1.1 General
This document deals with the technical requirements to minimize the specific railway hazards of self-propelled road-rail machines -henceforward referred to as machines - and associated equipment, which can arise during the commissioning, operation and maintenance of the machines when carried out in accordance with the specification given by the manufacturer or his authorized representative.
These risks are normally common regardless of the track gauge. However, additional requirements can apply for travelling and working on infrastructures with narrow gauge or broad gauge lines, railways utilizing other than adhesion between the rail and rail wheels and underground infrastructures.
This document is also applicable for machines and associated equipment that in working configuration are partly supported on the ballast or the formation. Such machines are capable of independent self-propelled movement on the ground.
This document does not apply to the following:
- the requirements for quality of the work or performance of the machine;
- the specific requirements established by the machine operator for the use of machines, which will be the subject of negotiation between the manufacturer and the Infrastructure Manager;
- moving and working while not on rails;
- separate machines temporarily mounted on machines and associated equipment;
- demountable machines as defined in 3.2;
- trailers as defined in 3.3, including road-rail trailers.
Vehicles which are not track-guided themselves but have attachments that are track-guided are not road-rail machines.
The requirements within this document are amended and added to by the requirements in FprEN 15746-4 for machines designed and intended to use urban rail.
This document does not establish the additional requirements for the following:
- operation subject to special rules, e.g. potentially explosive atmospheres;
- hazards due to natural causes, e.g. earthquake, lightning, flooding;
- working methods;
- operation in severe working conditions requiring special measures, e.g. work in tunnels or in cuttings, extreme environmental conditions such as: freezing temperatures, high temperatures, corrosive environments, tropical environments, contaminating environments, strong magnetic fields;
- hazards due to errors in software;
- hazards occurring when used to handle suspended loads which may swing freely.
For a road-rail machine it is assumed that an EU road permissible host vehicle will offer an accepted safety level for its designed basic functions before conversion. Unless explicitly stated otherwise in a particular clause this specific aspect is not dealt with in this European Standard.
Other track construction and maintenance machines used on railway tracks are dealt with in other European Standards, see Annex F.
1.2 Validity of this document
This document applies to all machines which are ordered one year after the publication date by CEN of this document.

1.1 Allgemeines
Dieses Dokument behandelt die technischen Anforderungen zur Minimierung eisenbahnspezifischer Gefährdungen von selbst angetriebenen Zweiwege Maschinen - im Folgenden als Maschinen bezeichnet - und ihrer zugehörigen Ausrüstungen, die bei der Inbetriebnahme, im Betrieb und bei der Instandhaltung auftreten können, wenn sie den Anweisungen des Herstellers oder seines autorisierten Vertreters entsprechend erfolgen.
Diese Risiken sind in der Regel unabhängig von der Spurweite. Allerdings können zusätzliche Anforderungen für Versetzfahrten und den Arbeitseinsatz auf Schmalspur- oder Breitspurstrecken, auf Bahnen, die andere Kräfte als die Adhäsion zwischen Rad und Schiene nutzen und U-Bahn-Infrastrukturen verwenden, gelten.
Dieses Dokument ist auch für Maschinen und ihrer zugehörigen Ausrüstungen gültig, die sich bei ihrem Arbeitseinsatz zum Teil auf dem Schotter oder dem Planum abstützen. Solche Maschinen müssen in der Lage sein, selbständige selbstfahrende Bewegungen auf dem Planum/Erdreich durchzuführen.
Dieses Dokument gilt nicht für:
- Anforderungen an die Qualität von Arbeiten oder an die Leistung der Maschine;
- spezielle Anforderungen für die Nutzung der Maschinen, festgelegt von dem Maschinenbetreiber, die der Absprache zwischen Hersteller und Infrastrukturbetreiber unterliegen;
- Fahren und Arbeiten auf anderen Untergründen als auf Schienen;
- gesonderte Maschinen/Geräte/Anlagen, die vorübergehend an Maschinen und zugehörige Ausrüstungen angebaut sind;
- Anbaumodule nach 3.2;
- Anhänger nach 3.3, einschließlich Zweiwege Anhänger.
Fahrzeuge, die nicht selbst über eine Schienenführung, aber über schienengeführte Zusatzteile verfügen, sind keine Zweiwege Maschinen.
Die Anforderungen in diesem Dokument werden durch die Anforderungen an Maschinen, die für den Einsatz auf Schienennahverkehrssystemen bestimmt sind, in FprEN 15746-4 geändert und ergänzt.
Dieses Dokument legt nicht die zusätzlichen Anforderungen für Folgendes fest:
- Einsätze, die besonderen Regeln unterliegen, z. B. explosionsgefährdete Umgebungen;
- Gefährdungen aufgrund natürlicher Ursachen, z. B. Erdbeben, Blitzschlag, Überschwemmung;
- Arbeitsverfahren;
- Einsätze unter schwierigen Arbeitsbedingungen, die besondere Maßnahmen erfordern, z. B. bei Arbeiten in Tunneln oder in Streckenabschnitten mit außergewöhnlichen Bedingungen wie Einsatz bei Frost, hohen Temperaturen, korrosiver Umgebung, tropischer Umgebung, kontaminierter Umgebung, starkem Magnetfeld;
- Gefährdungen aufgrund von Fehlern in der Software;
- Gefährdungen durch frei schwingende Lasten.
Für die Umrüstung in eine Zweiwege Maschine wird davon ausgegangen, dass ein EU Straßen zugelassenes Basisfahrzeug ein akzeptiertes Sicherheitsniveau für seine vorgesehenen Grundfunktionen bietet. Sofern in einem bestimmten Abschnitt nicht ausdrücklich etwas anderes festgelegt ist, wird dieser spezielle Aspekt in dieser Europäischen Norm nicht behandelt.
Andere Bau und Instandhaltungsmaschinen für den Einsatz auf Eisenbahngleisen werden in anderen Europäischen Normen behandelt, siehe Anhang F.
1.2 Gültigkeit dieses Dokuments
Dieses Dokument ist für alle Maschinen gültig, die ein Jahr nach dem Veröffentlichungsdatum beim CEN dieses Dokuments bestellt werden.

1.1 Généralités
Le présent document traite des exigences techniques visant à réduire le plus possible les dangers ferroviaires spécifiques aux machines rail-route automotrices (désignées ci-après les « machines ») et aux équipements associés. Ces risques peuvent se manifester lors des opérations de mise en service, d'exploitation et de maintenance des machines, ces opérations étant réalisées conformément aux spécifications données par le fabricant ou son mandataire.
Ces risques sont normalement les mêmes, quel que soit l'écartement de la voie. Toutefois, des exigences supplémentaires peuvent s'appliquer pour le déplacement et le travail sur les infrastructures ferroviaires à voies larges ou étroites, sur les chemins de fer autres que ceux à adhérence rail/roue et sur les infrastructures souterraines.
Le présent document s'applique aussi aux machines et aux équipements associés qui, en configuration de travail, prennent partiellement appui sur le ballast ou sur la plate-forme. Ces machines sont capables d'accomplir des mouvements automoteurs indépendants sur la plate-forme.
Le présent document ne s'applique pas :
- aux exigences relatives à la qualité du travail et aux performances de la machine ;
- aux exigences spécifiques établies par l'opérateur de la machine en ce qui concerne l'emploi des machines et qui font l'objet de négociations entre le fabricant et le gestionnaire d'infrastructure ;
- aux modes travail et déplacement lorsque la machine ne circule pas sur les rails ;
- aux machines distinctes montées provisoirement sur les machines ou équipements associés ;
- aux machines déraillables définies en 3.2 ;
- aux remorques définies en 3.3, y compris les remorques rail-route.
Les véhicules qui ne sont pas eux-mêmes guidés par la voie, mais qui ont des accessoires guidés par la voie ne sont pas considérés comme des machines rail-route.
Les prescriptions du présent document sont amendées et complétées par les prescriptions du FprEN 15746-4 pour les machines conçues et destinées à emprunter les réseaux ferroviaires urbains.
Le présent document n'entend pas non plus définir les exigences supplémentaires suivantes :
- mise en œuvre de la machine dans des conditions soumises à des règles particulières (par exemple, atmosphères potentiellement explosives) ;
- dangers dus à des causes naturelles (tremblement de terre, foudre, inondation, etc.) ;
- méthodes de travail ;
- exploitation de la machine dans des conditions de travail rigoureuses nécessitant des mesures particulières (en tunnels ou en tranchées, par exemple) ou dans des conditions d'environnement extrêmes (températures très froides ou très élevées, environnements corrosifs, tropicaux ou contaminants, forts champs magnétiques) ;
- dangers dus aux erreurs de logiciels ;
- dangers dus aux mouvements de charges librement suspendues susceptibles de se balancer.
Pour une machine rail-route, il est supposé qu'un véhicule-hôte autorisé à circuler sur le réseau routier au sein de l'Union européenne offrira un niveau de sécurité acceptable pour ses fonctions de base avant conversion. Sauf spécification contraire explicite dans un article particulier, cet aspect spécifique n'est pas traité dans la présente Norme européenne.
Les autres machines de construction et de maintenance de la voie empruntant également les voies ferrées sont couvertes par d'autres Normes européennes (voir Annexe F).
1.2 Validité du présent document
Le présent document s'applique à toutes les machines commandées un an ou plus après la date de publication CEN du présent document.

applications”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2021, and conflicting national standards shall be
withdrawn at the latest by June 2021.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.

Introduction
This European Standard was prepared to meet the essential requirements of EU Directives to facilitate
an open market for goods and services.
This document is the first of a series of four parts of the European Standard: Railway applications —
Track — Road-rail machines and associated equipment, dealing with railway specific risks of the road-
rail machines when running, travelling and working on railway infrastructures:
— Part 1 covers the technical requirements for the machines in travelling and working modes, and is
applicable for all machines.
— Part 2 covers the safety requirements for the machines in travelling and working modes; this is a
document harmonized with the European Machinery Directive 2006/42/EC.
— Part 3 covers the essential requirements for the machines that have a running mode and run on
tracks within the scope of the Railway Directive 2007/58/EC; this is a document harmonized with
the Railway Interoperability Directive 2008/57/EC and its associated Technical Specifications for
Interoperability (TSI).
— Part 4 covers the technical requirements for the machines that have a running mode on urban rail
and/or for machines intended to have running, travelling and/or working mode on urban rail.
Part 1 defines requirements for approval of the machine for use on the railway. Depending on the
decision of the Infrastructure Manager or National rules the assessment of conformance could be by the
Infrastructure Manager concerned, by a third party assessor or declaration of conformity by the
manufacturer.
Part 2 defines requirements for the machine to be declared conformant by the manufacturer, except in
the case of machines classified under Annex 4 of the Machinery Directive, which require a conformity
check in conjunction with a notified body.
Part 3 defines requirements for running on the European railway network. Assessment of conformity is
by a notified body as prescribed in the Railway Interoperability Directive.
Part 4 defines requirements for approval of the machine for use on urban rail. Depending on the
decision of the manager of the network or National rules the assessment of conformance could be by
the Urban Rail Manager concerned, by a third party assessor or declaration of conformity by the
manufacturer.
The risks which exist in all mechanical, electrical, hydraulic, pneumatic and other components of
machines and which are dealt with in the relevant European Standards are not within the scope of this
European Standard. Where necessary, references are made to appropriate standards of this type.

This document is currently submitted to the Unique Acceptance Procedure. This document will supersede EN 15746-1:2010+A1:2011. FprEN 15746-1:2019 (E) 6 Introduction This European Standard was prepared to meet the essential requirements of EU Directives to facilitate an open market for goods and services. This document is the first of a series of four parts of the European Standard: Railway applications — Track — Road-rail machines and associated equipment, dealing with railway specific risks of the road-rail machines when running, travelling and working on railway infrastructures: — Part 1 covers the technical requirements for the machines in working and travelling modes, and is applicable for all machines. — Part 2 covers the safety requirements for the machines in working and travelling modes; this is a document harmonized with the European Machinery Directive 2006/42/EC. — Part 3 covers the essential requirements for the machines that have a running mode and run on tracks within the scope of the Railway Directive 2007/58/EC; this is a document harmonized with the Railway Interoperability Directive 2008/57/EC and its associated Technical Specifications for Interoperability (TSI). — Part 4 covers the technical requirements for the machines intended to have working, travelling and/or running mode on urban rail. Part 1 defines requirements for approval of the machine for use on the railway. Depending on the decision of the Infrastructure Manager or National rules the assessment of conformance could be by the Infrastructure Manager concerned, by a third party assessor or declaration of conformity by the manufacturer. Part 2 defines requirements for the machine to be declared conformant by the manufacturer, except in the case of machines classified under Annex 4 of the Machinery Directive, which require a conformity check in conjunction with a notified body. Part 3 defines requirements for running on the European railway network. Assessment of conformity is by a notified body as prescribed in the Railway Interoperability Directive. Part 4 defines requirements for approval of the machine for use on urban rail. Depending on the decision of the manager of the network or National rules the assessment of conformance could be by the Urban Rail Manager concerned, by a third party assessor or declaration of conformity by the manufacturer. The risks which exist in all mechanical, electrical, hydraulic, pneumatic and other components of machines and which are dealt with in the relevant European Standards are not within the scope of this European Standard. FprEN 15746-1:2019 (E) 7 1 Scope 1.1 General This document deals with the technical requirements to minimize the specific railway hazards of self-propelled road-rail machines – henceforward referred to as machines – and associated equipment, which can arise during the commissioning, operation and maintenance of the machines when carried out in accordance with the specification given by the manufacturer or his authorized representative. These risks are normally common regardless of the track gauge.
However, additional requirements can apply for travelling and working on infrastructures with narrow gauge or broad gauge lines, railways utilizing other than adhesion between the rail and rail wheels and underground infrastructures. This document is also applicable for machines and associated equipment that in working configuration are partly supported on the ballast or the formation. Such machines are capable of independent self-propelled movement on the ground. This document does not apply to the following: — the requirements for quality of the work or performance of the machine; — the specific requirements established by the machine operator for the use of machines, which will be the subject of negotiation between the manufacturer and the Infrastructure Manager; — moving and working while not on rails; — separate machines temporarily mounted on machines and associated equipment; — demountable machines as defined in 3.2; — trailers as defined in 3.3, including road-rail trailers. Vehicles which are not track-guided themselves but have attachments that are track-guided are not road-rail machines. The requirements within this document are amended and added to by the requirements in FprEN 15746-4 for machines designed and intended to use urban rail. This document does not establish the additional requirements for the following: — operation subject to special rules, e.g. potentially explosive atmospheres; — hazards due to natural causes, e.g. earthquake, lightning, flooding; — working methods; — operation in severe working conditions requiring special measures, e.g. work in tunnels or in cuttings, extreme environmental conditions such as: freezing temperatures, high temperatures, corrosive environments, tropical environments, contaminating environments, strong magnetic fields; — hazards due to errors in software; — hazards occurring when used to handle suspended loads which may swing freely. kSIST FprEN 15746-1:2019
