Overview

EN 10163-2:2004 (CEN) defines delivery requirements for the surface condition of hot‑rolled steel plates and the faces of wide flats with thicknesses 3 mm ≤ t ≤ 400 mm. It supplements EN 10163-1 (General requirements) and establishes criteria for identifying, classifying and repairing surface discontinuities (imperfections and defects) visible on hot‑rolled products. Note: plates thicker than 400 mm require special agreement at order.

Key topics and technical requirements

  • Scope and classification
    • Applies to hot‑rolled plates and wide flats; surface requirements are subdivided into Class A and Class B, each with subclasses 1–3 that control permitted repair methods.
  • Imperfections vs defects
    • Defines imperfections (shallow/small area) and defects (deeper or larger, and all cracks, shells, seams).
  • Depth and area limits
    • Numeric limits are given by product nominal thickness (see the standard’s tables). Example: for very thin plates (3 ≤ t < 8 mm) maximum permissible imperfection depth is 0.2 mm (Table 1); deeper discontinuities have larger limits in Table 2.
  • Permissible area percentages
    • Surfaces with limited reductions in remaining thickness may be acceptable up to 15% of inspected area; larger repairs or deeper ground areas are restricted to 2% or lower limits depending on depth.
  • Repair methods
    • Grinding: permitted to specified depths; tables (Table 3 and 4) detail maximum grinding allowances below minimum thickness.
    • Welding: controlled by subclass - Subclass 1 allows welding with limits (single welded area ≤ 0.125 m²; total welded area ≤ 0.125 m² or 2% of surface, whichever is greater). Subclass 2 allows welding only if agreed at order; Subclass 3 disallows welding.
  • Remaining thickness requirements
    • Class B requires remaining thickness after repair to be at or above the minimum tolerances given in EN 10029 / EN 10051; Class A permits some reductions within defined limits.
  • Inspection condition
    • If the purchaser requires all visible discontinuities to be identified and repaired before delivery, products should be ordered descaled.

Applications and who uses it

  • Used by steel producers, service centers, fabricators, purchasers, inspection bodies and quality engineers to:
    • Specify surface acceptance criteria in purchase orders
    • Decide allowable repairs (grinding/welding) during production or prior to delivery
    • Create inspection and non‑conformance reports for hot‑rolled plates and wide flats
    • Integrate surface condition requirements into fabrication and coating preparation workflows

Related standards

  • EN 10163-1 (General requirements)
  • EN 10163-3 (Sections)
  • EN 10029 (Tolerances on dimensions, shape and mass)
  • EN 10051 (Tolerances for hot‑rolled uncoated plate and strip)

This standard is essential for controlling surface condition, acceptance criteria, and permitted repair procedures on hot‑rolled steel plates and wide flats, ensuring consistent quality in procurement and fabrication.
