Overview
SIST EN 15020:2022+A1:2026 is an international standard developed by the Slovenian Institute for Standardization (SIST) under the European Committee for Standardization (CEN). The document specifies the performance requirements, specific interface geometry, and test methods for railway rescue couplers. These devices enable the mechanical and pneumatic connection between a rescue vehicle, equipped with a conventional draw hook, and a train to be rescued, fitted with a Type 10 automatic coupler. The standard ensures interoperability for locomotives and passenger rolling stock, aligning with the Technical Specification for Interoperability for Locomotives and Passenger rolling stock (TSI Loc & Pas).
Key Topics
Rescue Coupler Definition and Interfaces
- Special device enabling hauling and towing of failed train units by vehicles with different coupling systems.
- Connects a draw hook (per EN 15566) on the rescue vehicle with a Type 10 automatic coupler (per EN 16019) on the train.
Performance Requirements
- Maximum operational mass: 50 kg.
- Must withstand minimum static tensile loads of 300 kN and compressive loads of 250 kN per EN 12663-1.
- Safe and secure connection without risk of uncoupling under specified loads.
Mechanical and Pneumatic Characteristics
- Handles or equivalent features for manual handling.
- Automatic mechanical coupling to the failed train set and manual or automatic uncoupling as specified.
- Pneumatic connection must withstand 10 bar pressure and prevent misconnection between reservoir and brake pipes.
Installation and Safety Requirements
- Mountable without special tools; can be installed and removed by two persons.
- Vertical adjustment and lateral movement capabilities for coupling alignment (at least ±6° vertical movement).
- Ensures no person is present between vehicles during coupling for safety.
Testing and Verification
- Detailed static and dynamic load tests.
- Coupling and uncoupling trials under specific vertical and horizontal misalignment scenarios.
- Visual, dimensional, mass, leakage, and mechanical operation checks as part of routine and type testing.
Applications
Railway Operations and Emergency Rescue
- Facilitates safe recovery and towing of failed or immobilized passenger trains and locomotives on European railway networks.
- Essential for railway operators, rescue service companies, and rolling stock manufacturers to comply with interoperability regulations and operational safety.
- Ensures compatibility of new and existing rolling stock with rescue and recovery procedures, minimizing service interruptions.
Rolling Stock Maintenance
- Provides guidelines for design, testing, and maintenance of rescue couplers, ensuring reliability in emergency operations.
- Supports integration with established rolling stock interfaces, improving fleet versatility and operational readiness.
