masses may
be included within the LCA-report and EPD, the formula shall comply with the rules defined in Annex A.
6.3.2 Declared unit

The declared unit for roof waterproofing sheets is 1 m .
6.3.3 Reference service life (RSL)
In addition to EN 15804:2012+A1:2013, the following rules shall apply:
— The Reference Service Life (RSL) refers to the declared technical and functional performance of the
roof waterproofing system / product installed on a building.

— For generic EPD, as a default for the reference service life of a roof waterproofing system a period of
30 years shall be used. In addition the scenarios for replacement (module B4) and refurbishment
(B5) as defined in 6.3.8.8 shall be used for the calculation.
— For specific EPD, the generic EPD RSL default value or the specific RSL of the roof waterproofing
system with a reference to the source shall be stated in the EPD.
— In the EPD the following statement shall be made: “RSL is dependent on the properties of the product
and reference in-use conditions.”.
6.3.4 System boundaries
6.3.4.1 General
EN 15804:2012+A1:2013 shall apply.
6.3.4.2 Product stage
In addition to EN 15804:2012+A1:2013, the following rules shall apply:
Energy, water consumption and emissions related to offices and R&D laboratories (A3) may be excluded.
6.3.4.3 Construction stage
In addition to EN 15804:2012+A1:2013, the following rules shall apply:
Module A4 (Transport)
— Transport of ancillary materials (e.g. fasteners, adhesives) may be omitted.
— Transport of waste generated from the installation at the construction site shall be included.
Module A5 (Installation process)
The following information modules shall be included:
— description roof waterproofing system (types of roof waterproofing layers/sheets);
— material consumption, including joints and installation waste as defined in 6.3.8.4;
— jointing technique as defined in 6.3.8.4;
— energy consumption for installation (e.g. propane gas, electricity) as defined in 6.3.8.4;
— types and amounts of bonding/fastening materials when applicable as defined in 6.3.8.4;
— waste processing of the waste from installation phase (e.g. packaging, membranes/cutting waste);
— other ancillary materials used in a roof waterproofing system or on a roof may be omitted.
6.3.4.4 Use stage
6.3.4.4.1 General
EN 15804:2012+A1:2013 shall apply.
6.3.4.4.2 B1-B5 Use stage information modules related to the building fabric
— B1 (Use of the installed product): no additional rules (see also 6.3.8.5);

— B2 (Maintenance): no additional rules (see also 6.3.8.6);
— B3 (Repair): the rules indicated in 6.3.8.7 shall apply;
— B4 (Replacement): the rules indicated in 6.3.8.8 shall apply;
— B5 (Refurbishment): the rules indicated in 6.3.8.8 shall apply.
6.3.4.4.3 B6-B7 Use stage information modules related to the operation of the building
Modules B6-B7 are not relevant for roof waterproofing systems.
6.3.4.5 End-of-life stage
Information shall be given for the following modules:
— C1 (De-construction, demolition) according to the rules defined in 6.3.8.9;
— C2 (Transport to the product’s waste processing) according to the rules defined in clause 6.3.8.10;
— C3 (Waste processing) according to the rules defined in 6.3.8.11;
— C4 (Disposal) according to the rules defined in 6.3.8.11.
6.3.4.6 Benefits and loads beyond the product system boundary in module D
When module D is included in the EPD this shall be based on waste treatment scenario’s as defined in
clause 6.3.8.11.
The information in module D may contain technical information (instruction about the correct
dissembling of roof membrane for further recycling) as well as the quantified predetermined parameters
as declared in the EPD.
NOTE Module D allows to give indications about the environmental benefits from recyclable materials leaving
the system as secondary materials: for instance the benefit of membrane scrap or waste of dissembled roof
