Natural gas vehicles - Requirements for NGV workshops and the management of compressed natural gas (CNG) vehicles

This document provides requirements for the operation (“user manual”) of vehicles using CNG (fossil and renewable) as fuel, giving recommendations of good, safe and environmental friendly practices for users, including transit through specific areas (tunnels, ferries, etc.), refuelling, parking, and workshops, and also giving instructions in case of accident. This document also provides requirements concerning competence, knowledge and ability of workshops' operatives as well as any other matter concerned with safety.

Dieses Dokument enthält Anforderungen zum Betrieb von Fahrzeugen, die komprimiertes Erdgas (CNG) als Kraftstoff für den Antrieb verwenden und behandelt hierbei verschiedene Aspekte einschließlich Tätigkeiten, Risikomanagement, Planung, Personal, Aufbau, Systeme sowie Betrieb von Werkstätten für Erdgasfahrzeuge. Es enthält Anforderungen an die Handhabung von Erdgasfahrzeugen, einschließlich Gebrauch, Parken, Befüllung für die Inbetriebnahme, Inspektion, Installation, Reparatur und Instandhaltung, Entsorgung, Transport und Dokumentation.
Dieses Dokument gilt für CNG-Fahrzeuge mit einem Druck im Kraftstoffsystem von 20 MPa (200 bar) bei 15 °C. Unter Berücksichtigung zusätzlicher Sicherheitsaspekte kann dieses Dokument auch für Fahrzeuge mit höherem Druck im Kraftstoffsystem herangezogen werden.

This document (EN 13423:2021) has been prepared by Technical Committee CEN/TC 326 “Natural gas
vehicles – Fuelling and operation”, the secretariat of which is held by NEN and TSE.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by August 2021, and conflicting national standards shall be
withdrawn at the latest by August 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 13423:2000.
In comparison with the previous edition, the following changes have been included:
— the introduction of minimum requirements instead of recommendations to professionals how to
safely operate vehicles that use compressed natural gas (CNG) as a fuel for propulsion, covering
various aspects of NGV workshops;
— the scope of the document has been expanded by not only addressing the NGV owner and user, but
also other parties dealing with NGVs. These changes are reflected in the Introduction and Scope of
this document and the new aspects have been introduced in the relevant clauses of this document;
— developments and best practices since the publication of the first edition have been taken into
account, also to improve understanding and implementation of this document by the intended user;
— a new Annex is introduced that provides minimum requirements for the user manual of NGVs to be
provided by the OEM or system manufacturer.

1 Scope
This document provides requirements for operation of vehicles that use compressed natural gas (CNG)
as a fuel for propulsion, covering various aspects of NGV workshops including activities, risk
management, planning, personnel, layout, systems and operations. It provides requirements regarding
the management of NGVs including use, parking, fuelling for commissioning, inspection, installation,
repair and maintenance, disposal, transportation and documentation.
This document is applicable to the management of CNG vehicles with a fuel system pressure of 20 MPa
(200 bar) at 15 °C. This document can also be applied to vehicles with higher fuel system pressures, taking
into account additional safety aspects.
This document also applies to servicing, repair and maintenance of NGVs when work is not performed on
the gas fuel system.

4 General provisions
The management of NGVs shall be done in accordance with Annex A. The requirements in Annex A are
also intended to apply to the user of the NGV, whether he is the owner, operator or dealer responsible for
the sale or maintenance of the vehicle.

5 NGV workshop activities
NGV workshops shall be designed to accommodate one or more of the following activities:
a) NGV system inspection;
b) NGV system installation;
c) NGV system repair;
d) NGV system maintenance;
e) NGV system requalification;
f) NGV system disposal;
g) other non-gas activities.
6 NGV workshop risk management
6.1 Procedure
Risks in relation to the NGV workshop, and of any NGVs that are handled by it, shall be managed according
to the principles outlined in ISO 31000.
6.2 Risk context
Risks in relation to the NGV workshop, and of any NGVs that are handled by it, shall be addressed in
respect of the various key stakeholders and their respective views, including:
a) health and safety organizations;
b) examining bodies;
c) local authority;
d) fire and emergency response providers;
e) environmental agencies;
f) system manufacturers;
g) vehicle manufacturers;
h) NGV workshop owners;
i) NGV workshop personnel;
j) NGV workshop neighbours;
k) NGV users;
l) the general public.

6.3 Risk assessment
Risks in relation to the NGV workshop, and of any NGVs that are handled by it, shall be assessed using
appropriate techniques. The risk assessment shall as a minimum include the following aspects of the NGV
workshop:
a) organization;
b) layout;
c) systems;
d) operations.
NOTE EN IEC 31010 provides general guidance on selection and application of systematic techniques for risk
assessment.
6.4 Risk treatment
All identified risks in relation to the NGV workshop and of any NGVs that are handled by it, shall be treated
in a manner which minimizes their impact to an acceptable level for all foreseeable hazards including,
but not limited to:
a) fire and explosion;
b) pressure;
c) asphyxiation;
d) electrocution.
6.5 Risk monitoring and review
All identified risks in relation to the NGV workshop, and of any NGVs that are handled by it, shall be
monitored and reviewed. Risk monitoring and review shall be done on a periodic basis, but can be done
on an ad-hoc basis as well.
6.6 Risk documentation
All identified risks in relation to the NGV workshop, and of any NGVs that are handled by it, shall be
comprehensively documented in a manner that clearly describes how they are managed.
NOTE Documented information can include hazardous area classification drawings, mitigation strategies, and
fire escape routes.
7 NGV workshop planning
7.1 Tools and equipment
The NGV workshop shall have all the tools and equipment necessary to operate on NGVs in accordance
with the vehicle and/or system manufacturer’s requirements. Tools and equipment shall be suitably
managed by a qualified person. Management of tools and equipment shall include procurement, periodic
inspection, calibration, upgrading and replacement.
A non-exhaustive list of recommended tools and equipment is provided in Annex D.
Noise levels from equipment (e.g. compressor or vacuum pump) shall be evaluated. Measures shall be
put in place to minimize the impact of noise on the external environment.

7.2 Security measures
The NGV workshop shall implement security measures in order to prevent unauthorized persons from
accessing areas of the site, which could pose a risk to safety.
7.3 Emergency planning
7.3.1 Emergency procedures
The NGV workshop shall have emergency procedures to respond to at least the following events:
a) a suspected or detected gas leak;
b) a fire (conforming to the provisions of the local fire prevention authority);
c) an accident or injury to personnel.
7.3.2 Emergency access and escape
The NGV workshop shall make provisions for emergency access and escape, taking into account the
requirements for access by emergency response providers (e.g. ambulance, fire brigade) and for
emergency access, escape and evacuation.
7.3.3 Emergency equipment
The NGV workshop shall be adequately furnished with appropriate equipment for dealing with
emergency situations, such as fire protection systems (see 10.2) and first-aid kits.
8 NGV workshop occupants
8.1 General safety
The NGV workshop owner shall provide safety instructions to all persons accessing the NGV workshop
premises, including mechanics/technicians, administration staff and visitors.
NGV workshop occupants shall wear adequate personal protective equipment (PPE), where necessary.
8.2 NGV workshop mechanics/technicians
The NGV workshop owner shall ensure that NGV workshop mechanics/technicians are:
a) trained according to the requirements of 8.3;
b) qualified to perform the specific tasks assigned to them according to the written procedures as
defined in B.5.4;
c) provided with the necessary tools and equipment.
8.3 Training
The training of NGV workshop mechanics/technicians shall cover at least the following aspects:
a) hazards and associated risks in relation to the NGV workshop and in the handling of NGVs, including:
— properties of natural gas;
— the presence of NGVs;

8.4 Qualification
NGV workshop personnel shall demonstrate that they are qualified for the tasks assigned to them.
NOTE 1 Qualification can be demonstrated by an authorized qualification body.
NOTE 2 ISO/AWI 23684 and ISO/PWI 24671, both under development at date of publication of this document,
will provide requirements for the competence of technical personnel dealing with NGVs as well as training,
qualification and certification.
9 NGV workshop layout
9.1 Designated areas
The NGV workshop shall have clearly designated areas for its various activities. Typical areas include but
are not limited to:
— parking areas for NGVs;
— working areas for NGVs;
— service pits for NGVs;
— storage area for gas containing systems (e.g. cylinders).
9.2 Marking of areas
If the working area does not encompass the entire NGV workshop, the designated working area(s) on the
workshop floor shall be clearly marked.
9.3 Hazardous areas
Hazardous areas within the NGV workshop shall be determined in accordance with EN 60079-10-1.

1 Scope
This document provides requirements for operation of vehicles that use compressed natural gas (CNG)
as a fuel, covering various aspects of NGV workshops including activities, risk management, planning,
personnel, layout, systems and operations. It provides requirements regarding the management of NGVs
including use, parking, fuelling, inspection, installation, repair and maintenance, disposal, transportation
and documentation.
This document is applicable to the management of CNG vehicles with a fuel system pressure of 20 MPa
(200 bar) at 15 °C. This document can also be applied to vehicles with higher fuel system pressures, taking
into account additional safety aspects.
